Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Monday, September 19, 2011.
Mayor Snyder called the regular City Council Meeting to order at 7:02 p.m. City Clerk Mrs.
Martinek called the roll. There were eight Aldermen present (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman O’Donohue).
Department Heads present were Street Superintendent Mr. Jackson, Police Chief Greenslate,
City Engineer Mr. Mathon, Safety and Building Officer Mr. Lebegue, Mr. Dave Kitzmiller for
EMC, and Fire Chief Miller. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City
Clerk Mrs. Martinek, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.
Those present recited the Pledge.
Public Participation:
Mr. John Black said he wished he had good news but he didn’t. He wanted to address the
Council and remind them how vital and important the issue is to all of us in this room and all the
citizens of Logan County. He asked that once the petitions and events get going they have full
participation and everybody here reach out to your neighbors and the people you represent and
try to get signatures.
Mayor Snyder said they do have letters prepared and had given them a copy of a letter addressed
to Gov. Quinn. He also has a letter that has been modified slightly so they have copies they will
send to all four legislative leaders as well. The Speaker, Minority Leader of the House, Senate
President and Senate Minority Leader. He passed the five folders around to sign above their
name on the back page. He also had the City Treasurer, City Attorney and City Clerk as well.
Mr. Dale Ridgeway said he wanted to give the Council and Mayor a copy of an email he sent
to Governor Quinn, Senior Advisor Dave (couldn’t hear) on August 1 regarding their situation.
They really didn’t respond. He had on a shirt when they went through this on August 19, 2009
and they had a town hall meeting. At that time the Department of Corrections came to them and
said they needed $125M out of the corrections budget. What they intended to do was lay off 136
officers at Logan which they reduced to 116 and 5 other facilities would be affected. Instead
of laying off they were going to take 455 officers and move them all over the state. They came
to them in September 2010 and said it cost the state $115M to go through this process and not
one person was laid off and not one person was moved. They, as a correctional body and union,
voted for deferral of pay raises and they saved the state $125M and came back last year and
were going to defer wages and according to their records it was going to save $150M to $200M.
They were attempting to save the state $325M. We are now faced with the same situation all
over again. He wanted to commend this committee because 4 years ago they came to this City
Council and brought up the fact that we needed to hire more officers at Lincoln and Logan
because the overtime was $1.2M that they were paying out to both facilities.

Mr. Ridgway said the City Council adopted a Resolution and sent it to the General Assembly.
It essentially backfired in their face because somewhere along the line Logan has been denied.
Instead of them hiring correctional officers they came in July 2009 and said they were going to
lay people off and now we are full circle again and going to take 375 employees at Logan with
all their families and Gov. Quinn is still the Governor at the helm. He thanked them for their
commitment and what they had done. He said Lincoln could not take another hit PPG, Meyer
Brothers and LDC and we are going to fight.
Mayor Snyder said there are plans being made for events and opportunities for everyone to
express their support for Logan Correctional Center and the desire to keep that open. They will
keep the Council updated as those plans firm up and we are not going to take it lying down.
They are going to prevail.

Petition by Lincoln Community High School to have the Homecoming Parade on September 30,
2011 at 2:30 p.m.
Petition by LCHS Football Booster Club to whitewash certain streets for Homecoming
Petition by Full Gospel Evangelistic Center to hold a block party at 426 N. Monroe Street on
September 24, 2011 from 1:00 p.m. to 6:00 p.m.
Petition by Scott Broom for a curb break at 703 S. State Street
Alderman Anderson said I would move to approve the Consent Agenda as presented on the
agenda with the correction of the name and Alderman Horn seconded it. Mayor Snyder
said any discussion. City Clerk Mrs. Martinek called the roll call. There were eight yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent
(Alderman Busby and Alderman O’Donohue); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.
Ordinances and Resolutions
Ordinance 2011-730 Vacating a Portion of Evans Street
Alderman Hoinacki moved to adopt the Committee Report for Ordinance 2011-730 and
Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and
Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman O’Donohue);
motion carried.

Ordinance 2011-730 Vacating a Portion of Evans Street
Alderman Hoinacki moved to approve Ordinance 2011-730 vacating a Portion of Evans Street
and Alderman Tibbs seconded it. Mayor Snyder asked if there was any discussion. Mayor
Snyder said the decision to vacate the right of way requires a 3/4ths vote of the Council so they
would need eight yeses to pass this Ordinance. City Clerk Mrs. Martinek called the roll call.
There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero
nays, and two absent (Alderman Busby and Alderman O’Donohue); motion carried.
Petitions
Petition by Lizzell Cook for a sidewalk at 1003 N. Logan
Alderman Armbrust moved to approve the petition by Lizzell Cook for a sidewalk at 1003 N.
Logan 4 feet 3 inches X 60 feet work to be done by and at the expense of the City and Alderman
Anderson seconded it. Mayor Snyder asked if there was any discussion on this. Alderman
Neitzel said she looked at the sidewalk and asked Mr. Jackson if they were going to do the
sidewalk what they were going to do about the step. Mr. Jackson said they were going to saw
cut it right there and he has called her twice and left messages. Mr. Jackson said they were going
to saw cut and if it comes down that is on her and he understood that she wanted that replaced
but they do not do that. Alderman Neitzel said she is lucky to get the sidewalk done. City
Clerk Mrs. Martinek called the roll call. There were eight yeas (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman

Ordinances and Resolutions
Ordinance 2011-731 Creating the Position of the City Administrator
Alderman Hoinacki moved to approve the Committee’s report regarding Ordinance 2011-
731 and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman
Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman
O’Donohue); motion carried. Alderman Hoinacki moved to approve Ordinance 2011-731
creating the Position of the City Administrator and Alderman Tibbs seconded it. Mayor Snyder
asked if there was any discussion. Mayor Snyder said they had discussed the Ordinance at the
workshop and it has been revised from previous versions so they can consolidate some things
and clean it up a bit. Alderman Neitzel said is the job description in the Ordinance itself.

Ordinance 2011-731 Creating the Position of the City Administrator
Mayor Snyder said it was not and that it creates the office in their city code and spells out some
requirements and provides in general language authority to duties but the actual job description
would not be in the code itself. That would be a document that they would maintain outside the
ordinances and it could change as the job might grow or change.

Bids:
Award bids for street overlay project
Alderman Neitzel made a motion to table this and Alderman Bacon seconded it. City Clerk Mrs.
Martinek called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and
Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman O’Donohue);
motion carried.
Unfinished Business:
There was no Unfinished Business to come before the City Council.

New Business/Communications:
Approve work by Petersburg Plumbing for the sinkhole on 4th Street
Alderman Neitzel made a motion to approve the work done by Petersburg Plumbing for the
sinkhole on 4th Street in the amount of $16,220.86 which is an increase due to the original quote
was $12,700.00 and Alderman Anderson seconded it. Alderman Neitzel asked Mr. Kitzmiller if
they had given him an idea of why there was an increase and she was doubting and they had used
them before and has complete confidence in them but asked if they ran into something different.

Approve work by Petersburg Plumbing for the sinkhole on 4th Street
Mr. Kitzmiller said the repair took a day longer than they originally anticipated because they
found out the problem was caused by an old service line that was abandoned. It was not properly
abandoned some time ago. This line was connected to the lower line and actually came out of
the lower line and came up above the upper line. Not knowing this until we got down there and
got things uncovered and we were not expecting that and it caused the extra day. He did have a
breakdown of the hours and equipment and the amount of rock and just didn’t attach that.
Alderman Neitzel said that was not necessary but wanted our citizens to know where we
spend their money. Mr. Kitzmiller said they did review it and felt it was appropriate. Mayor
Snyder said they did get two proposals and Petersburg Plumbing was the lowest even with the
increase they came in below what the other proposal was. Alderman Neitzel said the other
proposal was $24,500.00. Mayor Snyder said because we were not able to go through the
regular bidding process approval of this work outside of the bidding process will require 2/3rds
confirmative vote on this. City Clerk Mrs. Martinek called the roll call. There were eight yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman
Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent
(Alderman Busby and Alderman O’Donohue); motion carried.
Mayor Snyder read thank you notes from Lincoln Rural Explorers, Chamber of Commerce, Up
in Smoke by Chris Graue.
Mayor Snyder said he had passed out the 5 frequently asked questions that will go on the city
website. He through in a FAQ about railroad crossings.
Police Chief Greenslate thanked all the agencies that put on things for 9/11
