City Council Committee's Meeting
October 13, 2009
Minutes of the City of Lincoln City Council Committees' Meeting held at Friendship Manor on Tuesday, October 13, 2009.
Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman Tibbs, Alderman Turner, and Alderman Wilmert. Also present were City Attorney Mr. Bates, Mayor Snyder, and City Clerk Mrs. Martinek.
Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, Alderman Turner, and Alderman Wilmert) and none absent. Also present were City Attorney Mr. Bates, Mayor Snyder, City Treasurer Mr. Conzo and City Clerk Mrs. Martinek.
Everyone present recited the Pledge of Allegiance.
Dr. Dru Hauter with Lincoln Futbol Club was present to discuss a proposal for the property behind Wal-Mart to be made into soccer fields. The plan proposed would be for five full sized fields to be used for kids 12 years and older. The fields would also be used half time for children 4-7 years of age. The smaller fields would be for children 8-12 years of age. They are working on a 501 (c) (3) designation. It was decided to have another meeting on October 19, 2009 at 6:15 p.m.
There was a discussion about the ground being farmed and the lease agreement with the farmer.
Wanda Rohlfs Executive Director of Main Street Lincoln gave an update.
Valerie Carder discussed the Christmas Parade.
Mr. Glenn Bonaparte spoke about his delinquent sewer bill which is $3,756.60. He asked for amnesty.
There was a discussion about the amnesty program. It was decided to have a Sewer Committee meeting on October 27, 2009 at 6:15 p.m.
The Mayor asked for the Committees' Issues to be Presented:
Finance, Policy and Procedure:
Chairman Alderman Anderson said she and Alderman Bacon have made arrangements for the Lincoln Rural Fire Department on November 26, 2009 to have their meeting there.

Alderman Anderson also wanted to remind everyone that if you have any input or concerns on the policy and procedures manual. They already had one change this year with the City Clerk’s documents that you get every month. There was discussion about cutting down on the amount of paper they are using.
Fire/Water & ESDA:
Chairman Alderman Horn said she did not have anything for the agenda.
Fire Chief Miller said the last couple of days have been busy at the station but emergency wise they have been down. They are under the ISO rating this week which is good for ten years.
Fire Chief Miller said they got a fire safety grant from Wal-Mart for $1,000.00 and they are going to use that to purchase smoke detectors for their smoke detector program.
Grounds, Buildings and Local Improvements:
Chairman Alderman Tibbs said she did not have a report.
Sewer Treatment Plant, Sewers and Drainage:
Chairman Alderman Busby said they had the bar screen on the agenda and tabled the last two meetings. Next week he is going to take that off and hold off until late December.
Police:
Chairman Alderman Hoinacki asked City Clerk Mrs. Martinek to read the petition for the Christmas parade. He asked to have that on the agenda and that he needed to know if they had insurance.
Alderman Hoinacki said the next item he has is from the Police Chief regarding the trick or treat hours. They will be Saturday, October 31, 2009 from 6:00 p.m. to 8:00 p.m.
Ordinance and Zoning:
Chairman Alderman Neitzel said they had a Resolution for Harvest of Talents Saturday, October 24th, 2009 Harvest Day in Lincoln, Illinois. City Clerk Mrs. Martinek read the Resolution. Alderman Neitzel asked to have this on the consent agenda.
Streets and Alleys:
Chairman Alderman Turner said he wanted to put on the agenda to go out for bids for patching on McLean Street at the corners of Delavan and Pekin.
Alderman Turner said they had a petition by Diane Buss of 230 Pulaski about resurfacing Pulaski Street for about 4 or 5 blocks from IGA to the 4 way stop.
There was a discussion about the repair of this street.

The following bids were opened:
Professional Pavement Maintenance Services $36,678.00
Illinois Valley Paving Company $66,870.41
Alderman Turner asked to have this on the agenda.
The following bids were opened for the 1997 Ford:
DTS $577.00

Alderman Turner asked to have this on the agenda.
Sidewalks, Forestry and Lighting:
Chairman Alderman Armbrust said he did not have a report.
Sanitation/Technology:
Chairman Alderman Wilmert said the only thing he had was the Joint Solid Waste committee met and he gave an update of what is going on.
Insurance:
Chairman Alderman Bacon said she did not have a report.
Mayor Snyder said the next workshop would be October 27, 2009 at Adams School. The workshop for November 10, 2009 will be at Postville Courthouse and the workshop for November 24, 2009 will be at Lincoln Rural Fire Department.
Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Turner, Alderman Horn and Alderman Wilmert), zero nays, and none absent; motion carried.
The City of Lincoln Committee’s as a Whole Meeting adjourned. There were no notes and the tape was hard to hear.
