The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

There is no one present for public comment. 

 

Promotion to Police Corporal Oath of Office for Collin Antoine

Diversity & Inclusion Commission update

The next two items were combined. 

City of Lincoln Diversity & Inclusion Commission Survey

Commission members were present and informed the council of upcoming events that they are hosting or are assisting with.  They also have a survey that they’d like to get out to the public.  The survey will be on their website.  They also are requesting, if possible, that it be included in with the sewer bills.  The survey is to get feedback from the community to make sure the Commission is reaching as many people as they can or if they could do more. 

There was concern within the council of starting to add inserts in the sewer bills.  The question asked was where you would draw the line.  The folding machine in the Clerk’s office can sometimes have issues with an added page. 

There was also concern with so many ways to take the survey that the data would not be accurate. 

There is a mass publication line that could be used instead of the sewer mailings.

Going forward, City Clerk Bateman would not like the sewer bills to be an avenue for advertising.

The D and I Commission will revisit how to advertise and disperse the survey.

 

Economic Development Commission approvals for Structural Improvement and Façade Grants

Both grants approved by the Commission this past Friday are for Eileen Mullins.  The structural grant is for the replacement of a rear door in the amount of $7,500.  The second is for a Façade grant in the amount of $10,000 for the replacement of three windows and entry level doors.

 

These item will be placed on the regular agenda. 

Ordinance authorizing entering into a lease in exchange for installation of a mural

The lease format was changed by Mr. Hoblit.  The lease has an added signature line to the owner of the building.  The property is currently contract for deed.  Both parties will be on the lease agreement. 

The mural will not be painted on to the brick but attached to it.  The cost of the mural has not been budgeted for yet.  The current cost is approx. $12,000.  There are funds left over from Hotel/Motel tax that could be used for this.  There will be discussion with the owner of how high their awning will be on their outdoor addition and specify in the lease so the city knows how much space there will be for a mural. 

The Historical Preservation Society has to approve the fence and awning for the addition.

 

This item will be placed on the regular agenda. 

 

 

Mayor Welch moved on to other items on the agenda.

Announcements:

  • The Public Hearing for Southlake Road will be prior to the COW on February 14, 2023.
  • Ribbon cutting this Friday at 5:30pm at the Experience Beauty Bar at 206 S. Chicago St.
  • The auditor will present the audit from 2022. The council will vote on it on 2/21/23

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderman Jones. All were in favor. Mayor Welch adjourned the meeting at 8:17 p.m.
