Adjourned City Council Meeting

July 27, 2010

 

Minutes of an Adjourned City Council Meeting held in the Council Chambers of City Hall,

Lincoln, IL, on Tuesday, July 27, 2010.

 

Mayor Pro Tem Busby called the Adjourned City Council Meeting to order at 7:15 p.m. City

Clerk Mrs. Martinek called the roll. There were ten Aldermen present (Alderman Anderson,

Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn,

Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), and none

absent. Department Heads present were Fire Chief Hulett, Police Chief Greenslate, Building and

Safety Officer Mr. Lebegue, City Engineer Mr. Mathon, EMC Manager Mr. Tackett, and Street

Superintendent Mr. Jackson. Also present were City Clerk Mrs. Martinek, City Treasurer Mr.

Conzo, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was led by Alderman Anderson.

 

Ordinances and Resolutions

 

Ordinance 2010-714 regarding the Annual Appropriations for FY 2010/2011

 

Alderman O’Donohue made a motion to approve the Committee’s Report and Alderman

Hoinacki seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust,

Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,

Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent;

motion carried. Alderman O’Donohue made a motion to approve the Ordinance Appropriating

for all corporate purposes the City of Lincoln, Logan County, Illinois for the fiscal year

beginning May 1, 2010 to April 30, 2011 and Alderman Hoinacki seconded it. Mayor Pro Tem

Busby asked if there was any discussion.

 

Alderman Anderson said she wanted to point out that you all do have a copy of the document

and if you notice she had scanned a document that she had written on so there are two totals that

are different and wanted to point them out to them. On page 7 of the document that she sent

them the total in the public benefits line was corrected to read $95,000.00 which is the correct

amount and the total for the full appropriations was corrected to read $27,225,735.00 and other

than that there are no other changes.

 

Mayor Pro Tem Busby said any more discussion. He said he just wanted to tell the department

heads this is an appropriation and it is not a budget. You do not live by this you live by the

budget.

 

City Clerk Mrs. Martinek called the roll call. There were ten yeas (Alderman Anderson,

Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn,

Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays,

and none absent; motion carried.

Alderman Neitzel made a motion to adjourn and Alderman Anderson seconded it. There

were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,

Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

The Adjourned City Council Meeting was adjourned at 7:04 p.m.
