Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,

IL, on Tuesday, September 20, 2010.

 

Mayor Snyder called the regular City Council Meeting to order at 7:15 p.m. City Clerk Mrs.

Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman

Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby).

Department Heads present were Police Chief Greenslate, Safety and Building Officer Mr.

Lebegue, Street Superintendent Mr. Jackson, EMC Manager Mr. Tackett, Fire Chief Hulett

(he arrived at 7:22 p.m.), and City Engineer Mr. Mathon. Also present were City Clerk Mrs.

Martinek, Mayor Snyder, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording

Secretary Mrs. Riggs.

 

Those present recited the Pledge of Allegiance to the Flag led by Alderman Tibbs.

 

Presentation by Frontier Communications

Mr. Mike Boebinger gave a presentation regarding Frontier Communications now being the

telephone company having bought out Verizon.

 

Presentation by Joel Smiley of Lincoln/Logan County Economic Development

Mr. Smiley gave an update of things happening with the Lincoln/Logan County Economic

Development.

 

Public Participation:

There was no Public Participation.

 

New Business/Communications:

Oaths of Office for James Rehmann and Charles Gunning

 

City Attorney Mr. Bates swore in James Rehmann as Sergeant and Charles Gunning as Corporal.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Approve Minutes of the August 24, 2010 Public Hearing, August 24, 2010 Committee as a Whole

meeting, and the September 7, 2010 Regular City Council Meeting

Approve payment of bills

Authorize City Clerk to issue $200 checks to Aldermen for the Illinois Municipal League

Conference

Petition by St. John United Methodist Church to close alley on Saturday, October 16, 2010 for

Germanfest

Allow the Logan County Join Solid Waste Agency to use the City parking lot on Kickapoo Street

on Saturday, October 30 or November 6, 2010 for paper shredding

Petition for Lincoln Community High School to have the Homecoming Parade on September 24,

2010

Consent Agenda by Omnibus Vote:

 

Mayor Snyder said if we could move agenda item C the authorization down into 8 take it off

the consent agenda because he wanted to raise a question about that and would ask for a motion

to approve 7A, B, D, E, and F as part of the consent agenda. Alderman Anderson moved to

approve the Consent Agenda as presented with the exception of item c the authorization City

Clerk to issue the $200.00 checks to Aldermen for the municipal league which will be dealt with

in 8 and Alderman Horn seconded it. Mayor Snyder asked if there was any discussion. City

Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson, Alderman

Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman

Busby); motion carried.

 

Approval of any items removed from the Consent Agenda

Authorize City Clerk to issue $200 checks to Aldermen for the Illinois Municipal League

Conference

 

Mayor Snyder said he knew this came up at the meeting that he was not in attendance at. This

is an option that if you are attending you can take advantage of but he thought it needed to be

clear that if you do take advantage of this upon return there needs to be some information passed

back into the City Clerk and that would be for the receipts amount that was expended and any

cash that was not expended then would also be returned. Say for example, if it was $170.00 you

need to turn in $170.00 in receipts and then $30.00 in cash in return. He believed that the issue is

one that if there aren’t receipts and it isn’t returned then it would be considered taxable income.

 

Alderman Anderson made a motion to approve 7c that was removed from the Consent

Agenda and moved to item a, which was the authorization of the $200.00 check to Aldermen

attending the conference and Alderman Horn seconded it. Mayor Snyder asked if there was

any discussion. City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman

Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn,

Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays,

and one absent (Alderman Busby); motion carried.

 

Petitions

 

Petition by Lincoln Community High School to whitewash certain streets for Homecoming

 

Alderman Hoinacki said I move to approve the Mayor’s prior approval for the whitewashing of

the streets for homecoming and Alderman Tibbs seconded it. Mayor Snyder said as Alderman

Hoinacki mentioned I did give authorization to the football boosters to do that and they did it

last night and this is just ratification of that. Mayor Snyder asked if there was any discussion.

Petition by Lincoln Community High School to whitewash certain streets for Homecoming

 

City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson,

Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,

Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent

(Alderman Busby); motion carried.

 

Petition by David Salandar for a curb cut for 1014 N. Kickapoo Street

 

Alderman Neitzel said I move to approve the petition by David Salandar for a curb cut for

1014 N. Kickapoo Street and Alderman Bacon seconded it. Mayor Snyder asked if there was

any discussion on this. Alderman Neitzel said she was told by City Engineer this has been

approved by IDOT is that correct Mr. Mathon. Mr. Mathon said it was pending approval by

IDOT last he spoke with the gentleman but he had received verbal approval. Mayor Snyder

asked if there was any other discussion or comments. City Clerk Mrs. Martinek called the

roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,

Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman

Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Petition by Patricia Brooks to construct a concrete sidewalk at 201 Hudson Street

 

Alderman Armbrust said I move to approve the petition by Patricia Brooks to construct a

concrete sidewalk at 201 Hudson Street with the dimensions of 2 foot by 2 foot and Alderman

Wilmert seconded it. Mayor Snyder asked if there was discussion. City Clerk Mrs. Martinek

called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman

Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,

Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion

carried.

 

Petition by Greg Shanle to construct a concrete sidewalk at 310 N. McLean

 

Alderman Armbrust said I move to accept the petition by Greg Shanle to construct a concrete

sidewalk at 310 N. McLean with the dimensions of 4 foot by 28 with the work to be done at the

expense of the city and the amount of work to be determined by the Street Superintendent and

he wanted to add that to the previous and Alderman Wilmert seconded it. Mayor Snyder asked

if there was discussion. City Clerk Mrs. Martinek called the roll call. There were nine yeas

(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman

Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero

nays, and one absent (Alderman Busby); motion carried.

Petition by Rev. Robert Henderson to construct a concrete sidewalk at 101 Broadway

 

Alderman Armbrust said I move to accept the petition by Rev. Robert Henderson to construct a

 

concrete sidewalk at 101 Broadway with the dimensions of 6 to 8 foot width 28 long the amount

of work to be determined by the Street Superintendent at the expense of the city and Alderman

Wilmert seconded it. Mayor Snyder asked if there was discussion. City Clerk Mrs. Martinek

called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman

Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,

Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion

carried.

City Treasurer Mr. Conzo gave an oral report of the Treasurer’s Report for August, 2010 and it is

on file also.

Unfinished Business:

 

Petition by Gene Baker for curb and gutter replacement from corner of Clinton and Chicago

Street down East Clinton Street to alley (tabled 5/17/10)

 

Alderman Neitzel said she was going to leave it on the table.

 

New Business/Communications:

 

Information on the February 22, 2011 Primary

 

City Clerk Mrs. Martinek said the petitions for the February 22, 2011 primary are available in the

City Clerk’s office or you can go to the City’s website and it will take you to the State Board of

Elections and you can download the forms there. We will have Wards 1-5 have 4 year terms and

1 and 4 will each have a two year unexpired term. If you have any questions please feel free to

call her office at 735-2815.

 

Mr. Bates asked what the Petition filing period was. Mrs. Martinek said filing will be November

15, 2010 through the 21st.

 

Public Announcements

 

Alderman Tibbs said the Logan County Joint Solid Waste paper shredding is for all of

Logan County and the goal is to reduce identity theft. State Bank of Lincoln is underwriting.

Public Announcements:

 

Alderman Armbrust scheduled a meeting for Sidewalks, Forestry & Lighting combined with

Streets and Alleys for 6:30 p.m. September 28, 2010 regarding the landscape waste facility.

 

Mayor Snyder thanked Alderman Tibbs for filling in for him yesterday at the Railsplitter Festival

championships.

 

Mayor Snyder said Alderman Anderson, Treasurer Mr. Conzo and he have a meeting with First

Midstate on October 7, 2010 with regard to our general obligation bonds. He believed the bonds

were up again in December.

 

Mayor Snyder said Together for Lincoln is this Sunday and wanted to remind everyone. He said

if they didn’t have a project they are working on he believed if they wanted to report on Sunday

morning to Latham Park they have some extra projects that everyone can help out. The fire

department is helping out by providing some smoke detectors for homes and is being done by

donated funds.

 

Alderman Armbrust said his 50th Class Reunion is this weekend and several older people would

be in town.

 

Mr. Jackson said the landfill would be open on Sunday for Together for Lincoln.

 

Alderman Neitzel made a motion to adjourn the meeting and Alderman Anderson seconded the

motion. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,

Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman

Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

The City Council Meeting was adjourned at 8:00 p.m.
