City Council Committee's Meeting

October 23, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, October 23, 2012.

Those present were Alderman Anderson, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Assistant Street Superintendent Mr. Wright, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, EMC/Illinois American Water Manager Mr. Palmer, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Armbrust and Alderman Busby).

The Pledge was recited by all.

Mayor Snyder introduced the new Director for the Economic Development Partnership, Brian Bergen.

Public Participation

Mr. Richard Sinks talked about the trailer issues and the amount of time keeping things on the trailers. Mr. Lebegue commented on the issue and gave his concerns about being in a residential neighborhood.

The Mayor asked for the Committees' Issues to be Presented:

Ordinance and Zoning:

Alderman Wilmert said last week they directed City Attorney Mr. Blinn Bates to draft an Ordinance. He did not want to put this ordinance on the agenda at this time.

Alderman O'Donohue said it was not initially intended to talk about one. What would be and would not be acceptable.

Alderman Wilmert said anything that is on a driveway or contiguous surface. Mr. Lebegue handed out emails with pictures of different types of trailers and where they were parked and none were allowed. There was discussion about what was and was not allowed. Mayor Snyder said he wanted both issues addressed and would like to see them done at the same time.

Mr. Blinn Bates discussed other problems with parking and all weather surfaces.

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Fire Chief Miller said November 8, 2012 they will have a housing ceremony at 5:30 p.m. for the new fire truck.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she had something but let Mayor Snyder talk about it. Mayor Snyder said they had an extension for the agreement on the 3rd Street garage. Alderman Tibbs said to put it on the Consent Agenda.

Alderman Tibbs said Saturday they will have trunk or treats. Mayor Snyder told about all the festivities for Saturday for Halloween.

Police:

Chairman Alderman Hoinacki said he had a petition that could not get on the agenda. Mayor Snyder said he would approve and it was ok with the Aldermen.

Sewer Treatment Plant, Sewers and Drainage:

Vice Chairman Alderman Neitzel said she would turn it over to Mr. Palmer. Mr. Palmer said they had received from the state to proceed with the energy program.

Mr. Forgy brought forward the new proposal from Prairie Engineers supersede the previous proposal. Alderman Neitzel said it is on the table.

Alderman Neitzel asked if they could negotiate the price for Oglesby Avenue. Mr. Forgy said he would look at it.

Mayor Snyder said November 13, 2012 everyone that went to Chicago will talk about what they went to.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have a report.

Alderman Tibbs asked if the City was going to come up with a pickup. Mr. Wright said they are open everyday except Sunday. Cannot leave bags at the landfill. Mayor Snyder said they are planning on a leaf pick up but they didn't know what the dates were.

Ordinance and Zoning:

Alderman O'Donohue said he did not have a report.

Sanitation:

Alderman Wilmert said he did not have a report.

Insurance:

Alderman Bacon said she did not have a report.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) hiring, firing, compensation, discipline, and performance of employees and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Armbrust and Alderman Busby); motion carried. The meeting adjourned to Executive Session at 8:00 p.m.

The meeting returned to regular Session at 8:35 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Armbrust and Alderman Busby). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Armbrust and Alderman Busby); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:36 p.m.
