Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Monday, November 15, 2010.
Mayor Snyder called the regular City Council Meeting to order at 7:15 p.m. City Clerk Mrs.
Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby).
Department Heads present were Police Chief Greenslate, Safety and Building Officer Mr.
Lebegue, Street Superintendent Mr. Jackson, Fire Chief Hulett, EMC Manager Mr. Tackett, and
City Engineer Mr. Mathon. Also present were City Clerk Mrs. Martinek, Mayor Snyder, City
Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance to the Flag led by Alderman Armbrust.
Public Participation:
Mayor Snyder passed out a report from Bob Motor from Kroger Food Stores called the
Community Engagement Report. Kathy Horn was a community service award winner and also
listed under the section under Community Ambassadors.
Dru Harter of the Lincoln Futbol Club gave an update on the progress of the Futbol Club.
Andy Hake of the Lincoln/Logan County Chamber gave an update.

Alderman Anderson moved to approve the Consent Agenda as presented with the exception for
a bill for Streets and Alleys clothing allowance and Alderman Horn seconded it. Mayor Snyder
asked if there was any discussion. City Clerk Mrs. Martinek called the roll call. There were
nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman
Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.

Ordinances and Resolutions
Consideration and action on an Ordinance providing for the issuance of General Obligation
Limited Bonds, Series 2010 for the City
Alderman Anderson left the Council Chambers at 7:47 p.m.
Alderman O’Donohue made a motion to accept the Committee Report for the consideration and
action on an Ordinance providing for the issuance of general obligation limited bonds, series
2010 for the city and Alderman Horn seconded it. There were eight yeas (Alderman Armbrust,
Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman
Anderson and Alderman Busby); motion carried. Alderman O’Donohue made a motion for the
consideration and action on an Ordinance providing for the issuance of general obligation limited
bonds, series 2010 for the city and Alderman Horn seconded it. Mayor Snyder said they had Paul
Brown with First Midstate present to go over the ordinance and the issue with them. Mr. Bates
said when they were finished they needed to hand in the copies that had tabs so they could be
signed and it was prepared by Chapman and Cutler who are hired by First Midstate on behalf of
the City of Lincoln to prepare a bond ordinance. Mr. Bates said this is the legal step to confirm
they have done what they are supposed to do and 2) set forth the actual things like the form of the
bond and the actual repayment schedule of the bond and the tax levy and that is why Mrs.
Martinek will have to file this with the County Clerk’s office so they are able to repay the bond
back. Mr. Bates said there is a very enjoyable section beginning on page 16 of the Ordinance
entitled arbitrage. Mr. Bates said he sent Mr. Heid an email on Saturday that essentially he didn’t
understand what he read of 20 pages of the document and he was kind enough to send an email to
him today giving him the high points of the arbitrage and he thought Mr. Brown could go over
that with them since it is so complicated. Mr. Brown had a handout which he went over with the
City Council. Mr. Brown said he was able to place this locally with the State Bank of Lincoln.
Mayor Snyder said the principal amount is $500,000.00. Mr. Brown said yes you will get
$500,000.00 and right now they are looking at closing and getting bond proceeds to the city by
December 1, 2010. Mr. Bates asked how quickly the City Clerk needs to file the bond ordinance
with the County Clerk. Mr. Brown said they would be assisting with the process. Mayor Snyder
asked if there were any questions. Mr. Bates asked to be sure to let the minutes reflect that
Alderman Anderson did leave the room before the discussion started on this issue. Recording
Secretary Mrs. Riggs said she had included the time she left. City Clerk Mrs. Martinek called the
roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one nay
(Alderman Wilmert), and two absent (Alderman Anderson and Alderman Busby); motion
carried.

Ordinance #2010-719 Amending Section 9-5-15 of the City Code of the City of Lincoln
Pertaining to Parking on 21st Street
Alderman O’Donohue made a motion to adopt the Committee’s Report on Ordinance #2010-
719 Amending Section 9-5-15 of the City Code of the City of Lincoln pertaining to parking on
21st Street and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman
Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one
absent (Alderman Busby); motion carried. Alderman O’Donohue made a motion to accept
to Ordinance #2010-719 Amending Section 9-5-15 of the City Code of the City of Lincoln
pertaining to parking on 21st Street and Alderman Hoinacki seconded it. Mayor Snyder asked
if there was any discussion. Alderman Neitzel asked if the people had been informed or if they
had to inform them. Mr. Bates said the signs will be put up. City Clerk Mrs. Martinek called

Ordinance #2010-720 Revising the Meeting Time of the City Council of the City of Lincoln
Alderman O’Donohue made a motion to adopt the Committee’s Report on Ordinance #2010-720
Revising the Meeting Time of the City Council of the City of Lincoln and Alderman Hoinacki
seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,
Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman
Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
Alderman O’Donohue made a motion to accept to Ordinance #2010-720 Revising the Meeting
Time of the City Council of the City of Lincoln and Alderman Hoinacki seconded it. Mayor
Snyder said as you remember from our discussion we had talked about moving the time up and
looking at the ordinance to move the time up for the voting meetings. Mayor Snyder said in
looking at the ordinance the City Attorney’s office suggested that we build in some flexibility
so the Council each year can set that for the following year and this will set it for 2011 at 7:00
p.m. Mr. Bates said it does have a default if you fail to take action in December to change
it will remain the same for the following year and you could credit Mr. Blinn Bates for that
suggestion for flexibility because he is the one that did it. Mayor Snyder asked if there were
any comments or questions. City Clerk Mrs. Martinek called the roll call. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero

Alderman Armbrust asked to keep this on the table.
Ordinance #2010-718 Amending Appropriation Ordinance (tabled 10/4/2010)
Alderman O’Donohue made a motion to remove from the table and Alderman Hoinacki
seconded it. City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman
Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays,
and one absent (Alderman Busby); motion carried. Alderman O’Donohue made a motion
to accept the Committee’s Report for Ordinance #2010-718 Amending the Appropriation
Ordinance and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,

(Alderman Busby); motion carried. Alderman O’Donohue made a motion to accept Ordinance
#2010-718 Amending the Appropriation Ordinance and Alderman Hoinacki seconded it. Mayor
Snyder said to Alderman Anderson that they had adjusted the amounts they needed and asked if
that was correct.
Alderman Anderson said it has been adjusted for the Motor Fuel Tax on 3 lines with the
additional pay that they had to cover for the additional payment that was received. Also, we
adjusted the police clerical line and the joint solid waste for some changes in personnel and for
an increase that they were not aware of at the time of budget.
Mayor Snyder asked if there were any questions on this. City Clerk Mrs. Martinek called the
roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,
Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman
Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
New Business/Communications:
Approval of Logan County Safety Complex Governmental Agreement
Alderman Tibbs moved to approve the Logan County Safety Complex Governmental Agreement
and Alderman Anderson seconded it. Mayor Snyder said they had discussed this at the
workshop and this is for a continuation of equipment and 911 room and is $6,000.00 then 5%
increase and the County had approved this which is a similar contract.

Public Announcements
Alderman Horn said she talked to Kathy Vinyard about the Paint the Town Red and they are
still in need of donations. Mr. Bates asked how much she needed. Alderman Horn said they are
$15.00 for 100 bulbs.
Mayor Snyder said Alderman Tibbs asked him to find out who would be around for the
Christmas Parade which is Friday, November 26, 2010. They were looking for a head count.
Mayor Snyder gave an update on the following items:
1. TIGER 2 Grant for $2M was not approved but the project is still listed in appropriations.
2. HUD Co. $150,000.00 not selected but they will have an opportunity to debrief.
3. 2 Grants for downtown Streetscape work and were informed that our grant into IDOT
under ITEP program for construction work for $1.875M they were not funded for that and
they thought what might have hurt them was that they were not further along in the process
and the planning grant with DECCO is still out there.
Mayor Snyder said a lot of their thoroughfares have had a lot of work done and it is about done.
Mayor Snyder said he had passed out some information and appointed a committee for the high
speed rail and how it might affect Lincoln and be proactive in trying to address some of the
issues that would come up with the matter of high speed rail.
Alderman Neitzel made a motion to adjourn the meeting and Alderman Hoinacki seconded the
motion. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,
Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman
Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
The City Council Meeting was adjourned at 8:21 p.m.
