Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 21, 2009.
Mayor Snyder called the regular City Council Meeting to order at 7:15 p.m. City Clerk Mrs. Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman Tibbs, Alderman Turner, and Alderman Wilmert) and one absent (Alderman Hoinacki). Also present were Fire Chief Hulett, City Engineer Mr. Mathon, Street Superintendent Mr. Jackson, EMC Manager Mr. Tackett, Safety Building and Zoning Officer Mr. Last, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Plotner, City Clerk Mrs. Martinek, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance to the Flag led by Alderman Bacon.
Recognition of Eagle Scout Matthew Barker
Mayor Snyder said we have a special treat tonight. We have an Eagle Scout to recognize so Mr. Barker if you would come up to the Podium here. He said this is Matthew Barker and I am going to read a little bit about you and what I don’t get you can fill in the rest. Mr. Barker is 16 years old and is a sophomore at Lincoln Community High School. His mom and dad are Lyle and Sue Barker and he is a member of Boy Scout Troop 102 for five years and his leader is Bob Cox. He began his scouting career as a Tiger Cub in First grade in the fall of 2000 with Pack 142 in Goodland, Kansas. As part of the Eagle Scout requirements they have to plan, develop, and give leadership to others in a service projects that is helpful to any religious institution, any school or to their community and Mr. Barker’s eagle scout project was to organize, plan and provide leadership to the building of 8 picnic tables at Little Galilee Christian Assembly in Clinton, Illinois. He has been a camper there every summer since his family moved here in 2002. He is a member of the LCHS Marching Railer Drum line that finished 1st in their class at Mt. Zion.
Mr. Barker said the band got 1st.
Mayor Snyder said he is also a member of the LCHS Choir and Scholastic Bowl Team. He is a member of Lincoln Christian Church where he helps with the children’s church, youth group and is active in the Good News Publishing Company Choir and High School youth group.
Mr. Barker said you summed it up pretty well. Mayor Snyder asked for him to tell a little bit about his project and what he did.

Mr. Barker said my project was I built 8 new picnic tables for Little Galilee. I went out there I really wanted to do something for them because they seem to do so much for all the youth that go there so I talked to Kevin and I asked him what needed to be done and took me around the place and he said here is what could be done and this could be done and then he mentioned something about picnic tables and I said ok that sounds kind of cool. I went on the internet and checked it out and got instructions and then went back out and talked to him about it and he was like ok go for it. We set the date got the stuff ready and the scouts met up at my house. We got the tables put together and some donuts and had a fun time. A couple of days later we got them on trailers and put them out in Little Galilee and they are being used now.
Mayor Snyder said congratulations does anybody have any questions for Mr. Barker. Alderman Wilmert said yea it has been more than a few years since I did my project but I was wondering is it still the badge over your left pocket there the purple one is that for an international event Jamboree. Mr. Barker said I didn’t go to a Jamboree I can’t remember the exact name right now I know which one you’re talking about but that’s not this one. Alderman Neitzel said I just want to congratulate you and continue to be a role model for the youth of this fine town. Mr. Barker said thank you.
Mayor Snyder read a letter that he gave to Mr. Barker.
Resolution to designate Sunday, September 27, 2009 as “Together for Lincoln Day”
Alderman Neitzel asked City Clerk Mrs. Martinek to read the Resolution. Mrs. Martinek read the Resolution. Alderman Neitzel said I make a motion to accept the Resolution as read and Alderman Anderson seconded it. City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman Tibbs, Alderman Turner, and Alderman Wilmert), zero nays, and one absent (Alderman Hoinacki); motion carried.
Mayor Snyder said we have a representative from Together for Lincoln, Dustin Fulton. He said Mr. Fulton we have a copy of the Resolution for you here and you can certainly give us an update on how things are going.
Mr. Fulton said I want to thank you guys for your partnership as we speak tonight we actually have 100 volunteers that are meeting at a warehouse down on Chicago Street leaning how they are going to help lead their projects this coming Sunday so we are very thankful for the men and women who are taking their time to lead up a project and to help organize the volunteers. We are about the same place we were last year number wise last year. We never know how many will show up on the last day but we certainly want to invite anyone who hasn’t signed up yet they can come to Latham Park on Sunday between 10 and noon that is the best time to come. There we will be assigning the projects they will be calling in and telling us which projects need some more hands.

Resolution to designate Sunday, September 27, 2009 as “Together for Lincoln Day”
Mr. Fulton said we would especially like to have more able bodied volunteers that can do construction projects or painting and different items like that seem to be our biggest need this year. We are very encouraged one of the things is our dream for Together for Lincoln and we’ll talk about this at the chapel service on Sunday evening at 7:00 out at the LCU chapel is that we really want to focus on how we can take Together for Lincoln from being just a day to being a way of life and that is something that is very meaningful to us and we are always planning on taking a day where we serve in our community but one of our dreams is that when people go to visit the elderly folks in the Nursing Home that they would develop a relationship with them and understand that it is an important part of humanity that resides there and we need to continue to go and visit those folks and by working alongside of someone maybe a young child might even see someone with a need under privileged child in their classroom that they might motivate their family to do something for them at Christmas time. We really want to continue to grow this as more a movement that when we see a need in our community we don’t just ask who can do something about it but we look inward and ask how I can help this person that is in need. We are looking forward to that and I challenge you all to be at the service project day and encourage you as well if you would like to come out to the worship service. We just heard comment after comment about the worship service that happened last year and are participating that this is as great this year if not greater best thing about it is that you don’t have to hear me speak there at all any questions that any of you have about Together for Lincoln at all?
Alderman Horn said isn’t there a project where you can bring clothes to just trade.
Mr. Fulton said yes, we are actually partnering with two different organizations as well this year the CROP walk. We are going to have a food drive that will take place at the chapel service so if you’re coming to the chapel service you can bring any can goods. We would prefer them to be can goods because they just last longer and we can be certain that they are good. We are going to split them equally amongst the food pantries here in Lincoln and then also we are partnering with Lincoln Christian Church who is doing the clothing swap is what they are calling it on the day of Together for Lincoln. What happens is if you have some clothes that you would like to give away to people in our community then you can bring them on Saturday and I believe it is from 10-3 and then on Sunday is the clothes swap where you can come and receive clothes if you would like to come and receive clothes and I think that is from 10 – 2. I am not exactly sure on those times but I know those windows at least work.
Mayor Snyder asked if there was anyone else and he thanked Mr. Fulton for coming.
Mr. Fulton thanked them for the Resolution and said they would take it to the next board meeting. It is just great to see so many different churches coming together for the common good and so we appreciate your partnership in this as well and hope to see you all on Sunday.

Closing of Heritage Days checking account
Mayor Snyder asked Alderman Anderson if she would like to hear from the committee members that were here. Alderman Anderson said yeah I would think it would be nice to hear from them if they have any input as to any decisions or terms of what they would like to do with some of the funds that were to be disbursed.
Mr. Chuck Conzo said we discussed a little bit in the meeting last week we had recommended or wanted to recommend disbursing $1,000.00 to the Civil War Statue (Civil War Veterans) the restoration of that. There is a committee that was appointed by the County Board for that purpose also there are two other projects that we have received requests from one of those was the Commemorative Plaque that was going to be eventually erected on the courthouse property someplace to commemorate the speech given by Abraham Lincoln in October of 1858. The third project is the kiosk which is already in place on the courthouse lawn through the efforts of Main Street Lincoln and then former Alderman Rohlfs. Our recommendation is to give $1,000.00 to the project to restore the Civil War Statue and $500.00 each to the other two. The balance of that, I believe is $10,618.47 to be transferred to the Lincoln Park District for the continuation of the 4th of July celebration that we have here in Lincoln and including the fireworks. That was our recommendation.
Mayor Snyder said just a question are there, it sounds like there is a legal entity for the Civil War Statue committee what about the other two. I mean who would the funds be paid to.
Mr. Conzo said the kiosk would be Main Street Lincoln and the third one would be the one that is involved with plaques to commemorate the speech given by Abraham Lincoln I believe is being sponsored by Tourism. The plans on that are less, as far as we know less definite on that and former Mayor Davis-Kavelman had recommended that we stipulate on that they have to be used within a year or revert back to the city and transferred to the Park District for the 4th of July festival. We are not as sure not certain where that project stands. The county board has authorized the Civil War Statue and has appointed a committee.
Mayor Snyder said will that be complete in a year.
Mr. Conzo said it should be complete and I want to disclose as I did last week that I am also on that committee in case there is any question about that. My understanding is that we hope to have that done by the end of 2010. There are still some steps to go but the committee has made a lot of progress on that and Paul Gleason is the chair of that committee and official spokesman but we have made a lot of progress. We will be moving toward the goal to make a final decision on that project.

Closing of Heritage Days checking account
Mayor Snyder asked if there were any questions. Alderman Wilmert said I seem to remember the last time we talked it was $2,500.00 and you met again and changed. Mr. Conzo said well we had a definite idea and a definite amount in mind we said between $2,000.00 and $2,500.00 so after that we set on that amount.
Mayor Snyder said any other questions. It was suggested that perhaps with regard to the one I would say the two that are still possibilities that perhaps rather than the city giving you money and then taking it back or trying to get it back maybe we can give the money to the park district with the stipulation that they give the money to these entities within whatever time frame we would specify and then if they don’t they would have the money to use for whatever purposes then the city doesn’t have to get involved in trying to pull that back but I guess we would have to have some type of.
Mr. Conzo said Marcia Greenslate who is with the Park District is here.
Ms. Greenslate said I don’t see any problem with that at all. All the funds will basically go into a restricted account for the fireworks and for the celebration of the 4th so that shouldn’t be any problem.
Mayor Snyder asked if there were any other questions.
Alderman Anderson said I would make a motion that we close the Heritage Days checking account by transferring those funds to the Lincoln Park District with the provisions to make the contributions to these three specified organizations $1,000.00 for the Civil War Veterans Memorial Statue, $500.00 for the Commemorative plaque through the tourism board and $500.00 for the Main Street Lincoln kiosk on the courthouse lawn with the restrictions that those funds be used by the end of 2010 for that provision and if not they would keep them for the use of the celebration of 4th of July and Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. Petition by Carl & Kristy Awe II for a curb cut to accommodate an extension for a wheelchair ramp at 706 Short 10th
Alderman Turner said this is for a wheelchair ramp extension and it is in the middle of the block there on Short 10th Street which is not something that we typically will do a curb cut there. We have been working with. I talked to the property owners today about the situation and there is a driveway about 15 feet down from the house it already has a curb break there so they are going to the new solution is they will take it out to the driveway and then take it out that route.
Alderman Turner said I move to reject this petition for the curb cut at 706 Short 10th and Alderman Armbrust seconded it. Mayor Snyder said is there any discussion. Alderman Busby said for them to get this done for this weekend you are going to have to have a petition voted on by us. Mr. Bates said not if it requires a curb cut. Alderman Busby said for sidewalk though it would be like a sidewalk they are putting in aren’t they. Alderman Anderson said it’s on private property.
Alderman Turner said its right out by the street the wheelchair ramp comes down probably within 12 feet or so. They have landscape blocks to take it out to the curb currently.
Mr. Jackson said if they put a 5 X 5 pad behind the curb like they are talking about doing it would just be like a homeowner that’s got a sidewalk going from the curb to the city walk which that is the homeowner’s responsibility without Council’s approval. Alderman Busby said it wouldn’t need approval. Mr. Jackson said we could just consider it their approach to the walk. Mayor Snyder said it wouldn’t need a curb cut then. Mr. Jackson said it is just a place to put the wheel down for the wheelchair. Mayor Snyder asked if there were any other questions and called on Alderman Armbrust. Alderman Armbrust said there was some sidewalk added. Mr. Jackson said if they would continue it on over they would have to extend it 20 feet but they don’t need to extend it all the way over. City Clerk Mrs. Martinek called the roll call. Waive the bidding requirement and accept the quote for the purchase and installation of the Autocrane hydraulic crane from Drake-Scruggs- Equipment, Inc.
Alderman Busby said I move for approval for purchase of hydraulic crane from Drake-Scruggs not to exceed $16,276.00 and waive the bid requirements and Alderman Neitzel seconded it. Mayor Snyder said any discussion. Mr. Bates said does that include a trade in. Alderman Busby said yeah $3,500.00 I will add $3,500.00 trade in and Alderman Neitzel said that was ok. Mayor Snyder asked if there was any more discussion. City Clerk Mrs. Martinek called the roll call. Alderman Turner said this is for McLean Street there where we’ve had the manholes replaced and I move that we go out for bids for the patching portion of that project and Alderman Armbrust seconded it.
