Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers
on Tuesday, August 24, 2010.
Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman
Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,
Alderman Tibbs, and Alderman Wilmert. Also present were Police Chief Greenslate, Street
Superintendent Mr. Jackson, EMC Manager Mr. Tackett, Fire Chief Hulett, Safety and Building
Officer Mr. Lebegue, and City Engineer Mr. Mathon. Also present were City Attorney Mr.
Bates, Mayor Snyder, City Clerk Mrs. Martinek, City Treasurer Mr. Conzo, and Recording
Secretary Mrs. Riggs.
Mayor Snyder called the meeting to order at 7:10 p.m. There were ten Aldermen present
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and
Alderman Wilmert) and none absent.
Those present recited the Pledge of Allegiance.

The Mayor asked for the Committees' Issues to be Presented:
Finance, Policy and Procedure:
Chairman Alderman Anderson said she did not have a report.
Fire/Water & ESDA:
Chairman Alderman Horn said the Chief would like to transfer $9,000.00 from schools and
training, line item 8420 into maintenance/repairs line item 5202.

Alderman Horn said he has had some repairs that he would like to take care of, $14,000.00
engine 4, Truck 2 Eng 1 and all the repairs exceed the remaining line item of $13,273 so he
would like to cover them without going into appropriations.
Alderman Neitzel said does that leave any additional funding for schooling. Fire Chief Hulett
said $5,000.00. Alderman Horn said they wanted that on the agenda and thought the Chief had a
few other things he wanted to say.
Fire Chief Hulett said this Friday we have the parade for the Art & Balloon Fest and if any of the
Aldermen would like to ride on a fire truck meet them at 3:15 at Wyatt and Kickapoo and if they
could let him know ahead of time so he could make sure to have enough room for everyone. He
said they would make sure they get them back unless they have an emergency call they might
have to go with them. Secondly, last Thursday they had a couple of incidents just briefly to keep
them in the loop. They had a serious house fire in the 800 block of North Sangamon about 2:00
a.m. and it was in a vacant house and it required mutual aid from Atlanta, Lincoln Rural and
since they had all their resources depleted Mt. Pulaski also came up and stood by fire station.
Because of the mutual aid system there is no cost incurred for mutual aid coming into the city.
Later that day they had a fairly significant hazmat call on the interstate and they have the only
hazmat team in the county so they respond county wide. This required shutting down part of I55
for four or five hours due to a diesel fuel leak and they also received some help from some other
state agencies as well as the Bloomington fire department. Because of the hazmat laws they are
going to be charging the spiller to pay for any overtime it cost us to backfill the station and send
personnel out there and any equipment that we used.
Mrs. Rohlfs thanked Mr. Jackson for putting some mulch at the Watermelon site.
Grounds, Buildings and Local Improvements:
Chairman Alderman Tibbs said she did not have a report.
Sewer Treatment Plant, Sewers and Drainage:
Chairman Alderman Busby said they had bids to open.

Mr. Bates asked if it required a bid bond. Alderman Busby said right. Mr. Bates said Mr. Gates
didn’t meet the specifications.
Alderman Busby said he would like the building letting on the agenda. He said he also wanted
on the agenda a slide presentation by EMC regarding the South plant.
Alderman Neitzel said she went out and looked at it. She said that it is in house and everything
and when you think of $400,000.00 and we’ve got $46,000.00 in it with them doing the work she
was impressed.
Mr. Tackett said can we put on the agenda to rebid the walls. Alderman Busby said
yes. Mr. Bates said they should probably put on the agenda to reject the other one.
Alderman Tibbs said we have the bids and asked if this was the same type of building and
materials that we received the bids on. Alderman Busby said should be and that is what
we will go through. Mr. Mathon said they all bid off the same bid package and had all the
specifications with it and what they will do between now and the next meeting will be to
compare what was bid to what the specifications were to make sure everything is in compliance.
Police:
Chairman Alderman Hoinacki said Mrs. Rohlfs is here on behalf of Main Street to talk about a
street closing.
Mrs. Rohlfs said Main Street is going to attempt to do something that they have not done
before which is a barbecue cook off. It was her understanding that a number of people in the
community have been interested in having a barbecue cook off for a number of years. They
had a couple of people approach them. They got together with the Railsplitter Association and
asked them if they did during their particular event which they said it would be fine and that it
would be great to have it downtown and would like to draw more people into the community
and perhaps they could make sure the people downtown got out to the fairgrounds and vice
versa. She made sure they had applicants before they would say they were doing it and they
have 9 applicants right now that would like to participate and they are hoping to have 10. They
will need to set up on Friday as cookers are quite big and need to start cooking before they start
serving on Saturday. They want just one half of the street on the side of the courthouse. They
could go South on Kickapoo but could not go North.
Police Chief Greenslate said he would recommend closing the entire block to vehicle traffic.
Mr. Bates said their attorney would second that. Police Chief Greenslate said they could just
close the parking spaces on Friday. Alderman Hoinacki said to put that on the consent agenda.
Alderman Hoinacki said the next petition by Knights of Columbus to bag the stoplights for
Friday, September 17 and Saturday, September 18 and asked to have it on the consent agenda.

Alderman Hoinacki said he had a petition by Dan Browning to have an estate auction at 114
S. Chicago Street at the Red Barn Antiques and he is asking to close Chicago Street between
Broadway and Pulaski on Sunday, October 3. He said it doesn’t mention any proof of insurance
and wanted it verified and placed on the non consent agenda.
Streets and Alleys:
Chairman Alderman Neitzel said Mr. Jackson informed her that the Kickapoo Park wants the
streets swept so they can do an overlay. She said she was informed that they would be paying
for the machine and the man and wanted to do it tomorrow. Tracy was told it was ok and there
was not a vote.
Alderman Neitzel said she also wanted to say that one of her people from Mayfair told her that
they didn’t have a light in the entrance to Southgate. She thanked Mr. Jackson for taking care of
it.
Ordinance and Zoning:
Chairman Alderman O’Donohue said he had nothing for the agenda. He did want to point out
that Mr. Lebegue had passed out the building permit fee schedule changes for permit fees. He
wanted to give people a chance like they did the last time. He said it would not go on this next
voting agenda but it would the one after that. He wanted everyone to have a chance to look at it
and make any comments or changes or ideas anyone might have.
Mr. Lebegue said the only thing he wanted to point out was that he handed out a revised fee
schedule. He said Alderman Busby brought to his attention there were a few little discrepancies
in the other and made the corrections on there. He said they would probably be changed
again because Mayor Snyder also brought something to his attention that makes sense. He
changed it from $1.00 to $1,000.00 to $0.00 to $5,000.00 would be $20.00. There is a lot
of information and he provided it so they could compare other communities and how it is
arranged. He said it was difficult to do a comparison because everyone does it so differently.
Mr. Bates said it might need an Ordinance change. Mr. Lebegue said yes it was last changed
in 1987 but he has not been found it yet. Mr. Bates said they needed to get together.
Sidewalks, Forestry and Lighting:
Chairman Alderman Armbrust said he had a petition for 615 S. State Street by Jeff Singleton.
He said he had looked at this earlier and it is a repair. There is a section that is buckled up by a
tree root and asked to have it on the agenda.
Alderman Armbrust said he has another one that is next door at 619 S. State by Kyle & Nancy
Polly and that it was a brick walk. He said the actual location is on 2nd Street along side their
house to the end of that block. He said someone fell tripping on that walk and the homeowner
has a mobility issue and that walk is brick that has not been cleaned off.

Alderman Armbrust said he didn’t think either of the homeowners were in the shape to clean it
up.
Mr. Jackson said he went back out there today and they had about half of it cleared off. He took
some pictures and notes. He said he has the doctor statement where it is a medical condition
and the man needs a level walking surface. The walk itself has some waves in it and got some
bricks missing and about a 10 foot section that is part of the drive and the bricks don’t hold up
for that. Where it meet the concrete on State Street it varies 2-4 inches below the current walk.
Alderman Armbrust asked to have that on the agenda.
Alderman Armbrust said the last thing that everyone had received a copy of a land waste facility
and there are no secrets about this and he asked that they look this over and he scheduled a
meeting on September 14 for 6:30 p.m. He said this was brought up by some of the local
contractors questioning the city’s ability to know whether who was a contractor and they felt
there was a lack of fairness. He said at some point there may be a token charge to the general
public. He wanted the Streets and Alleys and Sidewalks, Forestry & Lighting committee’s
present but would really like everyone to be present.
Mayor Snyder was worried about having cash there.
Sanitation/Technology:
Chairman Alderman Wilmert said he did not have a report.
Insurance:
Chairman Alderman Bacon said she did not have a report.
City Treasurer Conzo passed out reports to everyone.
Mayor Snyder said he had a special thank you to Mr. Mathon he worked several extra hours with
the TIGER 2 grant and got that submitted last week for the hospital.
Mayor Snyder said another piece of information on a grant they submitted a grant application
for $123,000.00 to fund a redevelopment study for LDC. It would involve having consultants
come in and taking a look and evaluating the property. This particular grant has several pieces in
there about sustainability in neighborhoods and there would be some work with neighborhoods
in conjunction with that. He said they had gotten letters of support from the state and if they got
federal dollars the state would fully cooperate with this and try to come up with a unified plan so
they wouldn’t have to piece meal things and wonder how all the little pieces fit together and they
could look at the big picture.

Mayor Snyder said there is a group of volunteers that have kind of come together and started
working on just some simple beautification projects around the city and you might be seeing
some of their pieces of handiwork. He said this group when they first got together they were
concerned about the bases of the stoplights. The guys in the street department got those recast
and the volunteers painted those bases. They have folks doing some planting in Veteran’s
Park there on Union, people have cut the suckers from underneath the trees around downtown
and also that next triangular park on Union (JC’s Park), this group also suggested the parking
meter poles that were still in the library parking lot that it might look cleaned if all of those were
cut off and again the Street Department guys responded to that right away. He said he never
noticed it before but without those poles it looks a lot better. They were planting tonight over
at the corner of Pekin and Kickapoo, planting flowers there in that little lot. They have gotten
donations from Sherwin Williams and Fastenal for paint for the bases. They have done some
cleaning and weeding and pruning at the Shay Parking lot behind Guzzardo’s, they are working
with downtown business owners that have store fronts and have some art work lined up so they
can put art work up in some of the empty store fronts. They are working in conjunction with an
art studio that is opening downtown. They are trying to get some benches for Latham and Scully
Parks. They have a Facebook page that is called Corner Scaping Lincoln. They have been
active and doing a lot of work and that he could give their names. Bill and Kathy Vinyard, Jaime
and Chris Beard, Todd & Linda Mourning, Lisa & Andy McDonald, Rachel Smith, and just a lot
of good folks working on this and if you know anybody that would like to help they are always
looking for more people.
Alderman Busby said they had a Proclamation. Mayor Snyder said yes he passed that out
and they had missed the meeting and it was a Proclamation that would claim this Friday Max
Mitchell Day here in Lincoln.
Mr. Mathon gave an update on the federal stag grant that we received through the US EPA for
Pulaski Street slip lining that was completed several years ago. All of the required paperwork
has been turned in and approved, pay application has been made and he was informed this
afternoon the actual payment request and electronics transfer were pushed through earlier this
week and should hit the city’s receiving bank account either on Thursday or Friday of this week.
Fire Chief said they wouldn’t have another meeting there is a Tour of Duty run coming through
the County and Lincoln on August 31 at about 6:30. They are running from the West coast and
will arrive in New York City on 9/11. It is to honor the fire and police that were killed on 9/11
and all our military people.
Alderman Busby made a motion to adjourn the meeting and Alderman Armbrust seconded it.
There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman
Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,
Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.
