City Council Committee's Meeting

October 27, 2009

Minutes of the City of Lincoln City Council Committees' Meeting held at the Adams Elementary

School on Tuesday, October 27, 2009.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman

Turner. Also present were Deputy Police Chief Geriets, City Engineer Mr. Mathon, EMC

Manager Mr. Tackett, and Fire Chief Hulett (he arrived at 7:05 p.m.). Also present were City

Attorney Mr. Bates, Mayor Snyder, City Clerk Mrs. Martinek, City Treasurer Mr. Plotner, and

Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. Pledge of Allegiance was said by all

present.

There were eight Aldermen present (Alderman Anderson, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs,

and Alderman Wilmert) and two absent (Alderman Armbrust and Alderman Turner).

Mayor Snyder thanked Alderman Hoinacki and Alderman Neitzel for setting up their meeting at

Adams School.

Alderman Neitzel said she had lived in all Wards except Ward 1 but that she loves Ward 5 and

she wouldn’t live anywhere except Lincoln. Alderman Hoinacki thanked the District 27 staff.

Mayor Snyder said they had a meet the candidate night at Adams School and that it was a great

school. Alderman Bacon said she went to school there from 2nd to 6th.

The Mayor asked for the Committees' Issues to be Presented:

Grounds, Buildings and Local Improvements:

Chairman Alderman Tibbs said she wanted Mr. Mathon to go over the issue of the 27 acre parcel

with parking via a gravel road.

Mr. Mathon said he handed out an overview of the 27 acre parcel. He said that there was

a detention pond and there were two drain inlets. He had been looking at the city’s typical

subdivision requirements.

Dr. Hauter said they were looking in the long term of building the improvements for the city.

There was a discussion about the lights and drainage. Mr. Bates said any lease would have

to have if the lease comes to and end or cease operations they would need something in the

document to cover everything. There was a discussion about insurance. They were looking

at a 5 year lease agreement. Alderman Tibbs asked that this item be put on the agenda to vote

whether or not to go forward.

Alderman Tibbs said she had been looking where they could put the George Alarm contract into

the budget.

Finance, Policy and Procedure:

Chairman Alderman Anderson said they were going to have to amend the appropriations. She

said she had given them a bullet list on the racetrack and said they needed to do something so

they have something written. She wanted it so that they didn’t have to come back to the Council

every year.

There was a discussion about the 2008 schedule was on Lincoln Daily news and curfew

restrictions.

Alderman Anderson said the last thing she wanted to discuss was the policy and procedures

manual. The last time it was updated was 1990. There was a discussion that the procurement

process for bidding and that the Illinois Statutes prevent favoritism.

Alderman Anderson said they didn’t have to take the lowest bid.

Alderman Anderson asked if they had or needed a job description for Aldermen. The Aldermen

receive $75.00 for voting sessions, $50.00 for workshops and $25.00 for special meetings. The

problem is figuring which absences to pay for.

Mrs. Martinek said that 2 can be excused and if there is a family illness and that in figuring pay it

has been difficult to figure which ones they get paid for. Alderman Busby said the Aldermen are

allowed $25.00 for special meetings outside such as Alderman Wilmert with Joint Solid Waste

but it is up to the Aldermen to request that pay.

Alderman Anderson said she wanted to call a 6:15 p.m. meeting on November 10, 2009 at

Postville Courthouse.

Mayor Snyder said he was looking at a job description for the Zoning Office since Mr. Last is

retiring in February.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report. Fire Chief Hulett reminded everyone

to change the batteries this weekend along with moving their clocks back.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said they were being charged for electricity of City Hall which has

never had to pay before they started with Mid America Electric. Mr. Kitzmiller was looking into

it.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Deputy Police Chief Geriets said they may get some phone calls due to large dogs running loose.

They had an incident Sunday of a dog bite on a child and an adult. The biggest problem dogs are

pit bull or pit bull mix. They do not want to have to kill a dog but they will have they have to.

The other two breeds that residents are wary of are German shepherd and Rotweilers.

Ordinance and Zoning:

Chairman Alderman Neitzel said she had passed out a copy of the new sign ordinance. She

wanted to go over it at the Committee workshop next week.

Streets and Alleys:

Alderman Hoinacki said I have a petition for a curb cut at 1633 Rutledge and City Clerk

Mrs. Martinek read the petition by Evelyn Newton. Alderman Hoinacki asked to have this

on the agenda. Mr. Jackson said this was an actual curb replacement because it is broken.

Sidewalks, Forestry and Lighting:

Alderman Wilmert said they had some petitions. City Clerk Mrs. Martinek read the petitions

for Washington-Monroe by Patrick Doolen and 208 & 216 3rd Street by Tim Aper. Alderman

Wilmert asked to have these on the agenda.

Sanitation/Technology:

Chairman Alderman Wilmert said he got a call on the dog bite issue as it was happening and that

this is a repeat offender. Mr. Bates said he became involved and that the animal control took

possession of the animal.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Mayor Snyder said he had passed out the IDOT rail update. He said that on October 29,

2009 they would have a ribbon cut for the Economic Development Business incubator at 600

Broadway at 11:00 a.m. He called a meeting for 6:00 p.m. for a Special Committee as a Whole

on Monday, November 2, 2009 about retail attraction.

Alderman Hoinacki said they could go to Buxton.com and there is a very detailed description.

Alderman Anderson said she had a prior obligation.

Mr. Bates gave an update on the Mason property on N. Kickapoo Street. He said that Mr. Mason

owns the property and is applying pressure and an order of eviction. Mr. Gates got an attorney

and a temporary restraining order.

Mr. Bates said his son; Blinn had been in court with Mr. Gates for an ordinance violation and

had been fined $2,000.00. Mayor Snyder said Gates also have another property at Kickapoo and

Ophir Streets. Mr. Jackson said they were trying to get the tractor trailer removed.

Alderman Neitzel said she had called a Congressman about the Kickapoo Street railroad

crossing.

Mr. Bates said he saw the notices for the fast track items in the paper and they have thirty days

from yesterday.

Deputy Police Chief Geriets introduced Jim Oliver who is a resident of Ward 5 and is an arson

investigator.

Alderman Busby made a motion to adjourn and Alderman Anderson seconded it. There

were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman

Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert),

zero nays, and two absent (Alderman Armbrust and Alderman Turner); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:10 p.m.
