City Council Committee's Meeting

February 15, 2011

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers

on Tuesday, February 15, 2011.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman

Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also

present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson,

Safety and Building Officer Mr. Lebegue, and EMC Manager Mr. Tackett. Also present

were Mayor Snyder, City Clerk Mrs. Martinek, Assistant City Attorney Mr. Blinn Bates, City

Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 5:02 p.m. There were eight Aldermen present

(Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman

Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent

(Alderman Bacon and Alderman Busby).

Everyone present recited the Pledge.

The Mayor asked for the Committees' Issues to be Presented:

Police:

Chairman Alderman Hoinacki said they had a Petition for the Cruise in for this year. Jim

Loeffler of the Railsplitter Antique Auto Club was present and said it was the same as in past

years. Insurance will be provided. Alderman Hoinacki asked to have it on the Consent Agenda.

Finance, Policy and Procedure:

Chairman Alderman Anderson said department heads need to review their budgets and had sent

to them areas of concern in their budget and if they needed to move something from line item to

another the information is needed by next week.

Fire/Water & ESDA:

Chairman Alderman Horn said they had bids to be opened for the exhaust system.

The following bids were opened by Fire Chief Miller:

Magna Grip Diesel from Indianapolis, IN

Alderman Horn asked to have the approval of the bid on the agenda. It is to be paid from a grant

that is right at $39,000.00.

Fire Chief Miller said they have a vehicle maintenance issue that came up after the last fire.

There was also damage to a truck from an accident and he is working with the insurance

company.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she did not have a report.

She commented on the serious house fire in her Ward on Broadway Street and wanted to say

how much it really pays off to go into the schools and educate our children. This little 7 year

old saved her whole family at 3:00 a.m. She thanked Fire Chief Miller and the firemen for the

education to our kids and the importance of fire alarms in the house.

Mayor Snyder thanked the fire department for the work they do in the schools and even bring

kids here for a breakfast every year. The kids pay attention and learn and a good object lessen

for all of us.

Alderman Neitzel said Alderman Busby is off the ventilator and breathing on his own but has

very low oxygen.

Mayor Snyder said continue to keep Alderman Busby in your prayers and keep Alderman Bacon

her mother-in-law continues to face difficulties. Alderman Hoinacki said she had surgery early

this morning.

Sewer Treatment Plant, Sewers and Drainage:

Vice Chairman Alderman Neitzel said she did not have a report.

Police:

Chairman Alderman Hoinacki said he did not have anything else to report.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have a report.

Ordinance and Zoning:

Chairman Alderman O’Donohue said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report.

Insurance:

Vice Chairman Alderman O’Donohue said they had a meeting with someone this Thursday for

another option then it was recommended that they call Roger Garrett and see what options he has

available for them.

Mayor Snyder said he passed out a letter that he received from Comcast dated January 25, 2011.

He said the letter had increases which will be effective March 1, 2011. He said Libby Stein will

be present on March 7, 2011.

Alderman Anderson said on the franchise agreement don’t we have some control over saying

they can’t just arbitrarily do this.

Mayor Snyder said he didn’t believe so as he remembered there are certain services which he

believed they would have to talk to the Federal Communication Commission and ask for local

regulation of certain fees. This question came up when we did the evaluation session back in

August or September. When they are given the franchise fee they report quarterly gross revenue.

We receive 5% of that and for the last quarter of last year ending December 31, 2010 their gross

revenue was $874,229.34. That compares to the quarter ending September 30, 2010 their gross

revenue was $860,302.57. It was an increase of $14,000.00.

Alderman Anderson said they needed on the agenda the Policy changes in overtime

compensation for the city employees.

Mayor Snyder said he passed out information from the Municipal League about the pieces of

legislation that they are going to ask the legislature to pass this year with our local government

distributive fund, workers comp reform, reform of the public safety and employee benefit act,

changes to the Freedom of Information Act, and modernizing public notice requirements.

Mayor Snyder said if you are interested the Abraham Lincoln Tourism Bureau of Logan

County is having a kickoff event Thursday of this week. It is the Lincoln/Logan County sports

commission. It will be held at the park district from 9 to noon Thursday, February 17. If you are

interested please contact the Tourism Bureau.

Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(2) to

discuss collective bargaining and Alderman Horn seconded it. City Clerk Mrs. Martinek called

the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman

Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and

Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion

carried. The meeting adjourned to Executive Session at 5:24 p.m.

The meeting returned to regular Session at 6:01 p.m. City Clerk Mrs. Martinek called the roll

call. There were eight present (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki,

Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman

Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

Also present were Assistant City Attorney Mr. Blinn Bates, Mayor Snyder, City Clerk Mrs.

Martinek, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs. Also present was

Street Superintendent Mr. Jackson.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded

it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki,

Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman

Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 9:40 p.m.
