Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln,
IL, on Tuesday, January 3, 2012.


Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. Acting City
Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert) and one absent (Alderman
Tibbs). Also present were Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr.
Palmer, Street Superintendent Mr. Jackson, and Police Chief Greenslate. Also present were City
Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Bates, and
Recording Secretary Mrs. Riggs.

Mayor Snyder said Alderman Tibbs was absent this evening she fell and dislocated her shoulder
and may have to have some outpatient surgery to repair it and asked for everyone to keep her in
their thoughts and prayers.

Those present recited the Pledge of Allegiance.

New Business/Communications:
Swearing in of Susan Gehlbach as City Clerk

City Attorney Mr. Bates swore in Susan Gehlbach as the City Clerk. Mrs. Gehlbach thanked
everyone for the support over the past years and that it meant a lot to her and thanked Mayor
Snyder for appointment of City Clerk. She appreciated that and said it was quite an honor. She
looked forward to working with the Alderman, City Treasurer, City Attorney, the new City
Administrator when he comes on board, Department heads and City staff and she would do her
best to answer all the questions.

Swearing in of Deputy Clerk

City Clerk Mrs. Gehlbach asked to have Joy Fulk as her Deputy Clerk. Her address is 1601
N. Kankakee, Lincoln and was born in Middletown to Warren and Nina Boyer Sampson. She
attended Middletown Grade and Junior High School. She moved to Lincoln and graduated
from Lincoln Community High School. She is married to Dan Fulk; they have two children
Scott and Kelly. They are both married and each, Scott and his wife Michelle have two children
and Kelly and her husband Gunner have one son. She has held various jobs in Lincoln and
Bloomington. She was Logan County Sheriff’s department head cook for 7 seven years for her
father-in-law, Elmer Fulk, Jr., Illico Independent Oil for 9 years, Verizon Communications as
payroll administrator for 13 ½ years, she has established and co-owned with her husband Dan
their own office and home cleaning business which her husband still handles today on his. She
is also the co-owner of 49 Antiques Collectibles store which is located on the corner of Keokuk
and Kickapoo Streets; she has been employed with the city for the past year as a part time status
payroll clerk.

Swearing in of Deputy Clerk

Mrs. Gehlbach said she has assisted her in the Clerk’s office with Accounts Receivable Sewer
payments. She nominated Joy as her Deputy Clerk.

Alderman O’Donohue made a motion and Alderman Neitzel seconded it. City Clerk Mrs.
Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust,
Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel,
Alderman O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs);
motion carried.

City Attorney Mr. Bates swore in Mrs. Fulk as Deputy City Clerk.

Public Participation:
There was no Public Participation to come before the City Council.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of bills
Approve the minutes of the November 7, 2011 and November 21, 2011 Regular City Council
Meetings

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn
seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Gehlbach
called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion
carried.

Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.

Ordinances and Resolutions
There were no Ordinances or Resolutions to come before the City Council.

Bids:

Bids for Lift Station at South Plant

Alderman Busby moved for approval of the quote from Flow Tech in the amount of $12,870.00
for an electric motor and other hardware for the South Lift Station and Alderman Neitzel
seconded it. Mayor Snyder asked if there was any discussion.

Bids for Lift Station at South Plant

Alderman Busby said the reason they didn’t go out for bids and this is a quote and the other
quote was $13,000.00 some odd dollars and we wanted to get the same motor so they wouldn’t
have to different technicians come in when they needed repairs. All the work is going to be
donated to the city from Mr. Jeff Short from the prison system for the installation.

Mayor Snyder said this would require a two thirds vote. City Clerk Mrs. Gehlbach called
the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion
carried.

Unfinished Business:
There was no Unfinished Business to come before the City Council.

Reports:
There were no Reports to come before the City Council.

New Business/Communications:

Approval of written FMLA policy and procedures (tabled 12/19/11)

Alderman Anderson made a motion to remove it from the table and Alderman Wilmert seconded
it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson,
Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), zero nays, and one absent
(Alderman Tibbs); motion carried.

Alderman Anderson said could she get clarification before she made a motion.

City Attorney Mr. Bates said he thought the Mayor had made a couple of tweaks and the one he
sent out most recently he believed was the one to approve. Mayor Snyder said the one he sent
out was the one that he had incorporated the changes. Alderman Anderson moved to approve
the Family Medical Leave policy and procedures that was presented to everyone which should
include family medical and military and Alderman Horn seconded it. Mayor Snyder asked if
there was any discussion on this. Mr. Bates said that the Mayor should be sure to get the Clerk
his copies because he has the originals and finals. Mayor Snyder said it sets policy with family
medical leave on how it will be handled for city employees and the second portion of that is how
family military leave will be handled one is due to the absence caused by medical situation and
the other is due to absences due to military leave situation and both policies were recommended
to us by Jill Leake our labor attorney.

Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn,
Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), zero nays, and one absent
(Alderman Tibbs); motion carried.

Announcement regarding Sewer Payments

City Clerk Mrs. Gehlbach said they just wanted to make everyone aware of the different payment
options for sewer payments. They have a drop box on Kickapoo Street across from Latham
Park, first drop box labeled City of Lincoln and you can drop sewer payment, parking ticket or
any other city mail in that box check or money orders only and it is picked up everyday Monday
through Friday. You can mail it to Sewerage Systems Service, PO Box 509, Lincoln, IL 62656
or you can drop off your payment at City Hall located at 700 Broadway Street you can pay with
cash, check, or credit card. The last option is you may pay your bill online via the city website
www.lincolnil.gov. Payment options can be made by Visa, MasterCard, American
Express, Discover or e-check. There is currently no fee for that service. By city ordinance the
city offers a 10% discount on paying your sewer bill a year in advance.

Alderman Busby said they had initiated the program of water shut offs.

Mayor Snyder said he got a copy of a notice from the Illinois Commerce Commission that there
is a pre hearing conference for increasing the water rates by Illinois American Water Company.
It will be January 11, 2012 at 10:00 a.m.

City Treasurer Mr. Conzo said as Alderman Busby had just mentioned they are
implement the termination of water service due to delinquent sewer bills and as a
they are going to publish a notice in the press here in the near future and wanted
City Council of it. It explains a little about this as it pertains to rental property.
Public Notice.

City Attorney Mr. Bates personally thanked the Mayor for his tenacity and bulldog attitude in
getting the 5th Street railroad crossing finally fixed.

Mr. Conzo said he had a few calls about the increase in sales tax. In April the voters did approve
a 1% sales tax increase in the states sales tax for the purpose of school facilities.

Alderman Busby wanted to announce Dave Kitzmiller’s mom died December 31, 2011.

Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(1) to
discuss personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.
There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman
Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and
Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion carried. The meeting
adjourned to Executive Session at 7:24 p.m.

The meeting returned to regular Session at 8:33 p.m. City Clerk Mrs. Gehlbach called the
roll call. There were nine present (Alderman Anderson, Alderman Armbrust, Alderman
Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman
O’Donohue, and Alderman Wilmert), zero nays, and one absent (Alderman Tibbs); motion
carried. Also present were City Attorney Mr. Bates, Mayor Snyder, City Treasurer Mr. Conzo,
City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs. Also present was Fire Chief
Miller.

Alderman Busby moved to adjourn and Alderman Neitzel seconded it. There were nine yeas
(Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman
Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert),
zero nays, and one absent (Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 8:33 p.m.
