The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:00 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Last minute street closure request – Annual Tree Lighting
Friday, November 24th from 5-6pm in the 100 block of Kickapoo St.

Ordinance amending the entirety of Title VIII.
Alderman Bateman would like to strike 8.3.11 and 8.3.12 from the City Code. 8.3.11 refers to Playing ball in the street. 8.3.12 refers to throwing missiles in the street.
This was a lengthy project that City Attorney Hoblit, WW Project Manager Andrew Bowns, Street Superintendent Walt Landers, and Building & Safety Official Wes Woodhall collectively worked on for almost a year. It began with updating the process for permitting and street breaks and continued with updating and modernizing the entire Title.
Alderwoman Rohlfs questioned what the term designee meant in the term it’s used in the city code. It is defined as the next person in charge would become in charge of the department or situation. City Attorney Hoblit will add the definition of designee to the beginning of Title VIII.

- Alderman Eimer thanked the Street and Sewer departments for their work on the Mayfair Drive culvert
- Alderwoman McClellan thanked the team for working on the changes for Title VIII.
- Alderman Parrott congratulated the Lincoln Railer Volleyball and Hartsburg-Emden Volleyball teams on their 2nd place in State victories.
Adjournment:
There being no further discussion to come before the City Council of Lincoln, Alderman Parrott motioned to adjourn, seconded by Alderman Eimer. All were in favor. Mayor Welch adjourned the meeting at 7:50 p.m.
