The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:02pm, with proper notice given. City Clerk Peggy Bateman called roll.

Public Comment:

There was no one present to speak for public comment.

Jeanette Harris was present to give an update on the Diversity and Inclusion Commission.

The Commission offered a free movie for the community. They also partnered with the Library and had selected books on display to educate readers on Black History Month. There was also the first panel discussion that held an open dialog. The commission plans to partner with several local organizations and schools in the near future for events and education.

Alderman Downs made the motion to approve, Alderwoman Horn seconded. Mayor Welch called for discussion, there being none, City Clerk Bateman called roll.

A. Ordinance 2022-972 Authorizing Publication of a Proposition Vacating a City Street for Public Use

Alderwoman Horn made the motion to approve, Alderwoman Rohlfs seconded.   Mayor Welch called for discussion.

This item pertains to the IDJJ project and the permanent closure of a portion of State St. City Clerk Bateman called roll.

A. City Treasurer's Annual Report Y. 2020/2021

The report is divided in sections and is very self-explanatory. A copy was provided in the packet.  The report will appear in the Courier on March 23, 2022.

B.  City Treasurer's Report for February, 2022

Income Tax, Non home Rule and Sales tax are holding out well. Motor Fuel tax is down from what it was in December 2021.

Telecommunication Tax is down.

C.  City Clerks Report for February, 2022

 

In the month of February, the Sewer department received $268,073.19 in sewer receipts. There wasn't anything received from either prison.

City Attorney John Hoblit swore in Ashley Metelko as Administrative Assistant. Announcements:

  • Alderman Hoefle, and the council, thanks the 3 fireman that assisted an individual outside of City Hall that They were not dispatched to the incident but came out and helped anyway.

The council recessed from the meeting at 7:34 pm in order to enter into Executive Session.   Mayor Welch announced there would be no further city business conducted upon reconvening.

Return from Executive Session:

The council reconvened from Executive Session at 9:1O pm in order to reconvene the Committee of the Whole meeting. Roll call was taken.
