Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Tuesday, July 5, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.
Martinek called the roll. There were nine Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Hoinacki).
Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, and Police Chief
Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, Mayor
Snyder, Assistant City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.
Mayor Snyder said for some times in the past he had asked for moments of silence for maybe
on a more somber occasion but tonight we can all stand in celebration because he had news that
on Saturday, June 4 at 6:22 a.m. Cameron Tiberius Wilmert was born to Alderman and Mrs.
Wilmert. Mother and baby are doing well and father is doing well himself.
Those present recited the Pledge led by City Treasurer Mr. Conzo.
Public Participation:
Mayor Snyder said they had a letter from Friendship Manor regarding their 30th Anniversary and
the city was invited to attend their anniversary party on Saturday, July 9, 2011 from 3- 5 p.m.
Mayor Snyder told everyone that Mrs. Doris Anderson’s husband (clerk in sewer office) had a
stroke and today was their anniversary. He is in the hospital in Springfield and asked everyone
to keep them in their thoughts and prayers.
New Business/Communications:
Swearing in of Ashley Williams as a Fire Fighter
Assistant City Attorney Mr. Blinn Bates swore in Ashley Williams as a full time firefighter. His
wife, Amy was present.
Swearing in Chad Kern as a probationary Fire Fighter
Assistant City Attorney Mr. Blinn Bates swore in Chad Kern as a probationary Fire Fighter. His
wife, Crystal and sons, Aiden and Ethan were present. He started on July 1, 2011.
Swearing in Miles Craig as a probationary Police Officer
Assistant City Attorney Mr. Blinn Bates swore in Miles Craig as a probationary Police Officer.
His fiancée, Angela Maestos and his parents, Ron & Marilyn Craig were present. He started July
1, 2011.

Department to seal coat their parking lot at their expense of $694.43
Alderman Anderson said I would move to approve the Consent Agenda as presented with
the exception of 3 claims for payment submitted by the Police Department that need some
discussion, they were for clothing allowance and Alderman Horn seconded it. Mayor Snyder
said any discussion. City Clerk Mrs. Martinek called the roll call. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays,
and one absent (Alderman Hoinacki); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.
Petitions
Petition by Mario Bonaparte to barricade the 300 block of North Sheridan Street for a block
party on July 9, 2011
Alderman Tibbs moved to approve the Petition submitted by Mario Bonaparte to barricade the
300 block of North Sheridan Street for a block party on July 9, 2011 and Alderman Wilmert
seconded it. Mayor Snyder asked if there was any discussion.
Mayor Snyder wanted to point out that he and Alderman Tibbs had spoken earlier and he had
done a little bit of research on block parties. He the question came up in the workshop about
insurance. He passed out to all of the Aldermen a copy of block applications from Galesburg,
Peoria, Oak Park, and Westmont and not to say they were the best but they were some he came
across to get some variety of what those applications look like. He called the City of Galesburg,
City of Peoria, City of Oak Park and he thought Woodridge and none of those communities
require their applicants to provide any type of proof of insurance or any type of insurance for
block parties. He thought the City of Peoria had an interesting distinction. They distinguish
block parties from public events. They say a public event is an event advertised for which there
are more people that are invited and expected to attend than those in the block or neighborhood.
If you have a public event in Peoria you have to provide proof of insurance and if you have a
block party you do not. The block party is a residential gathering.

Petition by Mario Bonaparte to barricade the 300 block of North Sheridan Street for a block
party on July 9, 2011
Mayor Snyder said the person he had talked to had been there five years and there has never been
an issue at all. They try to have as little red tape as they can. They want to encourage block
parties. He thought that was a good precedent to follow. We do not have an application for
people to follow this is the first one since he has been Mayor.
Alderman Neitzel said she liked the idea basically and it might be a chance for people in the
blocks to learn more about each other and learn to live together better and was all for it.
Mayor Snyder said he wanted to encourage block parties in other parts of the city and he had a
conversation this afternoon with Mr. Lebegue and his office that perhaps in the next week we
can talk about some parameters and things he might like to see in place and then develop an
application that they can make available on the website.
City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson,

Petition by WCIA 3 to close Kickapoo Street from Pulaski Street to Broadway Street and the
Courthouse side of Pulaski Street from McLean Street to Kickapoo Street, July 8, 2011 from 4:00
p.m. to 8:00 p.m. for the Hometown Spotlight Live Remote block party
Alderman Tibbs moved to approve that and Alderman Horn seconded it.
Mayor Snyder said this was a slight change from what we talked about at the workshop. The
Chamber of Commerce got a hold of him and they are going to have the antique auto club do a
car show and they wanted the Courthouse parking spots on Pulaski Street for the antique cars
and it will be for that window. The Chamber is organizing this and it will be a nice event with
free hot dogs, soda for sale, bean bag tournament and lots of neat things going on just for this
window. He thought the Chamber was going to fax their proof of insurance and thought they
had received it.

Bids:
Award bids for 2011 MFT Materials
Alderman Neitzel made a motion to award the bids for 2011 Motor Fuel Tax Materials seal
coat in the amount of $121,412.00 to Louis Marsh, Inc. and bituminous patching material in
the amount of $18,030.00 to P. H. Broughton and Alderman Bacon seconded it. Mayor Snyder
asked if there was any discussion on this.
City Clerk Mrs. Martinek called the roll call. There were nine yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn, Alderman Neitzel,
Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent
(Alderman Hoinacki); motion carried.
Unfinished Business:
There was no Unfinished Business to come before the City Council.
New Business/Communications:
Approve solicitation of bids for purchase of two used sports utility vehicles and one new squad
car for the Police Department
Alderman Tibbs said to add to that the deadline is July 26 those need to be in and moved to
approve and Alderman Horn seconded it. Mayor Snyder asked if there was any discussion.
Alderman Busby asked Police Chief Greenslate why they need two utility vehicles.
Police Chief Greenslate said he was trying to move more towards none traditional police vehicles
for our fleet. The recent snow storm that we had showed that they had a strong need for a variety
of vehicles not just squad cars with rear wheel drive with big motors. The sport utility bids are
for V6 engines in trying to reduce some of the costs of maintenance and fuel. Also moving
toward more unmarked alternative vehicles such as SUV’s rather than mid size cars or types of
vehicles they don’t see you coming when they are out running radar. Everybody sees a Ford
Crown Victoria three blocks away and hits the brakes. Having more unmarked vehicles also
unmarked vehicles are cheaper to equip because they don’t have to pay for light bars, don’t have
to pay for as many lights and other types of equipment that goes into a marked squad car, cages
and special rear seats and to be cost effective.
Alderman Neitzel asked Police Chief Greenslate if he had listed in the bid what you will accept
at mileage. Police Chief Greenslate said less than 40,000 miles. Alderman Tibbs asked if it was
also listed in there 4 wheel drive. Police Chief Greenslate said yes. Alderman Tibbs said she
knew they sometimes had to go into cornfields and other places. Police Chief Greenslate said
yes. Mayor Snyder thought the Police Department was using Fire Department vehicles during
the snow storm because of the height and the 4 wheel drive capabilities.

Police Chief Greenslate said sometimes they have rain and the street conditions with the rain and
floods with squad cars cannot enter certain areas. They have had a couple of cars over the past
20 years get flooded out and that is expensive.

Public Announcements
Alderman Tibbs said she wanted to announce that the Mayor got really soaked at the 4th of July
parade. Mayor Snyder said they had a nice crowd.
Alderman Anderson said everyone should have received something that looks like a budget and
has numbers scribbled on the sides those are the tentative appropriation numbers and they will
discuss it next Tuesday. She asked for it to be on the agenda for 18th.
City Treasurer Mr. Conzo said they had finally received the January income tax from the State in
the amount of $130,424.18.
Alderman Busby said Bob Tackett is no longer with EMC/American Water and his last day was
last Friday and they are interviewing people and Dave Kitzmiller is at the wastewater treatment
plant every other day.
Fire Chief Miller said he wanted to remind everyone that they (Lincoln) were on the Hometown
Talk on WCIA 3 with Hallie’s Restaurant.
Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(5) purchase
or lease of real estate and Alderman Horn seconded it. City Clerk Mrs. Martinek called the
roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon,
Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs,
and Alderman Wilmert), zero nays, and one absent (Alderman Hoinacki); motion carried. The
meeting adjourned to Executive Session at 7:27 p.m.
