The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:00pm, with proper notice given. City Clerk Peggy Bateman called roll.

C. Approval of request from the Logan County Tourism Bureau to us various city streets and place barricades at various street intersections for the 2021 Christmas Cruise on Thursday, December 2, 2021 from 5:30 p.m. until its conclusion.

D. Approval of request from the Logan County Tourism Bureau to permit the use of Pulaski Street, Mclean Street, Broadway Street, and Kickapoo Street on Friday, November 26, 2021, Saturday, November 27, 2021, Friday, December 3, 2021, Saturday, December 4, 2021, Friday, December 10, 2021, Friday, December 17, 2021, and Saturday, December 18, 2021 from 5:00 m. until 8:00 p.m. on Fridays night and 12:00 pm until 3:00 pm on Saturday afternoons for Carriage Rides on the Courthouse Square.

E. Request from Lincoln Church of God to close the 200 Block of South McLean Street on Saturday, October 30, 2021 from 8:00 m. until 1:00 p.m. for family fun day.

F. Approval of Trick or Treat with the Mayor on Saturday, October 30, 2021 from10:00 m. until 1:00 p.m..

G. Approval of Trick or Treat Hours on Sunday, October 31, 2021 from 5:00 m. until 8:00 p.m.

A. City Treasurer's Report for September, 2021

1 of 2 payments of the American Rescue Plan in the amount of $119,254.74 has been received. There are restrictions on how the money can be spent. Those restrictions are being researched.

General Fund Balance is still good. $3,500,000.00

Municipal Sales Tax and Non- Home Rule Tax is doing better Motor Fuel Tax has gone up due to extra tax

Video Gaming tax was up for August but down for September

B. City Clerks Report for September, 2021

$437,728.88 was received in sewer payments for the month of September. $8,081.81 was received from the prisons.

A. Approval of Pay Application 14 from Plocher Construction Co. for CSO Improvements in an amount not to exceed $604,024.13.

Announcements:

  • The Street Department will begin replacing the payment drop boxes on Kickapoo The boxes will be out of commission approximately three days.
  • Woodhall shared with the Council the success of the recent Electronics recycling. Approximately 480 vehicles were through the event over five days. Total weight of electronics collected was 24.131 tons. The cost to the City to recycle the electronics was $300.  The city plans to have another event in the future.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderwoman Horn. Mayor Welch adjourned the meeting at 7:35 p.m.
