City Council Committee's Meeting

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers

on Tuesday, September 14, 2010.

 

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman

Wilmert. Also present were Police Chief Greenslate, Building and Safety Officer Mr. Lebegue,

Street Superintendent Mr. Jackson, EMC Manager Mr. Tackett, and City Engineer Mr. Mathon.

Also present were City Attorney Mr. Bates, City Clerk Mrs. Martinek, City Treasurer Mr.

Conzo, and Recording Secretary Mrs. Riggs.

 

Mayor Pro Tem Busby called the meeting to order at 7:00 p.m. There were ten Aldermen

present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby,

Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman

Wilmert ) and one absent (Alderman O’Donohue).

 

Alderman Neitzel led everyone in The Pledge of Allegiance.

 

The Mayor Pro Tem asked for the Committees' Issues to be Presented:

 

Finance, Policy and Procedure:

Chairman Alderman Anderson said they had a personnel change from City Clerk’s office that

moved over to the Police Department so it made some changes in the budgeted salary line items

for those two departments. We can’t change the budget can we but have to make that change in

the appropriations.

 

Mayor Pro Tem Busby said it has to be a change in the appropriations.

 

Alderman Anderson said she would be getting that together and there was also a situation that

we have become aware of with the Solid Waste contract that when we did the budget the number

that we had there was an assessment that went up after the budget was already completed that we

may to adjust that one as well. If you are looking over your budgets and if there is anything that

is askew or looks like it is going to be an issue she would appreciate knowing about it in the next

couple of weeks.

 

Alderman Busby said they needed to put the City Clerk issue a $200.00 advance check

to all those attending the meeting in Chicago and asked to have that on the agenda.

 

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report. She also said Fire Chief Hulett was not

present because he had a prior commitment.

Grounds, Buildings and Local Improvements:

Chairman Alderman Tibbs said she had one thing for the consent agenda. She said Mrs. Mitzi

Rohlfs was present reading the paper shredding. She asked City Clerk Mrs. Martinek to read the

letter.

 

City Clerk Mrs. Martinek read the letter. Alderman Tibbs asked to have it on the regular agenda.

 

Police:

Chairman Alderman Hoinacki said he had a few things.

St. John’s United Church of Christ by Bob Wilmert to block East half of Alley on

Saturday, October 15, 2010 and to be placed on the consent agenda.

LCHS Homecoming Parade on September 24, 2010 and to be placed on consent

agenda.

Petition for LCHS Band Boosters to do whitewashing on Sunday, September 19

and they had their liability insurance attached.

 

Alderman Neitzel said it was too late for the petition to be on the agenda. Mr. Bates said they

could put it on the agenda and if Mayor Snyder wanted to allow he would have to approve but it

would still need to be on the agenda. Alderman Hoinacki asked to have it on the regular agenda.

 

Police Chief Greenslate said they needed to have Oath of Office for two officers being promoted.

 

Mayor Pro Tem Busby said before they went any further tonight that this meeting was being

recorded and hopefully replayed on TV Channel 5 tomorrow night.

 

Streets and Alleys:

Chairman Alderman Neitzel said she did not have a report.

 

Ordinance and Zoning:

Alderman Hoinacki said that Mr. Lebegue had passed out a new fee structure. Mr. Bates said

Alderman O’Donohue would need to call a meeting.

 

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had the following items:

 

101 Broadway Street by Rev. Henderson on the regular agenda.

310 N. McLean by Greg Shanle on regular agenda

201 Hudson by Patricia Brooks on the regular agenda

A request by Norm Newhouse for the landfill to be open on September 26, 2010

to be on the regular agenda.

Streets and Alleys:

Chairman Alderman Neitzel said she had a curb cut petition on N. Kickapoo Street by David L.

Salander and asked to have that on the agenda.

 

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report.

 

Insurance:

Chairman Alderman Bacon said she did not have a report.

 

Alderman Hoinacki said they had a Proclamation for Dick Logan and asked City Clerk

Mrs. Martinek to read the Proclamation. City Clerk Mrs. Martinek read the Proclamation.

 

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he did not have a report.

 

Mr. Joel Smiley spoke on the Brownfield Grants. There is one for old gas stations and there is

one for LDC.

 

Mr. Bates said we have been down this road before on the gas stations.

 

Mrs. Joyce Seeley spoke regarding two issues. The first being that she lives across from the Ray

White Park and people are letting their dogs run loose and they chased a small child the other

night. She said there were bit bulls running loose. The second issue was an alcoholic neighbor.

 

Police Chief Greenslate said he was familiar with the neighbor and he has rights that they can’t

violate. He told Mrs. Seeley to call on the non 911 line and if it was an emergency to call 911.

 

Alderman Neitzel made a motion to adjourn and Alderman Horn seconded it. There were nine

yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman

Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero

nays, and one absent (Alderman O’Donohue); motion carried.

 

The City of Lincoln Committee’s as a Whole Meeting adjourned at 7:35 p.m.
