The Regular Meeting of the City Council of Lincoln was called to order by Acting Mayor Welch at 7:00pm, with proper notice given. City Clerk Peggy Bateman called roll.

Consent Agenda by Omnibus Vote:
A. Payment of Bills

B. Approval of minutes: February 1, 2021 Regular City Council Meeting, February 9, 2021 Committee of the Whole Meeting, February 16, 2021 Regular City Council Meeting

C. Request to permit the use of City owned vacant lot at 315 8th Street for balloon launch and balloon glow from Friday, August 27, 2021 through Sunday, August 29, 2021 as part of the Balloons over 66 Festival.

Alderman Fleshman made the motion to approve, Alderwoman Horn seconded.  Acting Mayor Welch called for discussion, there being none, City Clerk Bateman called the roll.

Acting Mayor Welch moved to other items on the agenda.


Ordinance and Resolution:
A. Resolution permitting the use of E-Scooters within the City of Lincoln

City Attorney Hoblit drafted a resolution to include age restrictions of 16 years old for the use of E-Scooters, speed limits, and permitting the use outside of the 45 mph zones. The resolution also states that there will be more parameters to come later.  The council is voting to allow the use of e-scooters at this point. 

Alderman Parrot made the motion to approve, Alderman Keller seconded.  Acting Mayor Welch called for discussion. 

Alderman Bateman made the motion to amend the resolution to read Bird e-scooters.  Alderman Downs seconded.  There being no further discussion on the name change, City Clerk Bateman called the roll.

Acting Mayor Welch made the motion to amend the resolution to change the age restriction to 18.  Alderman Bateman seconded.  Acting Mayor Welch called for further discussion, there being none, City Clerk Bateman called roll.

B. Resolution authorizing the Mayor to sign paperwork regarding Lead and Asbestos Remediation

 

Alderman Keller made the motion to approve, Alderman Fleshman seconded.  Acting Mayor Welch called for discussion, there being none, City Clerk Bateman called the roll.

Bids:
A.
Approval of bids for Lead & Asbestos Remediation at the Waste Water Treatment Plant Lab Building from NES Environmental in an amount not to exceed $324,200.00

Alderman Fleshman made the motion to approve, Alderwoman Horn seconded.  Acting Mayor Welch called for discussion. 

Building and Safety Official Wes Woodhall submitted his opinion via email.  Acting Mayor Welch read the email to the Council.  Mr. Woodhall’s opinion was to completely remove all lead and asbestos, taking the building down to a bare structure, so as to never have to deal with it again.  Only removing what was visible will only be a temporary fix.

A. Approval of Pay Application No. 6 from Plocher Construction Company for the CSO Project in an amount not to exceed $846,534.25.

Alderman Bateman made the motion to approve, Alderman Fleshman seconded.  Acting Mayor Welch called for further discussion, there being none, City Clerk Bateman called roll.

B. Approval of Intergovernmental Agreement between Lincoln Community High School and the City of Lincoln for construction of a house at 201 9th Street.

Alderman Keller made the motion to approve, Alderman Parrott seconded.  Acting Mayor Welch called for discussion. 

Mr. Puckett from LCHS was available for questions via Zoom.  He stated that the plan was to build a 3 bedroom, 2 bath ranch style home with an oversized 2 car garage that faces the alley.  The square footage will be 1600-2000. Mr. Puckett says the home will be in line with the other homes being built in that area.  He’s confident the home will sell quickly once completed due to the housing market.

C. Approval of the cancellation of the Intergovernmental Agreement between Lincoln Community High School and the City of Lincoln for the construction of a house at 1706 Pekin Street.

Alderman Parrot made the motion to approve, Alderman Hoinacki seconded.  Acting Mayor Welch called for further discussion, there being none, City Clerk Bateman called roll.

The council recessed from the meeting at 7:25pm in order to enter into Executive Session.  Acting Mayor Welch announced there would be no further city business conducted upon reconvening. 

Return from Executive Session:

The council reconvened from Executive Session at 8:28pm in order to reconvene the Committee of the Whole meeting.  Roll call was taken.

There being no further discussion to come before the City Council of Lincoln, Alderman Keller motioned to adjourn, seconded by Alderman Fleshman. Acting Mayor Welch adjourned the meeting at 8:29 p.m.
