Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Tuesday, January 18, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.
Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman
Neitzel, Alderman O’Donohue, and Alderman Wilmert) and one absent (Alderman Tibbs). Also
present were Interim Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr. Tackett,
Safety Building and Zoning Officer Mr. Lebegue, Street Superintendent Mr. Jackson, and
Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, Deputy City Clerk Mrs.
Gehlbach, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance to the Flag was said by all.

Alderman Anderson moved to approve the Consent Agenda as submitted with the exception
of two bills for fire apparatus and supplies invoice numbers 11-14 and 11-53 which are not
due until February and Alderman Horn seconded it. Mayor Snyder asked if there was any
discussion. Deputy City Clerk Mrs. Gehlbach called the roll call. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert),
zero nays, and one absent (Alderman Tibbs); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.

There were no Petitions to come before the City Council.

Ordinances and Resolutions
Ordinance No. 2011-723 Replacing Chapter 7 of title 11 of the City Code of the City of Lincoln
Entitled "Special Flood Hazard Areas"
Alderman O'Donohue moved that the Council approve the Committee's Report and Alderman
Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,
Alderman O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs);
motion carried. Alderman O'Donohue made a motion to accept the Ordinance Replacing
Chapter 7 of title 11 of the City Code of the City of Lincoln Entitled "Special Flood Hazard
Areas" of Ordinance No. 2011-723 and Alderman Neitzel seconded it. Mayor Snyder said this
as you remember is the Ordinance that is required by the State of Illinois and by the Federal
Emergency Management Agency to insure the people that live in Lincoln that would have the
need would have the ability to apply for National Flood Insurance so this gets us in compliance
with that and asked if there was any discussion. Deputy City Clerk Mrs. Gehlbach called
the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion
carried.
Ordinance No. 2011-7024 Amending Section 9-10-3 of the City Code of the City of Lincoln,
Logan County, Illinois.
Alderman O'Donohue moved that the Council approve the Committee's Report and Alderman
Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,
Alderman O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs);
motion carried. Alderman O'Donohue made a motion to accept the Ordinance Amending
Section 9-10-3 of the City Code of the City of Lincoln, Logan County, Illinois Ordinance
No. 2011-724 and Alderman Neitzel seconded it. Mayor Snyder said this is the Ordinance.
Alderman O'Donohue said to change the direction of the alley behind the 100 block of N.
Kickapoo so that it would be two-way coming into Pekin and one way coming in from
Broadway. Mr. Bates said the North half is two way and the South Half is one way. Mayor
Snyder asked if there was any discussion on this Ordinance. Deputy City Clerk Mrs. Gehlbach
called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion
carried.
Unfinished Business:
City Treasurer Mr. Conzo gave the Treasurer's Report for December 2010 and a copy is on file.

New Business/Communications:
Policy regarding payment of Employees wages or salary when they are off of work and receiving
compensation under the Workman's Compensation Laws of Illinois
Alderman Anderson moved to accept the change in written policy regarding payment of
Employees wages or salary when they are off of work and receiving compensation under the
Workman's Compensation Laws and Alderman Horn seconded it. Mayor Snyder asked if there
was discussion on this. Mr. Bates said just to clarify what you are saying is that if someone
is receiving their own temporary or total disability from workman's comp the city is going
to have a policy that they are not going to pay them their full salary. Alderman Anderson
said that was correct. Mr. Bates said unless otherwise in a bargaining agreement. Alderman
Anderson said that was correct. Mr. Bates said that would be effective now for claims going
forward. Alderman Anderson said correct and it would not affect any claims already in the
process. Deputy City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman
Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), zero nays,
and one absent (Alderman Tibbs); motion carried.
Appointment of new Fire Chief
Mayor Snyder said it was his pleasure tonight to submit the name of Mark Miller our Interim
Fire Chief as his appointment for permanent Fire Chief and to ask the Council's advice and
consent to that appointment. He believed that Mr. Miller had joined the fire department about
21 years ago and during that time has served as firefighter, fire inspector, lieutenant, captain,
and Assistant Chief. By serving in all those capacities he has knowledge of the department as
well as the members of the department and the challenges that they face. He said Mr. Miller
had experience in other areas of fire service where he has been a consultant, instructor on
firefighting, rescue techniques and hazardous material handling. He said Mr. Miller is involved
in the community as well as being well respected in the community. He said Mr. Miller has a
great wife and two boys and it was his honor to submit the name to you of Mark Miller for the
position of Lincoln Fire Chief and to ask for your advice and consent on that appointment.
Alderman Horn moved to approve the appointment of Mark Miller as the new Lincoln Fire Chief
and Alderman Neitzel seconded it. Mayor Snyder asked Mr. Miller if he would like to address
the Council or make himself available for any questions anyone had.
Interim Fire Chief Miller said he wanted to thank them for the opportunity to serve as interim
Fire Chief and he was looking forward to working with the guys that run the fire department
day in and day out. It is a good bunch of guys and he is looking forward to serving them and
providing the best service he can to the community.
Alderman Horn asked Interim Fire Chief Miller to introduce his peanut gallery he had with him.

Interim Fire Chief Miller introduced his wife, Amy (married 20 years this year), his oldest son,
Evan and Wyatt, one of his mentors (his first Fire Chief) Fire Chief Koon from Sherman Fire
Department and his wife Pat, Erica Bone who is his neighbor (big supporter and help with his
boys when he is at work), Amber Bone and Keyan, his father-in-law, (retired State Police) Gary
Dodson and his wife, Nancy.
Deputy City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman
Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), zero nays,
and one absent (Alderman Tibbs); motion carried.
City Attorney Mr. Bates swore in Fire Chief Miller.
Public Announcements
Mr. Bates asked if they wanted to pick a particular bargaining agreement to review for next
week. Alderman Neitzel said start with the Fire Department.
Alderman Busby moved to adjourn and Alderman Neitzel seconded it. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert),
zero nays, and one absent (Alderman Tibbs); motion carried.
The City Council Meeting was adjourned at 7:21 p.m.
