The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:01pm, with proper notice given. City Clerk Peggy Bateman called roll.

Ordinances and Resolutions
A. Ordinance 2022-992 providing for the issue of an amount not to exceed $500,000.00 General Obligation Limited Tax Bonds, Series 2022, of the City of Lincoln, Logan County, Illinois and for the levy of the direct annual tax to pay the principal and interest on said bonds.
Alderman Downs made the motion to approve, Alderman Bateman seconded. Mayor Welch called for discussion.
These bonds are done every three years to assist in spending for all the departments and building and grounds.

B. Ordinance 2022-993 amending Section 9-5-10 prohibiting the parking of a motor vehicle, camper, trailer or any other personal property upon any of the streets in Lincoln for longer than 72 hours without moving the vehicle for use or cause.

A. City Treasurer's Report for October, 2022
General Fund balance continues to increase. Treasurer Conzo urges caution to spending.
Sales Tax and State use tax – starting to see a decline
Municipal Sales Tax – also declining
Income Tax – similar to last year
Replacement Tax – significant increase
Non Home Rule Sales Tax – significantly ahead from last year
Motor Fuel Tax – virtually identical to last year
Video Game Tax – leveled out
B. City Clerks Report for October, 2022
$309,769.67 was received in sewer payments for the month of October. $36,753.72 was received from both of the prisons.

A. Approval of a three year agreement between i3Broadband and the City of Lincoln for additional bandwidth for Police body cameras.

Adjournment:
There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderwoman Horn. Mayor Welch adjourned the meeting at 7:21 p.m.
