Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,

IL, on Monday, August 15, 2011.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs.

Martinek called the roll. There were ten Aldermen present (Alderman Anderson, Alderman

Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman

Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

Department Heads present were Street Superintendent Mr. Jackson, Police Chief Greenslate,

City Engineer Mr. Mathon, Safety and Building Officer Mr. Lebegue, and Fire Chief Miller.

Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, City Attorney Mr.

Bates, and Recording Secretary Mrs. Riggs.

Those present recited the Pledge.

Public Participation:

Mr. Andy Anderson was present for the Closing of Delavan Street from Chicago to Kickapoo on

Saturday, August 20, 2011 from 9:00 a.m. to 1:00 p.m. for the Lincoln Rural Fire Department’s

Explorer Challenge Program. Mr. Anderson said Lincoln Rural would like to have a block shut

down this coming Saturday from 9:00 a.m. to 1:00 p.m. to have an explorer challenge which

is made up of high school kids. He said they were coming from Latham and wasn’t sure what

other fire departments were bringing kids over. That will allow the fire trucks to park along the

side and Delavan Street is probably the best street to shut down. It would be greatly appreciated

if they would allow that.

New Business/Communications:

Closing of Delavan Street from Chicago to Kickapoo on Saturday, August 20, 2011 from 9:00

a.m. to 1:00 p.m. for the Lincoln Rural Fire Department’s Explorer Challenge Program

Alderman Hoinacki moved to approve the Closing and Alderman Tibbs seconded it. Mayor

Snyder asked if there was any discussion and this came up shortly after our workshop so that

is why they did not get it on the consent agenda. City Clerk Mrs. Martinek called the roll call.

There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,

Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

Mayor Snyder called for the Consent Agenda:

Payment of bills

Approve Minutes of the July 30, 2011 Public Hearing and Special Meeting and the August 1,

2011 Regular City Council Meeting

Resolution 2011-245 naming August 27, 2011 as Bob Holloway Day

Approve the Route 66 Scenic Byway Experience Hub Exhibit

Resolution 2011-246 amending the route of Route 66 National Scenic Byway

Alderman Anderson said I would move to approve the Consent Agenda as presented on the

agenda and Alderman Horn seconded it. Mayor Snyder said any discussion. City Clerk Mrs.

Martinek called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust,

Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,

Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent;

motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

There were no Petitions to come before the City Council.

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

The City Clerk’s Report for July 2011 is on file.

City Treasurer Mr. Conzo gave an oral report for July 2011. Mayor Snyder thanked Treasurer

Conzo for the job he is doing.

The written reports of Department Heads for July 2011 are on file.

New Business/Communications:

Approve preliminary agreement for Street Department architectural services

Alderman Neitzel made a motion to approve the preliminary agreement for Street Department

architectural services and Alderman Bacon seconded it. Mayor Snyder said this is for contract

for the state to pay for those services and they are just agreeing to the contract with the two

utilities to pay for the architectural services for the 3rd Street garage work that needs to be

done the cleanup and remediation and the architectural services to provide that. Mayor Snyder

asked if there were any questions on this. Alderman Tibbs said the city is allowed $20,000.00.

Mayor Snyder said for these services we can go up to $20,000.00. City Clerk Mrs. Martinek

called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman

Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion

carried.

Accept quote for lining of Logan Street sewer

Alderman Busby moved for approval of the low bid from Hoerr Construction, Peoria, Illinois

for the lining of North Logan in the amount of $21,950.00 and Alderman Neitzel seconded it.

Mayor Snyder said discussion on this. Alderman Busby said they had three bids on this and

this is the low bid and they can get at it right away and before they get any more damage on that

line he would like to get at it as soon as possible. Mayor Snyder said just to clarify it wasn’t a

typical bid but quotes that they received so because we didn’t go through the typical bid process

approval of this will require 2/3rds vote on this by the Council. City Clerk Mrs. Martinek

called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman

Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman

O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion

carried.

Mayor Snyder said they had 5 frequently asked questions that will go on the city website. The

City Engineer has a bonus question for this month.

Mayor Snyder said there had been a news release that had gone out about the giveaways for the

Art & Balloon Festival. You can sign up at City Hall, Lincoln Public Library and the Lincoln/

Logan County Chamber office. You can win things like a Balloon ride possibly on festival

weekend depending on the weather, some admission wrist bands, collector pins, shirts, art bucks

and have different packages for everybody to try and win something. This year they even have

some prizes left from their specialty shape balloon and they have some special prize packages for

kids 12 and younger. Start signing up for that tomorrow and they will draw on Tuesday, August

23.

Mayor Snyder said he wanted to say thank you to those that were able to make it to the Chamber

after hour’s open house that was held at City Hall last Thursday night. It was a very well

attended event and had a lot of people from the community that came here and they owe a debt

of gratitude to the artists that displayed their art work here and it was fun to see all around City

Hall. He thanked Alderman Tibbs for her helping getting this all spruced up and a special thank

you to Kathy Vinyard who worked very hard putting together and was coordinator for all that

and she did a very good job on that.

Mayor Snyder said there is another important thing happening tomorrow and it is Alderman

Horn’s birthday.

Alderman Neitzel said the City of Lincoln Street department would be removing the pavement

around the drop boxes in the 200 block of North Kickapoo Street starting this Wednesday,

August 17. New boxes and a driveway are being installed during the process there will be

someone to take your payments and or mail and putting them in the boxes. This service will be

from 8:00 a.m. to 4:00 p.m. each day (Wednesday, Thursday and Friday).

Alderman Tibbs said everyone should have received a letter from the Oasis and they need the

city’s help and Woods Foundation is matching every dollar that is donated for the Oasis. They

need a special kind of bus.

Alderman Horn said the Chamber still needs volunteers for the Balloon Festival.

Alderman Busby made a motion to adjourn and Alderman Neitzel seconded it. There were ten

yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman

Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and

Alderman Wilmert), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:24 p.m.
