Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Monday, October 3, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.
Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman
Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Wilmert).
Department Heads present were City Engineer Mr. Mathon, Street Superintendent Mr. Jackson,
Police Chief Greenslate, Safety and Building Officer Mr. Lebegue, and Fire Chief Miller. Also
present were City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, Assistant City Attorney Mr.
Blinn Bates, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge led by Alderman Tibbs.
Public Participation:
Mr. Charles Kodatt said he had three sentences to say and he would say them plain and simple
and he would leave. We do not have reprocity but statement. You have not a state see what is.
Thank you and he left.
Mayor Snyder called for the Consent Agenda:
Payment of bills
Petition by St. John United Church of Christ to close part of the alley on October 15, 2011 from
7:00 a.m. to 5:00 p.m. for Germanfest
Petition by Main Street Lincoln to close certain streets on November 25, 2011 at 5:30 p.m. for
the Annual Christmas Parade
Approve turning the stoplight at Broadway and Kickapoo into a 4-way red light
Petition by Mark D. Hayes to construct a sidewalk at 721 Tremont Street
Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn
seconded it. Mayor Snyder said any discussion. City Clerk Mrs. Martinek called the roll call.
There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman
Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and

Bids:
Award bids for street overlay project (tabled 9/19/11)
Alderman Neitzel made a motion to take off the table and Alderman Bacon seconded it. City
Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman
Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman
Wilmert); motion carried. Alderman Neitzel made a motion to reject the bids for the Pulaski
Street project, as well as the Sixth Street project, and make the motion to continue with the work
on Kankakee Street from Peoria to Keokuk in the amount of $139,619.13 and Alderman Bacon
seconded it. Mayor Snyder said the low bidder was. Alderman Neitzel said Illinois Valley
Paving. Mayor Snyder asked if there was any discussion on this and said this is to go forward
with the Kankakee project and the overlay that is roughly a block and a half and reject the bids
for Pulaski and 6th Street and to continue work on what they may do there with the streets. City
Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman

New Business/Communications:
Request from the Chamber of Commerce to close either Pulaski Street from McLean to Kickapoo
or Kickapoo Street from Broadway to Pulaski from 3:00 p.m.-7:00 p.m. Thursday, October 13,
2011 for a "Save Logan Correctional Center" community rally
Mayor Snyder said at the time he asked for this on the agenda he didn't know which street they
wanted and they would like Pulaski Street from McLean to Kickapoo be closed. Alderman
Hoinacki moved to approve the request from the Chamber to close Pulaski Street from McLean
to Kickapoo on October 13, 2011 and Alderman Tibbs seconded it.
Mayor Snyder said with regard to that whole afternoon Chief Greenslate wanted to make a
comment. The Chamber is also going to be doing a March/Motorcade from the Chamber offices
at 1555 5th Street (Information Station) meeting there at 4:00 and then come downtown. They
have asked for police escort and also for Chief Miller to have fire truck available for that as well.

2011 for a "Save Logan Correctional Center" community rally
Mayor Snyder said some people will be driving their vehicles down and other folks will be
marching from the information station to downtown here. The rally itself will take place
at roughly 4:45 p.m. and try to get as many people from the community as we can there for
that rally that will take place on the Arcade side of the square. He said Alderman Hoinacki,
Alderman Bacon, Chief Greenslate, and I are wearing our t-shirts and anyone else that would
like a t-shirt they are available for $10.00. As Alderman Bacon said earlier it is a great way to
paint the town red. The tulips won't be up until spring but we can paint the town with the Save
Logan t-shirts.
Approve checks in the amount of $300.00 for aldermen to attend the Illinois Municipal League
Conference
Alderman Anderson moved to approve that the checks be issued for those attending the
Municipal League and Alderman Horn seconded it. Mayor Snyder asked if there was any
discussion. Mayor Snyder said he thought the practice last year was to turn in receipts and if
there was an amount not used then that needs to be remitted as well. Alderman Anderson said
no receipt no reimbursement and no exception. City Clerk Mrs. Martinek called the roll call.

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman

Alderman Tibbs said last year they had paint the town red and Kathy Vinyard wants to do it
again. Anyone interested can call and get more information.
Alderman Horn asked when they could get shirts. Alderman Bacon said she could get them
tomorrow and that she would get them to them. Mayor Snyder thought it would be nice if
they could all wear their shirts one night. Alderman Neitzel said next meeting. Police Chief
Greenslate asked where the public could get them. Alderman Bacon said Dale Ridgeway
Lincoln Correctional Center or John Black with Logan Correctional Center. It was decided
to wear the shirts on October 17. Mayor Snyder said there is also the COGFA hearing will
be on October 26, 2011 at the Chapel at LCU. City Clerk Mrs. Martinek called the roll call.

Mayor Snyder said this was not on the agenda but a news item. An arbitrator has told the
Governor to halt plans for the closure of the facilities saying that his move directly violated the
agreement he made with AFSME to not hand out layoff notices through July 2012. He was sure
the Governor's office would be appealing this to some higher authority.

Police Chief Greenslate gave a small announcement that this last week they completed a training
exercise with multiple agencies, multi jurisdictional sites and Dan Fulscher is here and he was
the main coordinator for all these disaster drills they ran out there. It was the first exercise of
its type with police and numerous other agencies. He was very impressed with everyone they
worked with at Logan Correctional Center.
Mr. Fulscher said they had been planning this since March and 100% attendance.
Approve advertising for the position of City Administrator
Alderman O'Donohue made a motion to approve advertising and payment and Alderman
Hoinacki seconded it. City Clerk Mrs. Martinek called the roll call. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero
nays, and one absent (Alderman O’Donohue); motion carried.
Accept deed on property on 8th Street
Alderman Tibbs moved to accept the deed for the property on 8th Street and Alderman Neitzel
seconded it. Mayor Snyder said he had the deed in hand and would hand it over to our City
Attorney. Alderman Tibbs said it was a wonderful day and kind of a tear jerker day. Mayor
Snyder said it was an exciting time and appreciated the hospitals generosity in giving the city
the lot and appreciated the generosity of the Woods Foundation for underwriting the costs for
the concept plan and just as a reminder on October 13 at 7:00 p.m. at Central School a public
meeting for anyone for anything they would like to see on the property. Alderman Busby
thought a letter of thanks should be sent to Dolan Dalpoas of Abraham Lincoln Memorial
Hospital and the Woods Foundation after it signed by everyone and have it framed. City Clerk
Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman

Approve professional service agreement with Prairie Engineers
Alderman Tibbs moved to approve the professional service agreement with Prairie Engineers and
Alderman Anderson seconded it. Mayor Snyder said this is the service agreement to oversee the
concept plan. City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman

IML conference briefing
Alderman Neitzel said the Illinois Municipal League is the only place she knew that Aldermen
could go to meet other Aldermen like a school and get knowledge to bring back to the City.
She said they were like the police and firemen and needed training also. She said the opening
session with Mr. Emanuel, the Mayor of Chicago and then they had a speaker that said they
should start with humor. She talked to a gentlemen from Wooddale who said they use beet juice
on the streets that is a special application that takes a special meeting and it is a pilot program
and should be applied before every snow fall. She was told they saved $8,000.00 on salt. She
thought that was something they should look into. She was also told them the bricks are good
and not to put it on crosswalks because snowplows hit the bricks and damage occurs to the street.
She learned that 2 tons of asphalt make 1 cube of concrete and concrete is cheaper. The cost of
asphalt keeps rising to include bids for concrete. She attended social media and found out that
54% of people are on facebook and there are 54 million users and it is called the yellow pages
of the 21st century and that it should be activated by a city administrator. They should create a
policy and should watch about Freedom of Information Act. She went to Humana session and
that there is a need for wellness.
Alderman Horn said the General session she got out of it that you should use humor to relate,
motivate, and communicate. She went to Economic Development sessions. It was stressed
to keep what you have, expand it when possible and enhance and improve it. Be sure you
know your businesses and they know you. Businesses that are run efficiently and honest and
friendly will survive. Know your economic development director. Keep up with what is going
on in your community, give positive reinforcement, and let your businesses know that you
appreciate them. Set up an awards program or have a Mayor's breakfast, take time to hear what
business leaders need and then the business attraction and retention attraction also say know your
economic development director he is important to your success. She also went to the municipal
electric aggregate session and he will be here on October 17 (Blue Star).
Mayor Snyder said they would have to have a referendum and this would give the people a way
to bid on their supplier the way the city does.
Alderman Anderson said she went to the pension reform session and was hoping to see further
changes that would be made. It was a good review of what is going on. She ran into a trane
specialist about doing an evaluation of the building.
Alderman Hoinacki said he went to the pension reform as well. There was an interesting debate
for both sides. He went to Hitting the Target how to develop and implement a successful retail
improvement strategy and was similar to the Buxton presentation they had a few years ago here.
He went to E government implementing websites and facebook and the other session he went to
was on property tax 101.

Alderman Busby asked Police Chief Greenslate if he was armed. Police Chief Greenslate said he
was.
Alderman Busby asked Police Chief Greenslate to put his hands on the desk. He then said he
went to a session on how to operate without a police department. You can do for monetary
reason only. The Mayor can implement two marshall's and then the Sheriff's office has to
implement the police work. He has talked to Mr. Conzo and Mr. Plotner to put on a seminar
with regard to budgeting and levying. He thought it was a very good session. They need help on
the budget. He thought the sessions this year were very good.
Alderman Hoinacki said he thought there were more people in the sessions.
Mayor Snyder said he participated in several sessions and moderated the Rules of the Road
in municipal regulation. There were a couple of engineers from IDOT and went over the sign
manual. He said you could never imagine the regulations on signs. He went to a session called
focusing inherit chaos which was general information for strategic planning. He went to a
session on historic preservation. They talked about becoming a certified city and the whole
process they go through to get that in place. He moderated a session on workers compensation,
risk and claims management. There were two employees present from the Illinois Municipal
League Risk Management association. He went to 2 sessions on broadband the first one
highlighted the communities of Highland and Rochelle and they both have their own municipal
electric utilities. Both of those communities are doing a fiber to home network. There were
questions about how long the payback would be. Highland said if they got 23% penetration in
the market they were going to provide cable, cable tv, internet services and phone services they
would have a 2 year payback period. In Rochelle they said it would be a 5 year payback period.
The second portion of the broadband piece they had some information from the Illinois Century
Network and that is actually a state owned fiber network that they are in the process of building
out and that might be something they might want to look into. It cost $38,000.00 to $40,000.00
per mile to lay fiber. Duquoin is doing that now with putting in conduit while they have an
opening in the ground. He went to a session on community surveying. He said he made good
connections and it was a valuable learning experience.
Police Chief Greenslate said they are advertising for another lateral hire list. They must have 3
years of experience.
Fire Chief said he was working with the EMA for an agreement with the boat. They hope to
finalize on the 20th with everyone. This is the start of fire prevention month.
Mayor Snyder said there was a mobile food pantry at Lincoln/Logan Food Pantry on October 6,
2011 at 6:00 p.m.
Alderman Horn said the Class of '71 will be here for their 40th class reunion.

Mayor Snyder said that Alderman Busby was having surgery tomorrow so keep him in your
thoughts and prayers.
Alderman Busby made a motion to adjourn and Alderman Neitzel seconded it. There were nine
