The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:02 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Comment:

There is no one present for public comment.

Lori Milosevich/Estes, Bridgewater & Ogden - Presentation of F.Y. 2020/2021 Audit

Lori stated that it was difficult to receive the information she need from Lauterbach to complete her

audit in a timing manner.  She is usually before the council in January, but didn't receive the information until February.  She provided the entire report along with a summary to the council.  That report is on file.

There are no recommendations for improvement for next year. This item will be placed on the regular agenda.

Pastor Larry Crawford/Open Arms Church - Request to Permit for 15 Year Anniversary of Ministering to the Community.

 

Open Arms Church would like to celebrate on the square with a free event to the community to celebrate their anniversary.  This event will take place on April 27, 2022 from 4-10pm.   Streets will be blocked off for a stage for music.

Crawford, Murphy & Tilley invoice in the amount of $17,725.00 for Lincoln Phosphorus Removal at the Waste water Treatment Plant for services August 28, 2021 to January 28, 2022.

 

This item will be placed on the regular agenda.

Plocher Construction Company pay application #19 for the CSO project in the amount of $30,875.00.

 

This pay app brings the project to 99.8% completion.  Approximately $25,000 - $30,000 left due to materials being delayed from the manufacturer.

Renewal agreement with Lincoln FC Soccer Fields located at 639 Malerich Drive.

 

This item will be placed on the regular agenda.

Request to purchase 10 new squad cars and trade in 8 older vehicles. 

These 1O new squad cars will finish out the aging cars in the PD's fleet. 2016 will be the oldest vehicle in the fleet.   Chief Vlahovich brought this lease to own program to the council in 2016 because at that time the department was still using a couple vehicle that were as old as1988.  By using the program, the department is saving thousands of dollars annually in repairs.  This expense will be in three payments over three years.

Structural Improvement Grants submitted by Cheri Leverton in the amount of $7,500.00 for each Property/ 501 Broadway, 503 Broadway, 505 Broadway, 507 Broadway, 509 Broadway, 511 Broadway.

 

These addresses have not received grants yet in 2022. These items will be placed on the regular agenda separately.

Ordinance to Revoke Ordinance 123

 

This ordinance was created in 1965 for The Lincoln Park District to take over maintaining City Parks. The Park District then collected the property taxes for these parks.  The Park District no longer wishes to continue this arrangement.   If the ordinance is abolished, the city needs to determine how the property taxes would or could convert back to the city.

There was a compromise brought to the Park District from the City and the Park District was not in favor.  A couple council members would like to offer joint ownership to the Park District before a vote is taken to abolish the ordinance.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoelfe motioned to adjourn, seconded by Alderwoman Rohlfs. All were in favor. Mayor Welch adjourned the meeting at 8:38p.m.
