The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Participation:

There was no one present to speak for public participation.

Adam Mackey - Lincoln Speedway 2022 Tentative Racing Schedule

The last two seasons have been their best seasons.  Most likely due to being an outdoor event during COVID.  Mr. Mackey went over the schedule and provided a copy to the council.

Alice Roate, Logan County Tourism - Approval to add Monarch Butterfly Migration to the Welcome Park

This item was for informational purposes only and will not need to be voted on due to the agreement between the City and Tourism.

Ms. Roate provided the council with an informational packet on the Monarch Butterfly Migration.  This is an initiative between the Illinois Monarch Project and the Scenic Byway (out of Springfield).  They are

 

wanting to plant monarch butterfly habitats all along Route 66 in Illinois.  Building plans was discussed and the opening is being planned for May 20th.

Request to Permit: Thomas Quinn Associate Professor of Theatre, Illinois Wesleyan University Mr. Quinn was present via Zoom to request the closure of the intersection of S. Kickapoo and Pulaski St. on Monday, April 4th from 6pm - 11pm.  He has his class will be filming a student written and directed dramatic scene from a film. The scene is a traffic accident that has happened at an intersection.  There will not be an actual accident taking place, just the wrecked cars.

The Street Department will provide barricades and an officer will be present during the filming. This item will be placed on the regular agenda.

Illinois Department of Juvenile Justice Presentation

The traffic study that was conducted by the State is showing the same results that were completed by the City. Those results show that there will be less traffic along W. Kickapoo. with the closure of State St. The new street route will not impact any emergency vehicles accessibility or response times.

The State will be providing a new utility easement for maintenance.  Electrical lines will be buried and street lighting will be added.  Agreements between the City and State have been made for maintenance of grounds. The ADA ramps that were previously installed are not allowing water to drain properly along the curb and gutter.  The State will be removing the ramps as they are not needed with how their plans are lined out.  Adjustments will also be made to help with other water runoff.

There was discussion about widening the road however the State does not have the authority to improve municipal owned property. There was also discussion regarding parking for the 5 residential properties on West Kickapoo.

City Attorney Hoblit will have an ordinance for the City vacating State St ready.  There will need to be a public hearing for a street vacate.

Appointment of Adam Quinne for the Diversity & Inclusion Commission

Mayor Welch moved on to other items on the agenda.

Announcements:

  • The Landscape Waste Facility will reopen on Wednesday, March 16, 2022 and will be open on Wednesdays and Saturdays from 8-3:50pm

There being no further announcements to come before the council, Alderman Hoefle made a motion to move into Executive Session, seconded by Alderwoman Horn.  City Clerk Bateman called the roll.

The council recessed from the meeting at 8:31pm in order to enter into Executive Session. Mayor Welch announced there may be City business following the Executive Session.

Return from Executive Session:

The council reconvened from Executive Session at 9:14 pm in order to reconvene the Committee of the Whole meeting. Roll call was taken.

Adjournment: There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderman Zurkammer. All were in favor. Mayor Welch adjourned the meeting at 9:15 p.m.
