Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 5, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby). Also present were Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr. Palmer, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

 

Those present recited the Pledge of Allegiance.

 

Public Participation:

Judge Paul Lawrence thanked them for allowing him time to speak. He is a Circuit Judge and has served as a Circuit Judge for 10 years. He sat primarily in Bloomington for the past ten years but he has actually served in Logan County 4 or 5 years ago and handled Small Claims and Traffic Cases for about a year. Blinn Bates is his Logan County Campaign Chairman. He was appointed an Associate Judge in 2002 and then last year in 2010 Michael Paul retired and he was appointed to replace him.

Approve minutes of the February 6, 2012 & February 21, 2012 Regular City Council Meetings

Petition by James Loeffler for the Railsplitter Antique Auto Club Cruise-Ins in 2012

 

Alderman Anderson said the bill they were talking about today for Capital Expenses and she said it needed to be cleared through the Mayor and asked if it was included in this total. Mrs. Gehlbach said she was sure it was in there. Alderman Anderson moved to approve the Consent Agenda as presented with the exception of a bill payable for the Police Department and it is a Capital Expenditure and she did not have a copy of it and didn’t remember who it was payable to but was for cameras and radios. Deputy Chief Geriets said they got them through several different vendors. Alderman Anderson said she needed that one pulled for approval. Alderman Horn seconded it. Mayor Snyder asked if there was any discussion. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

New Business/Communications:

 

Approval of request to go out for bids for five entry door replacements at Sewer Treatment Plant

 

Alderman Neitzel made a motion to go out for bids for five entry door replacements at Sewer Treatment Plant and Alderman Bacon seconded it. Alderman O’Donohue asked if these need to be replaced or you want to replace them. Mr. Palmer said the doors they want to replace are in pretty bad condition. Alderman Neitzel said they want these back on April 10, 2012 and they will come out of the sewer line this year. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Endorsement of the concept plan for the APEX site (former ALMH site on 8th St.)

 

Alderman Tibbs moved to endorse the concept plan for the APEX site (former ALMH site on 8th St.) and Alderman Horn seconded it. Mayor Snyder asked if there was any discussion on this.

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Approval of request to obtain appraisal for former hospital parking lot on 8th Street

 

Alderman Tibbs moved to approve the request to obtain appraisal for former hospital parking lot on 8th Street and Alderman Wilmert seconded it. Mayor Snyder asked if there was any discussion on this. Alderman Tibbs asked if we have to have someone special to do that?

Mr. Bates said they have to have certain certifications and licensing in the State of Illinois and he thought they were aware of what the requirements are. Alderman Tibbs asked what kind of time factor they were looking at and how long?

 

Mayor Snyder said he has made some inquiries of some appraisers and thought it would depend on their availability. He didn’t know if it was necessarily a time-consuming process and it all depends on the complexity of the appraisal. It really depends on what other work they have stacked up. He said they have a budget line for appraisal of property that will be used.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Approve drafting of ordinance pertaining to building code changes

 

Alderman O’Donohue moved and Alderman Hoinacki seconded it. Mayor Snyder asked if there was any discussion.

 

Mr. Bates said he thought Mr. Blinn Bates had already drafted that and sent a draft to Mr. Lebegue and he thought Mr. Lebegue found it to be ok. They will have that in everybody’s hands for next week to review and be prepared to comment on Tuesday and then place it on the agenda for the next meeting.

 

Mr. Conzo said he had a question for Mr. Lebegue and said the section pertaining to indoor furniture that people have outdoors. He said what concerned him was how they define that. Mr. Lebegue said it is not so much the table and chairs but more the upholstered furniture such as chairs, couches and things of that nature that are not designed for being outside.

Alderman Tibbs moved to approve and Alderman Horn seconded it. Mayor Snyder asked if there was discussion on this. Mr. Conzo said just a point of clarification the tentative date for this to occur is Monday, April 9, 2012 and that there are several pieces that were destroyed in the storm.

Approval of burial of remains of previous Civil War Veteran’s Statue in Postville Park

 

Mr. Conzo said you have to have some respectful way to place that somewhere and having it stored in the highway garage really doesn’t do that. Alderman Tibbs said it was the honorable thing to do.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Acceptance of Doris Anderson’s retirement letter

 

Alderman O’Donohue made a motion to table this matter and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Approval of hiring to fill full time Clerical position in the City Clerk’s office

 

Alderman Anderson moved and Alderman O’Donohue seconded it. Mayor Snyder asked if there was any discussion on this. Alderman Anderson said it needed to be done ASAP. Mayor Snyder said there is a meeting of the Civil Service Commission scheduled. City Clerk Mrs. Gehlbach said the gal that is interested will tentatively start on the 15th of March if the tests all come back fine.   City Clerk Mrs. Gehlbach called the roll call. Resolution 2012-250 for “March 2012 as American Red Cross Month”

 

Alderman O’Donohue moved and Alderman Hoinacki seconded it. Mayor Snyder said this came after their workshop meeting. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Announcements

 

Alderman Anderson reminded everyone of their budget meeting at 8:00 a.m. Saturday, March 10, 2012. Alderman Neitzel said she would bring donuts.
