Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,

IL, on Monday, January 3, 2011.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.

Martinek called the roll. There were eight Aldermen present (Alderman Anderson, Alderman

Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Tibbs).

Also present were Interim Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr.

Tackett, Safety Building and Zoning Officer Mr. Lebegue (he arrived at 7:01 p.m.), Street

Superintendent Mr. Jackson, and Police Chief Greenslate. Also present were City Treasurer

Mr. Conzo, City Clerk Mrs. Martinek, Mayor Snyder, City Attorney Mr. Bates, and Recording

Secretary Mrs. Riggs.

 

Those present recited the Pledge of Allegiance to the Flag led by Alderman Busby.

 

Public Participation:

 

Alderman Neitzel said she was happy to have the snow on Christmas and it looked like the good

Lord was out there and put peace on everything and was glad it is gone. Hope everyone had a

Merry Christmas and hopes everyone has a safe New Year.

 

Mayor Snyder called for the Consent Agenda:

 

Minutes of the 11/11/09, 11/24/09, 12/15/09, 10/26/10, 12/14/10 Committee as a whole meetings,

the 12/20/10 Regular City Council Meeting and the 12/20/10 Public Hearing

Approve payment of bills

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn

seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called

the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby,

Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman

Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Tibbs); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Petitions

There were no Petitions to come before the City Council.

 

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

New Business/Communications:

There was no New Business/Communications to come before the City Council.

 

Public Announcements

 

Mr. Jackson said they had done the first go round on the city’s Christmas trees today but will be

doing it on again tomorrow and Wednesday. He said there were a few more trees out there for

this time picking up and there are three outfits out picking up beside them.

 

Mayor Snyder said don’t expect all of our meetings in 2011 to be this quick. He would

anticipate that we will be doing some significant things in 2011.

 

Alderman Neitzel said there is a high speed rail meeting Wednesday, January 5, 2011 for more

input.

 

Alderman Wilmert said he would be reviewing the software package with City Clerk Mrs.

Martinek.

 

Mr. Bates said they have been notified by the Illinois Department of Natural Resources that we

have to have a new flood hazard area ordinance passed by February 18, 2011 or we lose our

qualification for our residences to obtain national flood insurance. They have provided it and

sent out a draft today to Alderman O’Donohue and to Mr. Mathon. It replaces 11-7-6 of the code

in its entirety. They need to vote no later that February 7, 2011.

 

Alderman O’Donohue said to pass it out to everyone. Mayor Snyder said all local governments

have to do that.

 

Alderman Busby moved to adjourn and Alderman Neitzel seconded it. There were eight yeas

(Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman

Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), zero nays, and two

absent (Alderman Bacon and Alderman Tibbs); motion carried.

 

The City Council Meeting was adjourned at 7:08 p.m.
