Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, July 19, 2010.

 

Mayor Pro Tem Busby called the regular City Council Meeting to order at 7:15 p.m.  City Clerk Mrs. Martinek called the roll.  There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Department Heads present were Assistant Fire Chief Dahm, Police Chief Greenslate, Safety and Building Officer Mr. Lebegue, and City Engineer Mr. Mathon. Also present were City Clerk Mrs. Martinek, Mayor Pro Tem Busby, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

 

Those present recited the Pledge of Allegiance to the Flag led by Alderman Bacon.

 

New Business/Communications:

 

Oath of Office for Darren Coffey, Todd Koehler and Ashley Williams

 

Assistant Fire Chief Dahm said he wanted to introduce Darren Coffey who has ten years on the department, Todd Koehler who has nine years on the department, and firefighter Ashley Williams started June 8, 2010.  He said a quick side note Captain Darren Coffey, Firefighter Ashley Williams along with their shift were responsible for bringing back the lives of two people in the last four days.  Today alone Williams and Lt. Harding responded to a full arrest call, started CPR, used the fire department AED, shocked the patient, and in abated while they waited for the fourth ambulance crew to show up.  He was proud of these men.

 

City Attorney Mr. Bates swore in Todd Koehler as Lieutenant, Darren Coffey as Captain and Ashley Williams as a probationary fire fighter.

Mayor Pro Tem Busby called for the Consent Agenda by Omnibus Vote:

Approve payment of bills

Resolution #2010-225 Establishing Work Rates for the City of Lincoln

Approve Release of Executive Session Minutes 9 (see attached)

 

Alderman Anderson made a motion to approve the Consent Agenda as printed on the agenda that’s handed out and Alderman Horn seconded it.  Mayor Pro Tem Busby asked if there was anything anyone wanted to remove from the consent agenda.

Consent Agenda by Omnibus Vote

 

Mr. Bates said he wanted to clarify one item on 5b on second page shows first category those executive session committee minutes that would be released if that is passed and the second portion are those that would remain sealed.  City Clerk Mrs. Martinek called the roll call.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Petitions

 

Petition by Bill and Georgia Allison for a No Parking sign on Davey Street

 

Alderman Hoinacki made a motion to table this and Alderman Tibbs seconded it.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Unfinished Business:

 

Petition by Gene Baker for curb and gutter replacement from corner of Clinton and Chicago Street down East Clinton Street to alley (tabled 5/17/10)

 

Alderman Neitzel said she was going to leave it on the table.

 

Revision of Petition Policy (tabled 6/21/2010)

 

Alderman Anderson said to leave this on the table.

 

Ordinances and Resolutions:

 

Ordinance #2010-714 regarding the Annual Appropriations for FY 2010/2011

 

Alderman O’Donohue said they wanted to defer that to the 7/27/10 meeting.

 

Alderman Anderson said she wanted to clarify there were handouts for each of them with regards to the appropriation figures and what they would see is a document that has two columns.

Ordinance #2010-714 regarding the Annual Appropriations for FY 2010/2011

 

Alderman Anderson said the handwritten number is the suggested appropriations however, you will find another document that is two pages on the fire department and she received this after she had this done so they would be revising those.

 

Mr. Bates said this meeting would need to be adjourned to next Tuesday if they wanted action taken on that.

 

Resolution #2010-224 Adopting IMRF Early Retirement Incentive

 

Alderman O’Donohue made a motion to accept the Resolution adopting early IMRF retirement incentive and Alderman Hoinacki seconded it.  Mayor Pro Tem Busby asked if there was any discussion.   City Clerk Mrs. Martinek called the roll call.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Consideration of Bids, Contracts and other Expenditures:

There were no Bids, Contracts or other Expenditures to come before the City Council.

 

Official Reports:

 

An oral report for the City Treasurer was given by City Treasurer Mr. Conzo.  He thanked the City Clerk and her staff for all the help they have given him in this four weeks.

 

The City Clerk’s Report for June 2010 is on file.

 

Special Reports:

 

The written reports from Department heads are on file.

 

New Business/Communications:

 

Approval for Policy and Procedure Manual Changes

 

Alderman Anderson said she would move to approve the policies and procedures manual as presented last week on your changes and asked if everyone received that and Alderman Horn seconded it.  Mayor Pro Tem Busby said he believed this was on travel expenses and asked if there was any discussion.  Mr. Bates said the proposed document is anti discrimination, workplace violence, jury duty, college credit incentive, travel, drug and alcohol, email, voice mail, computer internet usage, and driver’s license policy.

Approve Finance Policy Changes

 

Alderman Anderson made a motion to table the finance policy changes and Alderman Horn seconded it.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approve sweeping of Logan County Fairgrounds

 

Alderman Neitzel made a motion to deny the approval of the sweeping of the Logan County Fairgrounds and Alderman Bacon seconded it.  Mayor Pro Tem Busby asked if there was any discussion.

 

Alderman Neitzel said she had calls on this due to the fact that the Logan County Fair Association is a private concern they have received other concessions according and she did not have verification of this but was told that.  They have denied giving any help to Campus View Drive because they are private and it is private road.  We have asked our employees to take furlough days and she thought the Logan County Fair Association should make a payment and pending the cost and with that money she thought they should give it to the Logan County Food Pantry because the people that are going to the fair don’t have the money to go but they will spend it and then the next week they will be looking for food and that is why she is denying it.

 

Mayor Pro Tem Busby asked if there was any more discussion.  City Clerk Mrs. Martinek called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), two nays (Alderman Busby and Alderman Tibbs), one abstention (Alderman Armbrust,), and none absent; motion carried.

 

Approve mosquito spraying for West Lincoln Township

 

Alderman Neitzel made a motion to approve the mosquito spraying for the West Lincoln Township and Alderman Bacon seconded it.  Alderman Anderson said she would just like to clarify that this is reimbursed for the cost to the city and we are not doing that for free.  Alderman Neitzel said she was going to say that.  Mayor Pro Tem Busby asked if there was any more discussion.

Approve mosquito spraying for West Lincoln Township

 

Alderman Armbrust asked if that was material and labor.  Alderman Neitzel said material and labor.  Mayor Pro Tem Busby asked if there was any more discussion.  Alderman Neitzel said she just wanted to say it is time to help the taxpayer and that is why they are doing this.

 

Mr. Bates said he thought they needed a clarification in the motion.  He was not positive but he thought Mr. Jackson said last week at the workshop session that they only reimburse material and if it is subject to material and labor he thought they needed to amend the motion. He didn’t think that is what Mr. Jackson said but he could be wrong.

 

Alderman Anderson said she understood it was also the labor which included the hours.  Mr. Bates said as long as that is what is being approved by the motion so we understand.  Alderman Neitzel said hours and material.

 

Mayor Pro Tem Busby asked if there was any more discussion.  City Clerk Mrs. Martinek called the roll call.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Announcements

 

There were no announcements to be made.

 

Alderman Anderson made a motion to adjourn the meeting to Tuesday; July 27, 2010 at 7:00 p.m. Mr. Bates asked if they were moving to adjourn to Tuesday night July 27, 2010 at 7:00 p.m. to adjourn this voting session to that time and Alderman Anderson said correct.  Alderman O’Donohue seconded the motion.  There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 7:35 p.m.
