The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:02pm, with proper notice given. City Clerk Peggy Bateman called roll.

A.  Approval of bid from Illinois Civil Contractors Inc. of East Peoria for the 2023 Curb & Sidewalk Project in the amount not to exceed $395,415.00.

Alderman Bateman made the motion to remove this item from the agenda due to the application not being fully ready, Alderman Downs seconded.  Mayor Welch called for discussion, there being none, City Clerk Bateman called the roll.

E. Approval of Economic Development Grant to Mystic Grenz/Ind Capital, LLC at 1120 Woodlawn Rd for exterior door and replacement in an amount not to exceed $7,500.00.

 

Alderman Bateman made the motion to approve, Alderwoman O’Donoghue seconded.  Mayor Welch called for discussion. 

Alderwoman McClallen expressed her concern and asked if the city would be liable for issuing this grant for a risky business. 

City Attorney Hoblit explained that this grant is for building repairs.  It is not a grant towards a business, it is a grant that is to assist with improving the structures of buildings.  This is a reimbursement program, not a payment.

Announcements:

·         Employee Appreciation lunch is this Thursday, September 7, 2023.  Open to the public

·         Coffee with the Mayor – Saturday, September 9, 2023 at Guest House

·         Due to getting late in the year, CMT and Superintendent Landers feel it is better to wait until next construction season to complete the Mill and Overlay project.   The main concern is the environment and receiving adequate bids.

·         IDJJ project – new road is complete.  State Street will be closed soon so the property owner can start storm sewer and sewer drain work across the road to advance their project.
