The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:00 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Alice Roate – Logan County Tourism 2022 3rd Quarter Report.

$46,809.10 was brought in for hotel/motel tax does not include September

Revenue is 35% from last year.

Advertising efforts continue until June 2023

580 visitors in the Tourism Bureau, 111 had Route 66 passports

440 visitors at The Mill, 79 had Route 66 passports

Balloons over 66 was held in August

 

Request to Permit – Carriage Rides around the square by Big Horsepower Farm.

Curb Improvement Project Bid Award.

The bid opening for this project was on September 29, 2022

Otto Baum of Morton bid came in at $307,100.00

Kinney Contractors bid came in at $414,308.00

Engineering estimate was $442,390.00

This project will replace approx. 3,860 feet of mountable curb around Half Moon and Eaton Drive in the Mayfair subdivision.  It will be replaced with mountable curb.

Purchase of 114 S. Chicago Street.

The back part of 116 S. Chicago Street collapsed some time ago.  There has been no luck in getting the owner to remediate the property.  It is a horrible safety concern and its difficult keeping people out of the building. 116 S. Chicago and 114 S. Chicago share a common wall, which makes it a concern to some to want to work on either building.  Mr. Woodhall spoke with the owner of 114 S Chicago Street and he is willing to sell that property to the City for $3,000.  Once purchased, the city can then move forward with remediation.

Landscape Waste Facility Tipping Fees.

The current grinding at the dump is costing $5/cubic yard and $1-$5/cubic yard to haul away.  Mr. Landers is suggesting the tipping fees for contractors should be changed to charge by cubic yard as well. He suggests the cost be $8/cubic yard. 

Revenue from FY 21-22 from contractors was $7,645.00 revenue.

There is also some changes within the City Code that need to be made and will be brought to a later COW. 

The reason for this increase, for example, is there is a current 18 foot trailer with landscape waste stacked 4 foot high, that trailer is currently being charges $10 under the current rates. That amount is not equitable.

Farnsworth outstanding invoices from past years.

Gary Davis and Joe Adams were present. 

It was recently brought to the City’s attention that there were unpaid invoices. 

Four invoices that were dated March 19, 2018. 

1.  $3,677.75 - for Site survey, plat prep and revision and several meetings for the IAW site adjacent to the LMSB. Some property the city was using that belonged to IAW.  Clay Johnson, the city administrator at the time, suggested some easements.  That is what this work was completed for.  According to Farnsworth records.

2.  $3,732.00 - work done for the Beck Drive dedication.  Reviewing record drawings, mortgage issues and meetings.

3. $4,490.50 – Lehn and Fink subdivision.  Plats were put together for when the school built houses on city property.    

4. $3,188.00 – Negotiation with Arcadis and Com Ed of the old Street Dept. property for EPA cleanup. 

5. $1,631.25 – Dated July 31, 2018.  Close out assistance for MFT. 

All of these invoices were submitted in 2018, during a time of transition for City Administrators. Mr. Davis stated he met with Bob Mart and Beth Davis, both previous City Administrators, on these invoices.  Mr. Davis does not feel the City is at fault for this.  

Several council members feel that if the work was completed, the city should pay the invoices. 

Alderman Bateman does not feel invoices should be paid, he doesn’t feel tax payer money should be used to pay a bill that is five years old. 

There is an engineering line that the invoices could be paid out of.

Announcements

  • Alderman Parrott has noticed gaming flags in the right of way again that are impeding with line of sight for traffic. Alderman Parrott and Alderwoman Rohlfs will be working with City Attorney Hoblit on the sign ordinance.
  • Congratulations to Alderman Zurkammer for running the Berlin and Chicago marathons over the weekend. He will be running the New York Marathon on 11/6/22.

There being no further announcements to come before the council, Alderman Hoefle made a motion to move into Executive Session, seconded by Alderwoman Rohlfs.  City Clerk Bateman called the roll.

The council recessed from the meeting at 8:13 pm in order to enter into Executive Session. Mayor Welch announced there would be no further city business conducted upon reconvening. 

 

 

Return from Executive Session:

The council reconvened from Executive Session at 9:15 pm in order to reconvene the Committee of the Whole meeting.  Roll call was taken.
