Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Monday, December 6, 2010.
Mayor Snyder called the regular City Council Meeting to order at 7:15 p.m. City Clerk Mrs.
Martinek called the roll. There were eight Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman O'Donohue).
Department Heads present were Police Chief Greenslate, Street Superintendent Mr. Jackson,
Interim Fire Chief Miller, EMC Manager Mr. Tackett, and City Engineer Mr. Mathon. Also
present were City Clerk Mrs. Martinek, Mayor Snyder, City Attorney Mr. Bates, City Treasurer
Mr. Conzo, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance to the Flag led by Alderman Wilmert.
Public Participation:
There was no Public Participation.
Mayor Snyder called for the Consent Agenda by Omnibus Vote:
Approve Minutes of the November 1, 2010 and the November 15, 2010 Regular City Council
Meetings
Approve payment of bills
Resolution #2010-231 naming December 11, 2010 as Yellow Ribbon Day
Petition by Brita Chaudoin for curb repair at 327 Lincoln Avenue
Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn
seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called
the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman
Wilmert), zero nays, and two absent (Alderman Busby and Alderman O'Donohue); motion
carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.
Petitions
Petition by Lincoln/Logan County Chamber of Commerce to use City property and streets during
the 2011 Lincoln Art and Balloon Festival subject to adjustment
Alderman Hoinacki moved to approve the petition by Lincoln/Logan County Chamber of
Commerce to use City property and Alderman Tibbs seconded it. Mayor Snyder said Heidi
Browne was present from the Chamber and is available to answer any questions anyone may
have and they obviously are early in the process.

the 2011 Lincoln Art and Balloon Festival subject to adjustment
Ms. Browne said they have a new thing and it is a Kansas City barbeque sanctioned event
and they have sent the papers to be approved by them so they can get that title and it will be a
nationwide cook off compared to the smaller version that Main Street did in August that was
so received well community wide. It will bring in large outfits that do this similar to what you
see on Food Network and they are very excited about this addition to the festival. It will require
some additional street closures which they have some tentative streets down and they would be
willing to work with any concerns that the city would have or any of the needs that businesses
would have but the committee was anxious to get the city's support early on. The other street
closures in the first part of the letter you may have are the same as what they have done in the
past year and the other are the same as 2008.
Mayor Snyder asked if anyone had questions for Ms. Browne. Ms. Browne said anytime
someone has questions they can call her or Ms. Hake. Alderman Anderson said I don't
necessarily have any questions but would like to thank you for being prepared ahead of time
so that we can actually deal with this in a more relaxed fashion than last minute so thank
you. Mayor Snyder said if there are no other questions they have a motion and a second for
approval of the street closures as well as the use of some city property on the corner of Pekin
and Kickapoo and then adjustments for the parade they do on Friday afternoon and the barbecue
cook off. Alderman Neitzel said will the street closures work with the street department and the
phases of.
Ms. Browne said they would and she usually works very closely with Mr. Jackson and appreciate
his cooperation and they usually close as needed and they don't ever close the street that they
are not using until it is absolutely necessary because they don’t want to impede any movement.
She would work with him and he does very well and they just kind of flow and she tells him
what they need first and they just kind of gradually close it. The Chamber appreciates the city's
support and it has really helped to make the changes that they have done.
Mayor Snyder said they appreciate the Chamber's efforts on this and with the cook off thing
maybe they can jam another 20,000 people in town. To be a judge you have to go to school
right.
Ms. Browne said they did have to go to school to be a judge and they would be having a judging
school and asked who was interested. Mayor Snyder and City Attorney Bates raised their hands.

Ordinances and Resolutions
Ordinance #2010-721 Abating the Tax Levied on $510,000.00 Taxable General Obligation
Bonds (Alternative Revenue Source)
Alderman Hoinacki moved to approve the Committee's Report on Ordinances and Alderman
Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and
Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman O'Donohue);
motion carried. Alderman Hoinacki moved to approve the Ordinance #2010-721 Abating
the Tax Levied on $510,000.00 Taxable General Obligation Bonds and Alderman Anderson
seconded it. Mayor Snyder said this is an annual event that deals with the bonds the city issued
in 2004 to help provide funds for the Goody/Dollar Tree project and we abate the property taxes
on that because we abate the debt service on this through other city funds and asked if there
were any questions on this. City Clerk Mrs. Martinek called the roll call. There were eight yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent
(Alderman Busby and Alderman O'Donohue); motion carried.
Unfinished Business:
Petition by Betsy Ulrich to construct a sidewalk at 400 N. Chicago Street
Alderman Armbrust made a motion to remove from the table and Alderman Neitzel seconded
it. City Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,
Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and
Alderman O'Donohue); motion carried. Alderman Armbrust made a motion to remove from
the agenda and Alderman Neitzel seconded it. Mayor Snyder asked if there was any discussion.
Alderman Armbrust said he would ask the petitioner to repetition in the spring because there has
been no action in cleaning that sidewalk so we can make a judgment and it is taking up space on
the agenda and no reason to hold it over and they will notify her of this and request a re-petition.
City Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,
Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and
Alderman O'Donohue); motion carried.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Anderson seconded the
motion. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,
Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman
Wilmert), zero nays, and two absent (Alderman Busby and Alderman O'Donohue); motion
carried.
The City Council Meeting was adjourned at 7:26 p.m.
