Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Tuesday, February 22, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:02 p.m. City Clerk Mrs.
Martinek called the roll. There were seven Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and
Alderman Wilmert) and three absent (Alderman Bacon, Alderman Busby, and Alderman
Hoinacki). Also present were Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr.
Tackett, Safety Building and Zoning Officer Mr. Lebegue, Street Superintendent Mr. Jackson,
and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs.
Martinek, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.
Mayor Snyder said that Alderman Bacon was at the hospital due to her seriously ill mother-
in-law. Alderman Busby is recovering from his heart surgery. Alderman Hoinacki has other
business and is away.
Those present recited the Pledge of Allegiance to the Flag led by Alderman O’Donohue.
Public Participation:
An update was given by Wanda Lee Rohlfs, Main Street Lincoln Executive Director. She had
information packets that she handed out to the Aldermen and went over that.
Mayor Snyder called for the Consent Agenda:
Approve minutes of the January 11, 2011Committee as a whole meeting
Approve payment of bills
Petition by the Railsplitter Antique Auto Club to host a monthly Cruise-in from April through
September
Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn
seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called
the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays,
and two absent (Alderman Bacon, Alderman Busby, and Alderman Hoinacki ); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.

Bids:
Award bid for Fire Department Source Capture Exhaust System
Alderman Horn made a motion to award the bid to Magna Gripe Rossman Enterprises from
Indianapolis, Indiana with the bid for $33,984.00 for the exhaust system and Alderman Anderson
seconded it. Mayor Snyder asked if there was any discussion on this. Fire Chief Miller said a
couple of things on this bid that were special note the company is going to use local contractors
for some of the work which is a good thing. Mayor Snyder said again this is funded through the
federal grant we received and asked if there were any further questions on this. City Clerk Mrs.
Martinek called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust,
Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman
Wilmert), zero nays, and two absent (Alderman Bacon, Alderman Busby, and Alderman
Hoinacki ); motion carried.

Policy changes for overtime compensation
Alderman Anderson made a motion to table this and Alderman Wilmert seconded it. City Clerk

Bridge over Oglesby Avenue
Mr. Mathon said on Thursday of last week we received a citizen complaint notice that there
was a pothole on the Oglesby Avenue Bridge. Upon going out to the bridge and inspecting it, it
revealed that a portion of the concrete that makes up the deck had deteriorated and deteriorated
enough that a hole had developed into the center void space within the concrete beam. At that
point they closed the bridge until we get the inspection done. They contacted the bridge and
structures unit at IDOT for some assistance with that. On Friday morning personnel arrived
took a look at and he and Mr. Jackson met with them out there and inspected more of the bridge
and at that point their suggestion was that the amount of repairs that it would take to repair that
section and others was not cost effective. Their bridges are inspected bi-annually and the last
one was done January 2010. There were no deficiencies were noted in this area and as late as
November last year the deck did not show any deterioration that is now evident. The bridge was
originally built in 1967 and at the time the accepted design life span of the bridge was 30 years
so have gotten our monies worth out of it. There are several other bridges of the same age and
type of construction and those bridges have been inspected and there are no issues at this time
that would have turned up and currently they are awaiting a letter back from the structures unit
of the IDOT central office that will allow us to degrade that rating of the bridge and when we do
that it becomes eligible for some federal funding for structure replacement and he didn’t have
any details of what that involves or funding. The bottom line is the bridge needs replaced and
it is closed to vehicular traffic until that time. They are looking at least 12 months. It has to be
designed, constructed and core sampling of the sides, hydraulic analysis of Brainard’s branch to
make sure the bridge can handle the amount of water that runs through there. Any time he gets a
comment or question from public and said please do tell us and there is a lot of infrastructure out
there and they don’t always see everything.
Mayor Snyder said they don’t know how much federal funding they will be able to access but
bridge work is included in the non home rule infrastructure tax and they have dollars in that fund.
Mr. Mathon said the ballpark figure he has (no substantiation for) looking in the neighborhood of
$150,000.00. Mayor Snyder said the non home rule brings in a little over $700,000.00 a year.
Mayor Snyder said he had passed out a couple of letters from IDOT. There is a public meeting
on March 2 at the Double Tree in Bloomington about the Tier 1 environmental impact study and
that is the second phase of the track work. The first phase will involve us in the spring when
they come through and replace the wooden ties with the concrete ties. The second phase is the
beginning of the Tier 1 study. They are having a public open house on March 2.
Mayor Snyder said he also had a quarterly revenue from Comcast and it is for video services.
The city does not receive a franchise fee on the internet services or phone services.

Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(2) to
discuss collective bargaining and 5 ILCS 120/2(c)(5) to discuss purchase or lease real estate and
Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. There were seven
yeas (Alderman Anderson, Alderman Armbrust, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman
Bacon, Alderman Busby, and Alderman Hoinacki ); motion carried. The meeting adjourned to
Executive Session at 7:40 p.m.
The meeting returned to regular Session at 8:02 p.m. City Clerk Mrs. Martinek called the roll
call. There were seven Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman
Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and
three absent (Alderman Bacon, Alderman Busby, and Alderman Hoinacki). Also present were
City Attorney Mr. Bates, Mayor Snyder, City Clerk Mrs. Martinek, City Treasurer Mr. Conzo,
and Recording Secretary Mrs. Riggs. Also present was Street Superintendent Mr. Jackson.
Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were seven
yeas (Alderman Anderson, Alderman Armbrust, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman
Bacon, Alderman Busby, and Alderman Hoinacki ); motion carried.
The City Council Meeting was adjourned at 8:04 p.m.
