The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:00 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

There was no one present to speak for public participation.

Plocher Construction Pay Application #14 for the CSO Improvement in an amount of $604,024.13.

Request to Permit: Logan County Tourism Christmas Cruise Thursday, December 2, 2021 at 6:30 PM.

This event was a huge success last year.

Request to Permit: Logan County Tourism Carriage Rides Around the Square. November 26th, November 27th, December 3rd, December 4th, December 10th, December 17th and December 18th.

This item will be placed on the consent agenda.

Request to Permit: Lincoln Church of God permission to close 200 Block of N. Mclean October 30, 2021 from 8:00 a.m. until 1:00 p.m. for a family fun day to coincide with other events already happening Downtown that day.

The address for this item should be for South Mclean. This item will be placed on the consent agenda.

Advice & Consent of Mayoral Appointment to Matt Vlahovich as Chief of Police effective November 1, 2021.

Additional contingency Funds for 2021 Sidewalk Replacement Project.

Approval of Trick or Treat with the Mayor Saturday, October 30, 2021 from 10:00 a.m. to Noon.

This event will continue to be COVID friendly. This item will be placed on the consent agenda.

Approval of Trick or Treat Hours for Sunday, October 31, 2021 from 5:00 p.m. to 8:00 p.m.

This item will be placed on the consent agenda.

15" Chicago Street Lining - Materials Increase - Liner Thickness.

This for the lining project down Chicago. Due to broken pieces of clay tile in the sewer, the warranty will not be honored if the liner thickness is not increased to 15". Mr. Bowns feels the increase is in the City's best interest.

Discussion regarding franchise agreement extension with Area Disposal.

Alderman Hoefle, Alderman Bateman and Mayor Welch have had meetings with Area.  The council was provided with a RFP from Area Disposal.

Area is requesting a 3 year extension, which is their right and is written in the current contract, which will lock the rate in as it is now.  Alderman Hoelfe then asked if Area would be willing to extend the contract to 5 years due to inflation.

Commercial properties will no longer be charged a gas surcharge if they choose to go with Area for their trash services.

Area has recently been bought out by GFL.

Announcements:

  • Due to the recent 12 hour Comcast outage, Comcast will issue a refund to anyone that was A call will need to be placed to Comcast by the account holder to receive the refund.

There being no further announcements to come before the council, Alderman Hoefle made a motion to move into Executive Session, seconded by Alderwoman Horn.  City Clerk Bateman called the roll.

The council recessed from the meeting at 7:52 pm in order to enter into Executive Session. Mayor Welch announced there would be no further city business conducted upon reconvening.

Return from Executive Session:

The council reconvened from Executive Session at 8:26 pm in order to reconvene the Committee of the Whole meeting. Roll call was taken.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderman Bateman. All were in favor. Mayor Welch adjourned the meeting at 8:27 p.m.
