Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,

IL, on Monday, March 21, 2011.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.

Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman

Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby).

Also present were Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr. Tackett,

Safety Building and Zoning Officer Mr. Lebegue, Assistant Street Superintendent Mr. Wright,

and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs.

Martinek, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

Those present recited the Pledge of Allegiance to the Flag led by Alderman Bacon.

Public Participation:

Police Chief Greenslate presented a plaque to Detective Sergeant Paul Adams for 2010 Officer

of the Year as selected by his peers. Detective Adams introduced his family.

Mayor Snyder called for the Consent Agenda:

Approve minutes of the February 22, 2011City Council meeting, February 22, 2011 Public

Hearing and the March 1, 2011 Committee as a Whole Meeting P

Payment of bills

Petition by Vienna Purdue to hold a Lawn Mower run on June 4th, 2011

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn

seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called

the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,

Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman

Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

New Business/Communications:

Allow Lincoln Speedway three (3) extensions of 30 minutes with further extensions on request

and impose a curfew of 10:30 p.m. on weeknights of June 14th and 16th, 2011.

Mr. Horn said he was just there if there were any questions.

Allow Lincoln Speedway three (3) extensions of 30 minutes with further extensions on request

and impose a curfew of 10:30 p.m. on weeknights of June 14th and 16th, 2011.

Alderman Neitzel made a motion to Allow Lincoln Speedway three (3) extensions of 30 minutes

based on nights of June 14th and 16th, 2011 and Alderman Bacon seconded it. Mayor Snyder

said a question on the motion that he believed at the workshop the discussion was about the dates

in blue on the list. Are the extensions on any night or just on the nights?

Mr. Bates said if we are going to clean up the motion I also have concerns based on the

discussion of last week that is says further extensions, it’s on the agenda plural on request.

That is susceptible to difference of opinion when we get a month or two down the road. If he

understood what the Council was saying last week it was if additional extensions beyond the 3

that are needed that Mr. Horn and his wife will have to come back and ask for those. The way

it is written and the motion sounds to him like all he has to do is request them and they are pre-

approved. He just wanted to clarify what you want and wasn’t trying to take sides here he just

wanted to be sure that we understand what this motion means.

Alderman Bacon withdrew her second and Alderman Neitzel withdrew her motion.

Alderman Neitzel made a motion to allow the Lincoln Speedway three (3) extensions for 30

minutes based on the nights in blue of the schedule with further extensions brought before the

City Council requested by the owners and we impose a curfew of 10:30 p.m. on the nights of

June 14th and 16th, 2011. Mr. Bates said before there is a second his only other uncertainty, are

any of those blue dates school nights? There were a couple of no’s. Alderman Bacon seconded

it. Alderman O’Donohue amended the motion that they would have to bring it to the City

Council for approval and Alderman Neitzel seconded it. Mayor Snyder said the motion is up

to three extensions of 30 minutes be allowed only on the following nights which were April 15,

May 13, May 20, June 14, June 16, July 3, July 8, and August 20 and any further extensions

would require a request from the owner and the approval by the Council and that a 10:30 p.m.

curfew be imposed on weeknights of June 14th and 16th, 2011. Mayor Snyder asked if there was

discussion on that.

Alderman Tibbs said she understood the reason to have extensions is in case of accidents

whatever that would cause the show to fall back in time and in order to give them more time to

complete the show by giving them an extra half hour past the curfew time. The extension is for a

reason, in case of an accident. It is not just to give them a half hour more.

Alderman Armbrust said he thought they were talking about the gentleman has used his three

and they have a lot of races to go and need another one in the bank here in case he needs it and

anything after that they have to come and ask the Council for it.

Mr. Horn said if you give him three he is happy and he didn’t need any more. They are going to

have a terrible year if they need three.

Mr. Marty Spear said he is the race director. The reason they might need extensions is hopefully

they will have lots of cars and people. The problem is having several classes of cars say 5

classes and sometimes there is a bad accident that they can’t get cleaned up right away and they

have several classes that haven’t run yet. It’s hard to tell them sorry guys we’re out of time.

They do push to get things done and he would guarantee that he would work the hardest and if

Mr. Horn gets the track ready at 6:30 and we’re ready to go he promised he would have them

done. Their last race of last year they ran 159 cars and they did a great job.

Mr. Bates said he wanted to clarify one other thing so there is no misunderstanding as we get

into the season in his understanding that no more than one extension can be used in any night.

Mayor Snyder said they could go to 11:00 p.m. on weeknights. Alderman Neitzel said the ones

that they have extended are not nights that the kids are in school.

City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson,

Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,

Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent

(Alderman Busby); motion carried.

City Clerk’s Report for February 2011 is on file.

City Treasurer Mr. Conzo gave an oral report for February 2011.

Written Reports by Department heads for February 2011 are on file.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Public Announcements

Mayor Snyder passed out fundraiser information for Bob Shattuck who has worked for the City

handling the architectural work on the roof and they have a fundraiser scheduled for him on

Saturday, April 9 at the Lincoln Banquet Center.

Mayor Snyder said they are proclaiming April 9 Bob Shattuck Day.

Mayor Snyder said last night Alderman Tibbs was honored with the Civic Award by Main Street

Lincoln.

Alderman Anderson reminded everyone about the Finance Committee Budget session on

Saturday. Alderman Neitzel said she would bring the donuts.

Mr. Mathon said the new traffic signals at Stahlhut Drive and Lincoln Parkway will be going

active this week and he didn’t have a firm time yet but it could be as early as tomorrow but by

Wednesday prior to the hospital being open for business at the new location on Thursday.

Alderman Neitzel said if when you come out of the hospital you don’t have someone come

straight across 11th Street that will be fun.

Police Chief Greenslate said he was proud to announce their new bay station radios were

activated today and Dan Fulscher worked very hard for a grant for these new radios are in and

they sound quite nice.

Alderman Wilmert said they had something for zoning.

Mr. Lebegue said he had passed out before the meeting a short memorandum in regard to an

update on where we are with the upgrades to the building software in his department. He has

been working with Integrity Data and Alderman Wilmert in regard to this. After they came

and evaluated what we had they looked at the platform which is now 10 year old which has

somewhat obsolete in this day and age and once they got the new computer they found out they

couldn’t even put the new system on the computer because the platform was not compatible with

that system. Windows 7 was far in advanced of the platform they currently have. They looked

at what it would cost to upgrade that system which frankly it should more than likely have been

done incrementally over time but had not. To upgrade the existing they have right now and also

two hours working with him to create all the reports that he wanted to create to provide to the

Council not to exceed $3,000.00. He asked if they could somehow find it in this budget or do

they want to move to the next budget.

Alderman Anderson asked if it was an option for the G. O. Bond. Mayor Snyder said yes.

Alderman Wilmert said he did all he could do and soliciting help from Integrity Data. He

reached a point where he was at the end of his knowledge of doing it over his lunch hour or

whenever else.

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were nine yeas

(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman

Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero

nays, and one absent (Alderman Busby); motion carried.

The City Council Meeting was adjourned at 7:24 p.m.
