Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Monday, May 16, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.
Martinek called the roll. There were eight Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman O’Donohue).
Also present were Department Heads Police Chief Greenslate, Fire Chief Miller, City Engineer
Mr. Mathon, Safety and Building Officer Mr. Lebegue, and Street and Alley Superintendent Mr.
Jackson. Also present were City Attorney Mr. Bates, City Clerk Mrs. Martinek, Mayor Snyder,
City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge of Allegiance.
Award Prizes for the Arbor Day Contest
First Place winner was Cassidy Paquett, Second Place winner was Kadie Carlson, and Third
Place winner was Makayla Anderson.
Public Participation:
Fire Chief Miller recognized Abigail Vannoy for her saving the lives of her family on February
11, 2011. She received the Bronze Cross award from Girl Scouts. Alderman Tibbs presented
her with a stuffed elephant from her and Alderman Armbrust.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn
seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called
the roll. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby,
Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman
Wilmert), zero nays, and two absent (Alderman Bacon and Alderman O’Donohue ); motion
carried.

Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.
Petitions
Petition by Paul Hennessy for 49 feet of curb/gutter replacement at 115 Edgar Street
Alderman Neitzel moved to approve the petition by Paul Hennessy for 49 feet of curb/gutter
replacement at 115 Edgar Street at the city's expense and Alderman Tibbs seconded it. Mayor
Snyder asked if there was any discussion on this. Alderman Neitzel said it is definitely needed.
Alderman Neitzel amended her motion for the work to be done at the discretion of the Street
Superintendent and Alderman Tibbs seconded it. City Clerk Mrs. Martinek called the roll.
There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero
nays, and two absent (Alderman Bacon and Alderman O’Donohue ); motion carried.
Petition by David and Angela Heady to construct a sidewalk at 603 N. Sherman Street
Alderman Armbrust made a motion to accept the Petition by David and Angela Heady to
construct a sidewalk at 603 N. Sherman with a reimbursement and Alderman Neitzel seconded
it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Martinek called the roll.
There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero
nays, and two absent (Alderman Bacon and Alderman O’Donohue ); motion carried.
Petition by Roberta Tucey to construct a sidewalk at 331 7th Street
Alderman Armbrust made a motion to accept the Petition by Roberta Tucey to construct
a sidewalk at 331 7th Street at the expense of the city and Alderman Neitzel seconded it.
Mayor Snyder asked if there was any discussion. Alderman Armbrust said he didn't know
how many people looked at this but there was about 35 feet on 7th Street but there is about
55 feet on Pine Street side. City Clerk Mrs. Martinek called the roll. There were eight yeas
(Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent
(Alderman Bacon and Alderman O’Donohue ); motion carried.

New Business/Communications:
Approve hiring of one new Firefighter
Alderman Horn moved to approve the hiring of one new firefighter not to take effect until after
July 1 and Alderman Anderson seconded it.
Mayor Snyder said not to speak for Alderman Horn that is in light of the possibility of what the
state may due with our budget with regard to those income tax receipts and you wouldn't want
to hire someone just to turn around and have to let them go particularly if they were going to
quit a job to come here. That gives us a little bit of a window to let the legislature complete its
business and then for us to react. This position is in the budget.
Alderman Neitzel asked if this was for a vacancy. Alderman Horn said the Chief was promoted.
Alderman Neitzel said so it is to take his place. Mayor Snyder said it was just getting them back
to full strength as it has been over the last several years. Alderman Horn said this will also help
cut down the overtime because of a fuller staff and it will help financially.
City Clerk Mrs. Martinek called the roll. There were six yeas (Alderman Anderson, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert),
two nays (Alderman Armbrust and Alderman Busby), and two absent (Alderman Bacon and
Alderman O’Donohue ); motion carried.
Approval of lateral new hire for the Police Department
Alderman Hoinacki moved to approve the lateral hire for the new hire for the police department
not to take effect until July 1 and Alderman Tibbs seconded it. Alderman Hoinacki said to follow
along the same lines like the fire department to see what the state is going to do. Mayor Snyder
said the dollars were included in the budget. Alderman Horn said the lateral hire will help save
money because they don't have to hire someone that is a lateral hire. City Clerk Mrs. Martinek
called the roll. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn,
Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), two nays (Alderman Armbrust
and Alderman Busby), and two absent (Alderman Bacon and Alderman O’Donohue ); motion
carried.

Permission to go out to bid for a backhoe for the Sewerage Plant
Alderman Busby moved to go out for bids for a backhoe specs to be written by Bob Tackett
and Mark Mathon on three different prices, a lease, a trade in price and a straight out price the
bids are to be in to the City Clerk's office by June 14, 2011 by 5:00 p.m. and Alderman Neitzel
seconded it. Mayor Snyder asked if there was discussion. Alderman Tibbs asked if it was a
replacement for the backhoe. Alderman Busby said yes. Alderman Tibbs said the other one
can't be repaired. Alderman Busby said for about $40,000.00. Alderman Tibbs said what is
the price of a new backhoe. Alderman Busby said $120,000.00 and that is why we want a lease
agreement if it is possible. Alderman Armbrust asked how old it was. Mr. Mathon said it was a
1997. Alderman Busby said if they don't trade it in they are giving it to Mr. Jackson. Alderman
Tibbs said are you saying you trade this one in on a new one. Alderman Busby said yes. City
Clerk Mrs. Martinek called the roll. There were eight yeas (Alderman Anderson, Alderman
Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman
O’Donohue ); motion carried.
Approve using Midwest Credit and Collections for certain delinquent sewerage accounts
Alderman Neitzel made a motion to table this and Alderman Anderson seconded it. City Clerk
Mrs. Martinek called the roll. There were eight yeas (Alderman Anderson, Alderman Armbrust,
Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and
Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman O’Donohue );
motion carried.
Public Announcements
Alderman Neitzel said they are going to have the billing clerks come up and talk to us about
the situation. Two different ways to go and then we can make a decision if we want to go those
routes or get a backhoe.
Alderman Busby moved to adjourn the meeting and Alderman Anderson seconded it. There were
eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki,
Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and
two absent (Alderman Bacon and Alderman O’Donohue ); motion carried.
The City Council Meeting was adjourned at 7:31 p.m.
