City Council Committee's Meeting
December 15, 2009
Minutes of the City of Lincoln City Council Committees' Meeting held at Lincoln Christian
Church on Tuesday, December 15, 2009.
Those present were Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Turner. Also
present were Police Chief Erlenbush, City Engineer Mr. Mathon, EMC Manager Mr. Tackett,
Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Last, and Fire Chief Hulett.
Also present were City Attorney Mr. Bates, City Treasurer Mr. Plotner, Mayor Snyder, City
Clerk Mrs. Martinek, and Recording Secretary Mrs. Riggs.
Mayor Snyder called the meeting to order at 7:05 p.m. He asked everyone to stand and say
the Pledge. City Clerk Mrs. Martinek called the roll call. There were eight Aldermen present
(Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Turner), two absent (Alderman Bacon
and Alderman Wilmert).
Mayor Snyder said they had a bigger turnout and they had some presentations to do first.
Police Chief Erlenbush presented a plaque to Corporal Dave Oltmann with a commendation for
an event last January.
Mr. Jackson recognized Jim Kirk for his retirement after 44 years. Mayor Snyder presented Mr.
Kirk with a shovel which included a plaque in the shovel. Mayor Snyder read a Resolution from
Representative Brauer from the House of Representatives.
Mr. Jackson presented the new Street and Alley Department employee Kyle Straight
Alderman Busby thanked Lincoln Christian Church and talked about Ward 4 encompassing
different majority with the downtown and a majority of the churches.
Alderman Turner said he has lived in Ward 4 for five years. He thanked the church also
for hosting. He said there are a lot of historical residences and commercial and government
buildings. He said there are a lot of homes that are over 100 years old and that is something to
appreciate.
Mayor Snyder recognized Brandon Boyd for allowing the City Council to meet. Alderman
Busby thanked his wife and daughter for hosting the refreshments.

Finance, Policy and Procedure:
Chairman Alderman Anderson said the only thing she had was some changes in a Resolution for
budget issues. Alderman Hoinacki said he knew the Police Department had some issues.
Fire/Water & ESDA:
Chairman Alderman Horn said she did not have a report.
Fire Chief Hulett said he had a few things.

A $5,000.00 donation from the Allen Trust was given to buy capital equipment.
Dr. Frank Adubato would be at City Hall on 12/22/09 at 11:00 a.m. to give
evaluations.
He was submitting a grant application to hire three new firefighters. He said by
hiring three new firefighters it would reduce the overtime but it was up to the City
Council.
Grounds, Buildings and Local Improvements:
Chairman Alderman Tibbs said she had good news and bad news. They had some electrical
repairs they had to take care of in the fire station. She said it was $595.00 for the repair and
was just letting them know what she had spent and why. She also announced there were new
bulletin boards that you can see all the announcements.
Sewer Treatment Plant, Sewers and Drainage:
Chairman Alderman Busby said he had one item to go out for bids for the Palmer Lift Station.
He told them that EMC had been acquired by American Water.
Police:
Chairman Alderman Hoinacki said he would turn over to the Police Chief.
Police Chief Erlenbush said he wanted to make them aware of an issue with repair of vehicles
and a balance of about $1,500.00 and that he had provided them with a list. He said he has 4
vehicles right now that need some form of repair. He said the bottom line is they need vehicles.
He said that the cost of labor per hour is $70.00 to $74.00.
Alderman Busby said Russell Wright had been the mechanic but has been transferred to Street
and Alley department. Alderman Armbrust said at one time they had 2 mechanics.
Police Chief Erlenbush said he was looking for guidance. He said they are at $13,500.00 spent
and they have $15,000.00 in the budget. He also mentioned they have to replace the new vehicle
that was wrecked.

Mr. Jackson said one of the machines to diagnose is $5,000.00 to $8,000.00. Alderman
Armbrust said they could go out to Auto Zone. Police Chief Erlenbush said they are going into
the appropriations. Alderman Busby said they didn’t have a choice. Alderman Hoinacki said he
liked the idea of going out for bids and they could reject if they needed to.
Police Chief Erlenbush said he would come up with the specs and that it would cost $22,500.00
to $24,000.00 to replace.
There was a discussion on the cost, different makes, which budget line item, and what was in the
appropriations.
Alderman Hoinacki said it was on the agenda to go out for bids for 2 vehicles. Mr. Plotner said
they needed to stop and look at things in the budget.
Ordinance and Zoning:
Chairman Alderman Neitzel said she had a waiver for the Monroe Street property. She asked to
have the Tax Levy Ordinance on the agenda. Mr. Bates said they historically read the figures.
Mrs. Martinek read the ordinance. Alderman Neitzel asked for it to be on the agenda.
Insurance:
Chairman Alderman Turner said he did not have a report.
Streets and Alleys:
Chairman Alderman Armbrust said he did not have a report.
Mayor Snyder said they had found out that properties on the fast track were required to have an
asbestos inspection. The South College property has asbestos and would need an abatement of
the property. They only have $10,000.00 and it was unlikely they would get both done.
Mr. Bates said if it is a private party it is different but if it is the city doing it they have to have
the inspection.
Mayor Snyder said the property at 546 10th Street has been given 90 days and the clock is
running on that. He passed out a job description for the Building and Safety Officer and would
post on the city website and would do the same for the police chief with the job description. He
said they had received a memo that under the Freedom of Information Act they have to designate
someone as the officer. He wanted to designate the City Clerk.
Mr. Bates said they needed a centralized person who could act quickly.

Alderman Busby made a motion to adjourn and Alderman Turner seconded it. There were
eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Turner), zero nays, two
absent (Alderman Bacon and Alderman Wilmert); motion carried.
The City of Lincoln Committee’s as a Whole Meeting adjourned at 7:55 p.m.
