Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, July 13, 2010.

 

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert. Also present were Deputy Police Chief Geriets, Building and Safety Officer Mr. Lebegue, Street Superintendent Mr. Jackson, EMC Manager Mr. Tackett, Assistant Fire Chief Dahm, and City Engineer Mr. Mathon. Also present were City Attorney Mr. Bates, Mayor Snyder, City Clerk Mrs. Martinek, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

 

Mayor Snyder called the meeting to order at 7:00 p.m. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert ) and one absent (Alderman O’Donohue).

 

Those present recited the Pledge of Allegiance.

 

The Mayor asked for the Committees' Issues to be Presented:

 

Finance, Policy and Procedure:

Chairman Alderman Anderson said she would like the department heads to get their appropriations requests to the City Clerk by Friday. She asked they put in any grants that they have applied for any unexpected expenses and any explanation would be helpful. She wanted to put on the agenda Monday to vote on the appropriations but they would probably have to adjourn to 7:00 p.m. on July 27, 2010 to vote on it.

 

Alderman Anderson said in front of them they have travel language for the policy & procedure manual. She got responses from just about everyone and just added them all up and averaged then rounded them up to the next even number and they could see current and the proposed. The new amounts for meals are $10.00 breakfast, $15.00 lunch, and $25.00 supper with no reimbursements to be made without any verification and receipts and any overnight stays that are required lodging will be pre-arranged and pre-approved. She asked for those changes to be on the agenda. There is no exception for Chicago.

 

Alderman Anderson asked to put on the agenda the early retirement incentives and she also has in front of her a sheet that says New Policy on the front. She said Alderman Busby had done some work on this and asked him to go over this.

 

Alderman Busby said due to the fact as of today we are still $252,000.00 short in the general fund. I don’t know what is going to happen if we can’t get this to balance when the road repairs get fixed and that money leaves.

Alderman Busby said we’ve asked for 6 months Alderman Anderson, former Treasurer Mr. Plotner not to spend any money unless it is absolutely necessary. We can’t get anybody to listen. The fire department already 2 months into the budget is a disaster already. They are at 47% of their budget in accumulated overtime. He thought it was ridiculous and the only way they could take control was have the department heads call two members of the Finance Committee to get the ok and their names will appear on P.O.’s. He asked to have this on the agenda. He said the Chairman of the Fire Committee should talk to the Chief and see what can be done.

 

Alderman Tibbs said the fire department has been busy and sometimes two different calls going different direction at the same time.

 

Assistant Chief Dahm said in defense of the department when he started 23 years ago they had a 7 man shift. The City Council gave pink slips with three guys. Two took jobs and one died and never replaced those guys and put us down to six man shifts. If two guys are off that takes them down to four and all it takes is one guy to call in sick, injury call in overtime. It’s a culmination of City Council and the fire department. If you would give us back three guys it would do away with a lot of overtime.

 

Alderman Anderson said there is a difference between accrued overtime and overtime. The accrued overtime she had talked with Chief Hulett and he felt comfortable that we would not be exceeding the accrued overtime at $70,000.00. There is overtime and that overtime is at 16% (earned and paid out).

 

Alderman Busby said the difference with accrued overtime is they can save it and they can take it at any time and it is a debt against the city. Mayor Snyder said that is a right they have with the contract. Alderman Anderson said this is not something the Fire Chief or Assistants that they can control.

 

Mayor Snyder said to clarify Alderman Busby when you say names of Finance Committee to appear on all P. O.’s that’s the names that approve the purchase. Aldermen Busby said right. Alderman Neitzel said the $252,000.00 in the red does that include the money that we have to get with the G. O. Bonds.

 

Alderman Busby said no and he realized the state was behind and there was nothing they could do about that. The only thing they can do is stop the spending. The office just spent some money on a brand new copy machine did we really need it.

 

City Clerk Mrs. Martinek said we didn’t buy it we had already built in for the service contract and it came out a better deal to take the newer model of over $1,900.00. Alderman Hoinacki said how about excluding salaries from policy.

Fire/Water & ESDA:

Chairman Alderman Horn said she needed on the agenda the Oath of Office for Captain Darrin Coffey, Lieutenant Todd Koehler, and probationary firefighter Ashley Williams.

 

Grounds, Buildings and Local Improvements:

Chairman Alderman Tibbs said she did not have a report.

 

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he has an Ordinance that he would like to have on the agenda with regard to backwater valve flow. This is drainage piping fixtures which have flood level rims located below elevation of the next stream manhole cover. This is to protect from backflow sewerage by installing an approved backwater pipe valve. This is to protect the city with the back up in people’s basements and once installed it can be cleaned without digging it up again and it is not requiring.

 

Mr. Tackett said it was for new construction and any home with a basement below the sewer line out front. Mr. Bates asked who was going to enforce. Mr. Tackett said it would only be the homes that would have a problem.

 

There was a discussion on the backwater valve flow. Alderman Horn asked how much this protection costs. Mr. Tackett said between $350.00 to $800.00.

 

Police:

Chairman Alderman Hoinacki said he had a petition from Bill and Georgia Allison for a “No Parking” sign at 115 S. State and requesting beside their house on Davies Street on the agenda.

 

Mr. Bates asked Mr. Lebegue if the backflow valve was in the building code. Mr. Lebegue said no it was optional.

 

Streets and Alleys:

Chairman Alderman Neitzel said they have been asked by West Lincoln Township to spray using our chemicals and they are paying for our time. Mr. Jackson said they charge them per minute and had been asked to do West Lincoln Subdivision, Country Club Estates and the two Chautauqua’s. Alderman Neitzel said to put it on the agenda.

 

Alderman Neitzel said the next thing is the sweep they do every year for the County Fair. They do the grandstand area basically and they always do two or three blocks out each direction. Alderman Bacon thought they should have to pay. Alderman Armbrust said he would not be voting on. There was a discussion that there are crews that come in from the prisons. Alderman Neitzel asked to put this on the agenda.

 

There was a discussion about the GPS system is routing trucks on Kankakee Street.

Deputy Chief Geriets said they are not talking one or two trucks they are talking about 6 or 7 in a day tearing up yards. Tires going in the yards and he thought they needed to consider going down there.

 

Mr. Jackson said there is a sign but the bottle factory is selling recycled glass and there are 25-30 different companies. Deputy Chief Geriets looked at the ordinance and could not do anything. Alderman Wilmert said they should distribute maps. Deputy Chief Geriets said they had a homeowner that actually followed the driver to the facility which could have been an altercation. Mr. Bates said there is an ordinance where truck and trailers are prohibited on certain streets (9-10-4) but he did not see any prohibition on Kankakee.

 

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

 

Sanitation/Technology:

Alderman Wilmert said the $5.00 charge from Area Disposal is unrelated to the drop off on Kickapoo Street.

 

Insurance:

Chairman Alderman Bacon said she did not have a report.

 

Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(21) to discussion of meeting minutes to leave legally closed and Alderman Horn seconded it. Mayor Snyder said there wouldn’t be anything after this. City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman O’Donohue); motion carried. The meeting adjourned to Executive Session at 7:51 p.m.

 

The meeting returned to regular Session at 8:29 p.m. City Clerk Mrs. Martinek called the Roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman O’Donohue); motion carried. Also present were City Attorney Mr. Bates, Mayor Snyder, City Clerk Mrs. Martinek, and Recording Secretary Mrs. Riggs.

 

Alderman Neitzel said they would put on the agenda the open and closed meetings for 2003.

 

Mayor Snyder said he would be on vacation the next two weeks and Alderman Busby would be Mayor Pro Tem and if something happened that he was not available that Alderman Neitzel could take care of things.

Mayor Snyder said he wanted to give a thank you to Kathy Vinyard and her family for cleaning up Shay Parking Lot.

 

Alderman Busby made a motion to adjourn and Alderman Wilmert seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman O’Donohue); motion carried.

 

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:32 p.m.
