The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

There was no one present for public participation. 

 

F.Y. 2022 Financial Audit

Auditors gave an overview at last week’s meeting.  There weren’t any questions from the Council.

Purchase of a 2012 Dodge Ram 5500 HD Bucket Truck

Funds have been budgeted for this purchase for three years.  Superintendent Landers was able to locate a new bucket truck in Rockton, IL.  This will be a significant upgrade from the current truck the city owns and operates.  The current truck is having difficulty passing inspections with the boom and lift also engine issues.

Addendum to new vehicle purchase report

The council approved $358,000.00 for new squad cars a year ago.  The squad cars have finally arrived.  He has sold an older squad car to another police department.  The borrowing amount will now only be $356,000.00.

Mutual Aid Box Alarm System Master Agreement

The Fire Department has been involved with Mutual Aid Box Alarm System (MABAS) since 2014.   In 2019, MABAS decided to include that when companies cross state lines for mutual aid, those companies will be reimbursed for fuel, labor, and wear and tear on vehicles.  This agreement will need a resolution.  If approved, this agreement will go into effect Jan 1, 2024 with an automatic renewal if there aren’t any significant changes within the department.

Ordinance amending 9-15 of Lincoln City Code to allow recreational off-highway vehicles on certain sections of Business 55.

After reviewing the ordinance with a few council members and former Police Chief Vlahovich, it was felt that it would be safe to allow these vehicles to use a few of the more busier roads in Lincoln.  This would allow for Mayfair and Campus View to be included and accessible. There isn’t any concern of safety issues for these changes.

Announcements

  • Alderman Bateman and several council members attended the Habitat for Humanity home dedicated.
  • Alderman Parrott and the city attorney continue to work on the sign ordinance.
  • Fencing is up at the dog park. Hoping for a May 1st
  • Melrose Park is finished, looking at having a ribbon cutting. Next Park is Ray White and Allison parks.

There being no further announcements to come before the council, Alderman Hoefle made a motion to move into Executive Session, seconded by Alderwoman Horn.  City Clerk Bateman called the roll.

The council recessed from the meeting at 7:32 pm in order to enter into Executive Session. Mayor Welch announced there would be no further city business conducted upon reconvening. 

 

 

Return from Executive Session:

The council reconvened from Executive Session at 8:27 pm in order to reconvene the Committee of the Whole meeting.  Roll call was taken.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderman Downs. All were in favor. Mayor Welch adjourned the meeting at 8:27 p.m.
