The Regular Meeting of the City Council of Lincoln was called to order by Acting Mayor Welch at 7:05pm, with proper notice given. City Clerk Peggy Bateman called roll.

A. Resolution 2021-431 approving the content of certain Executive Session Meeting Minutes of the City Council of Lincoln.

C. Ordinance 2021-940 creating Section 3-23 of Lincoln City Code "Low-Speed Electric Motorized Scooters and Scooter Share Programs".
Alderman Downs made the motion to approve, Alderman Bateman seconded. Acting Mayor Welch called for discussion.
City Attorney Hoblit asked that the ordinance be amended to read 3-23. 3-22 is for Parklets. He asked that the agenda item be amended as well to read Section 3-23. This was also corrected in the minutes.
Alderman Welch made the motion to amend the Ordinance to state Section 3-23, Alderwoman Horn seconded.

B. Approval of bid from Eugene Mehan Lawn Service for nuisance mowing services for a two-year period at a cost not to exceed $30.50 per hour.

Alderman Downs asked how much the City spent on nuisance mowing. Mr. Woodhall stated there is $13,500 budgeted but between $9,000 - $11,000 is spent.

Reports
A. City Treasurer's Report for March, 2021
Fund Balance is considerably higher than the previous month due to the CURES grant received.
Sales tax – increase in the Sales use tax, decrease in the Sales tax
Non Home Rule sales tax – down approx. $40,000
Motor Fuel Tax – 3rd installment received from Rebuild Illinois. Overall has decreased.
State Income Tax – is trending upward in the last few months
B. City Clerks Report for March, 2021
$397,467.87 was received in sewer payments for the month of March. $11,129.42 was received from the Logan Correctional Center.
C. Department Head Reports for March, 2021

New Business/Communications:
A. Approval of Invoice No. 0213882 from Crawford, Murphy & Tilley for CSO for Professional Services from January 30, 2021 through February 26, 2021 in an amount not to exceed $29,809.18.

Alderman Fleshman gave a brief construction update. CSO project is 60% increased. Exterior lab construction has begun. Lead and asbestos removal is complete, just waiting on air sample results.

Announcements:
· There will be three 3rd Friday events this year. Those dates are May 21st, June 18th, and July 16th. Please let the City/3rd Friday Committee know if you’d like to volunteer or become a vendor.
· City Cleanup – 7 trucks were loaded completely. One 30 yard dumpster was filled and the start on a second. 2 containers from Lincoln Iron and Metal were filled with metal plus 3 dump trucks filled with metal. Tire collection was same amount as last year.
· Spring Clean-up – This Saturday April 24th beginning at 8am.
· Tiny Homes ground breaking with the Veterans Homes Group on the corner of 6th and College
