Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 19, 2016.
Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were Police Chief Adams, American Water Manager Mr. Ferguson, Street Superintendent Mr. Landers, Assistant Fire Chief Danosky, and Building and Safety Officer Mr. Lebegue. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.
Mayor Neitzel led the Pledge of Allegiance.
Mayor Neitzel spoke with a constituent who requested everyone talk into their microphones.

Resolution # 2016-313 for Catholic Schools Week from January 31, 2016 through February 6, 2016
Alderman Horn moved to approve the Consent Agenda as read and Alderman Welch seconded it. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.
Ordinances and Resolutions
Ordinance #2016-847 amending section 3-7-5 of the City Code to permit New Year’s Eve business hours to be extended to two-o’clock (2:00 a.m.) for holder of Class D and Class E Liquor License
Alderman Bauer moved to approve and Alderman Hoefle seconded it. There were six yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Welch), one nay (Alderman Parrott), and one absent (Alderman Tibbs); motion carried.

There were no Bids to come before the City Council.

New Business/Communications:
Approval of request to permit the use of various streets in or near downtown Lincoln for the Abraham Lincoln 5K marathon on Saturday, February 13, 2016 from 12:00 p.m. to 2:00 p.m.
Alderman Welch moved to approve but strike the last line of the request (to permit white washing the listed roads) and Alderman Parrott seconded it. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.
Approval of annexation agreement between Becky S. Werth and the City of Lincoln for property at 1203 Woodlawn Road
Alderman Bauer moved to approve the annexation agreement between Becky Werth and the City of Lincoln for the property at 1203 Woodlawn Road for the intent to let the ZBA (Zoning Board of Appeals) do their job and Alderman Hoinacki seconded it. There were two yeas (Alderman Bauer and Alderman Hoinacki), five nays (Alderman Hoefle, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), and one absent (Alderman Tibbs); motion denied.
Mayor Neitzel said there was a blood drive at Abraham Lincoln Memorial Hospital on January 25, 2016 from 11:00 a.m. to 1:00 p.m. in the Steinfort Conference room.
Alderman Horn moved to adjourn the meeting and Alderman Hoinacki seconded it. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.
The City Council Meeting was adjourned at 7:48 p.m.
