REGULAR CITY COUNCIL MEETING

The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:04pm, with proper notice given. City Clerk Peggy Bateman called roll.

 

Present:

Alderwoman Robin McClallen, Ward 1

Alderman Steve Parrott, Ward 1

Vacant, Ward 2

Alderman Sam Downs, Ward 2

Alderman Kevin Bateman, Ward 3

Alderwoman Wanda Lee Rohlfs, Ward 3

Alderman Craig Eimer, Ward 4

Alderwoman Rhonda O’Donoghue, Ward 4

Presiding:

Savannah Conrady – Completion of Probationary Fire Fighter – Oath of Office Fire Fighter.  Presentation of Badge and Helmet Shied by Retired Assistant Fire Chief Steve Dahm.

Savanah was sworn in by City Attorney John Hoblit. 

Public Comment:

Scott Lindley spoke regarding the mural that he will be creating for downtown Lincoln.

 

Consent Agenda by Omnibus Vote:
A. Payment of Bills

B. Request from Lincoln Community High School Football Boosters to permit the closing of Wyatt Ave from S. Kickapoo Street to Lincoln Community High School to decorate and whitewash Wyatt Ave for Homecoming on Thursday, September 14, 2023 from 4:30 pm – 7:30pm.  

Alderman Downs made the motion to approve, Alderwoman McClallen seconded.  Mayor Welch called for discussion, there being none, City Clerk Batmen called roll.

Mayor Welch moved to other items on the agenda.

 

Ordinances and Resolutions:

A.  Ordinance 2023-1012 authorizing Real Estate to go out for bid. 

 

Alderman Bateman made the motion to approve, Alderman Eimer seconded.  Mayor Welch called for discussion. 

The property address is 638 6th St. 

There being no other discussion, City Clerk Bateman called roll.

A.  City Treasurer’s Report for July, 2023

General Fund Balance continues to increase

Municipal Sales Tax – declined

Non Home Rule Sales tax – increased

State Income Tax - declined

Replacement Tax – has evened out

Video Gaming – pretty consistent now

MFT – declined

B.  City Clerk’s Report for July, 2023

$346,595.66 was collected in sewer receipts for the month of July 2023.

C.  Department Head Reports for July, 2023

These reports are either on file or will be soon. 

 

New Business/Communications:
A.  Advise and Consent to the Mayoral Appointment of David Sanders to Alderman for Ward 2. (Swearing in after vote)

 

Alderman Downs made the motion to approve, Alderman Parrott seconded.  Mayor Welch called for discussion, there being none, City Clerk Bateman called the roll.

Announcements:

·         GFL will be starting early this week at 4am due to the extreme heat

·         Ribbon cut for Balloons over 66 this weekend

·         Proclamation 2023-478 Lynn Laughlin was read by Mayor Welch

·         Employee Appreciation Lunch has been postponed until Sept 7th due to the extreme heat

Adjournment:

There being no further discussion to come before the City Council of Lincoln, Alderman Parrott motioned to adjourn, seconded by Alderwoman O’Donoghue. Mayor Welch adjourned the meeting at 7:50 p.m.
