City Council Committee's Meeting

March 29, 2011

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, March 29, 2011.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, and Police Chief Greenslate. Also present were Mayor Snyder, Deputy City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, and City Treasurer Mr. Conzo.

Mayor Snyder called the meeting to order at 7:02 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman O'Donohue).

The Pledge was recited by all.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she wanted to thank everyone for their input from the two Saturdays that have put in and was hoping to have a copy for everyone in the next week where the City is at. There has been one error found. A meeting was planned for April 6, 2011 at 6:00 p.m.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs turned it over to Mr. Mathon. Mr. Mathon discussed about the street department garage and the Kickapoo Street garage. There was discussion on an appraisal and a survey.

There was a discussion about the recycle bins were 10 years old and rusting and purchasing new and letting those that currently have boxes paying for a new one.

There was a discussion about Mid American and the electricity. Mr. Tackett's recommendation was to stay with Mid America and renew.

Police:

Chairman Alderman Hoinacki said he had some street closure requests:

Frontier Mutual Company to block Decatur Street from Kickapoo to edge of driveway (½ block) on April 18, 2011 for their 125th Anniversary. Nothing included on insurance. Alderman Hoinacki asked to have it on the consent agenda.

LCHS Grand March on Saturday, April 30, 2011 at 6:00 p.m. Alderman Hoinacki asked to have this on the consent agenda.

There was a discussion about the parking for the downtown area and the parking volunteers enforcement. There was discussion on parking ticket validation.

Police Chief Greenslate brought up early retirement for Robert Rawlins. This would only be applicable to Fire and Police Departments due to others being IMRF and currently paying one off. They will need to know the age and years of service.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he and Mr. Jackson went to Tree City USA.

Mayor Snyder said there was a petition by Main Street Lincoln for flower baskets to be hung around the square and it was put on the Consent Agenda.

April 9, 2011 to block Kickapoo Street from 1:00 p.m. to 3:30 p.m. for the Civil War Statue Dedication.

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Streets & Alleys:

Chairman Alderman Neitzel said she did not have report.

Mayor Snyder said there was a meeting with Lincoln College and Comcast about a public access channel.

Mayor Snyder said on April 9, 2011 there will be a benefit for Bob Shattuck and will draft a Resolution to be on the regular agenda.

It was announced that April 5-19 Keokuk Street will be closed with detour routes being set up by IDOT. It will not be closed the the full two weeks. Decatur, Clinton, Pulaski and then Keokuk and Tremont.

Mayor Snyder passed out Comprehensive Economic Development Strategy from the Economic Development Board.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman O'Donohue); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:23 p.m.
