Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, February 1, 2016.
Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m.
City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were Street & Alley Superintendent Mr. Landers, City Safety and Building Superintendent Mr. Lebegue, Fire Chief Miller, and Deputy Police Chief Vhalovich. Also present were City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.
Mayor Neitzel let the Pledge of Allegiance.
Public Participation:
Mayor Neitzel gave the State of the City Address.
Mr. John Bishop of Farnsworth Group was present to discuss the new Street Department Facility. They looked at Feldman Drive property and Limit Street property and it was decided to go with the Limit Street site. There will be storm retention on the property, disposal of street sweepings, and landscaping is included.
Mrs. Wanda Rohlfs said a procedural question was asked at last week’s meeting. As a non-home rule government which has statutory requirements need to be followed and hoped that they were being followed. There must be guidelines to put items on the agenda.
Mr. James Reynolds said a petition drive for a referendum to be placed on the ballot for an advisory group to be appointed to watch the spending of the City of Lincoln’s money was held this fall to place on the ballot for this spring. The County Clerk gave them the wrong date and they missed the deadline. There were approximately 200 signatures. This was a referendum that is advisory to watch the spending for things such as the safety complex. The next item was where the initiative for a new safety complex and there is $70,000.00 in the budget. He is not opposed to a new safety complex.
City administrator Mr. Johnson said no location has been selected and no money has been allocated. Alderman Bauer said the City is currently renting the space for the Police Department from the County. Mr. Reynolds said they should go to the public to see how they feel. Alderman Hoefle thanked Mr. Reynolds for his time and for coming to the City Council.
Mr. Hepler, Chairman of the County Board came to hear the State of the City Address. The City and County have started having combined meetings. He thanked the City for their collaboration.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs); motion carried.

New Business/Communications:
Authorization of extension of farm lease of City property between Kent Cross and the City of Lincoln
Alderman Mourning moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs); motion carried.
Announcements:
Mayor Neitzel said the blood drive at the Lincoln Park District will be held on Wednesday, February 23, 2016 from 12:00 p.m. to 5:00 p.m.
Mayor Neitzel said there would be a mobile blood drive on February 12, 2016 at the Christian Village on 7th Street from 11:00 a.m. to 2:00 p.m.
Executive Session
Personnel – 2(c) (1)
Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c)(1) and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs); motion carried. The meeting adjourned at 7:36 p.m.
The meeting returned to regular session at 8:35 p.m. City Recording Secretary Mrs. Riggs called the roll call. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs); motion carried.
Alderman Parrott asked about the comment by Mrs. Rohlfs regarding pacing items on the agenda. City Administrator Mr. Johnson said everything is evaluated before it gets placed on the agenda.
Alderman Parrott moved to adjourn the meeting and Alderman Horn seconded it. City Recording Secretary Mrs. Riggs called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs); motion carried.
The City Council Meeting was adjourned at 8:42 p.m.
