City Council Committee's Meeting

March 27, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, March 27, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman Neitzel).

Everyone present recited the Pledge.

Blake Burris and Gabe Coleman came to discuss Kony 2012 movement. They will be having what is “Cover the Night” on April 20, 2012. They will be covering posters around town and they want to make sure everyone has an awareness of this movement.

Police Chief Greenslate said under Section 8-10-9 they will need a special occasion permit. He also asked for a list of volunteers.

Mayor Snyder told him he appreciated their coming and asking for permission. Mr. Coleman said they would leave the posters up for one week.

Mayor Snyder said they would need to do a petition and they would vote on it on April 2. He thanked them for being responsible and respectful.

Mr. Burris and Mr. Coleman turned in a petition before they left. It was put on the agenda.

David Lanterman was present and said he had a petition to allow 3 benches to be placed by the Lincoln Movie Theater and was asking for the city to secure the benches for them. This item was placed on the consent agenda.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she wanted to remind everyone of their meeting on Saturday, March 31, 2012 at 8:00 a.m. She wanted the department heads present from 8-10.

Mayor Snyder said they had talked about a TIF district for downtown. They had John Myers and Lisa Kramer here and wondered if they had gotten any feedback on that.

There wasn’t really any reaction to it. They talked about using the revolving loan funds to do the feasibility study but they would have to collapse the revolving loan funds which have to be explaining what they will use it for. There is currently around $250,000.00 and the feasibility study was around $30,000.00. They have to use them for economic development purposes. To loan them out you have to create a job for every $15,000.00 borrowed. They were interested in moving to the next step but they have to find the money to do it.

Fire/Water & ESDA:

Chairman Alderman Horn said they had bids to be opened for a 2008 or newer SUV.

The bids were as follows:

Fire Chief Miller said they are going to apply for a local grant from Illinois American Water for $1,500.00 to replace mobile radios. They are applying for a state grant from the Illinois Department of Public Health for $1,500.00 for EMS equipment they need. They are applying for a Federal grant for Fire Safety & Prevention to update the fire codes electronically and hard copies along with our NFPA standards which they use for training, vehicle specs and a lot of information that goes into when we are dealing with businesses and fire codes. All three grants are 100% covered and he is just in the process of applying for those now. The last grant can request any amount and there is no minimum but has to be used for safety and prevention. He did not want the vehicles on the agenda.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she did not have a report.

Sewer Treatment Plant, Sewers and Drainage:

Alderman Hoinacki said he did not have a report.

Police:

Chairman Alderman Hoinacki said they had a change of date on the St. Jude Run from May 19 to July 21 and asked to have that on the consent agenda.

 

Streets and Alleys:

Vice Chairman Alderman Bacon said she did not have a report.

Mr. Mathon gave an update on the Four Corners Lube. He also gave a further update on Oglesby Avenue Bridge (each had a handout). It was asked if the bridge could be for bike and pedestrian traffic and it will have to be looked into but it could be accommodated.

Ordinance and Zoning:

Chairman Alderman O’Donohue said he wanted to put the new Block party application on the consent agenda.

Alderman O’Donohue said that City Clerk Mrs. Gehlbach wanted to raise the Birth and Death Certificates. The Death Certificate would be raised from the first copy from $7.00 to $12.00. The Birth Certificate would be raised from $5.00 to $12.00. The second copy would remain the same.  

Alderman O’Donohue said they had started the remediation process on a few properties. Mr. Lebegue said the ads in the paper were $660.00 or more per property.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had gone with Russell Wright to the Tree City USA. The city has won another Tree City USA award.

Alderman Armbrust said they had a petition for 621 N. Hamilton Street by Alan Kruger with the work to be done by and at the expense of the city on the regular agenda to be done after the new fiscal year begins.

Mr. Jackson said the downtown sidewalk in front of the arcade is spalding. They are going to make a repair to it which will consist of power washing and then you put a primer coat on it and it will be a lot cheaper than tearing those sidewalks out at this time.

Mr. Jackson said R & R contacted him today. There is 14,500 cubic yards out there right now. They are burning about 16 truckloads a day which is 36-40 yards a day and just as much is being hauled in. To grind the leaves and brush and leave 1500 cubic yards of mulch for the public and they would haul the rest away it would be $14,500.00. To do just the brush without the leaves would be $12,850.00. They will go out for bids and Mr. Jackson will put something together to get quotes.

Sanitation/Technology:

Chairman Alderman Wilmert went over the recycling schedules and said they had them downstairs.

Alderman Wilmert said they had a busy day at City Hall and installed the new printer. They had a good call with the vendor about the software and are awaiting a quote for that.

Alderman Wilmert said they bought some time on the server. They did some work in the Mayor’s office installing some printers and they have city WiFi up now.

City Clerk Mrs. Gehlbach thanked Alderman Wilmert and Alderman O’Donohue for their assistance with the computers and printers downstairs.

Alderman O’Donohue said they found out they were not that behind as they thought they were in the accounting software. They will get quotes and look at them.

Insurance:

Chairman Alderman Bacon did not have a report.

Mr. Palmer said he had been contacted by Logan County Correctional facility and they are requesting them to flush out their lines at the prison as they need it. It has been done in the past. Mayor Snyder said they would go ahead and take care of that.

Mayor Snyder asked to have on the Consent agenda to appoint Don Vinson to the Fire and Police Commission due to the resignation of Don Cecil.

Mayor Snyder said they have a vacancy for the Civil Service Commission to fill the vacancy created by the resignation of Dave Huffman.

Mayor Snyder said the most recent Municipal League magazine under the legal briefs. There are now training requirements for the open meetings act (Public Act 9704 requires all members of the public body to take training on the open meetings act). This has to be done by December 31, 2011. Those that take office after January 1 have to complete it within 90 days of taking the oath. When the training is completed you get a certificate. It must be filed with the public body.

Alderman Anderson said I move to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel, compensation and discipline and 5 ILCS 120/2(c)(2) to discuss collective bargaining and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Neitzel); motion carried. The meeting adjourned to Executive Session at 8:31 p.m.

The meeting returned to regular Session at 9:30 p.m. City Clerk Mrs. Gehlbach called the roll call. There were eight present (Alderman Anderson, Alderman Armbrust, Alderman Bacon Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Neitzel); motion carried. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, and City Treasurer Mr. Conzo.

Alderman Bacon made a motion to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Neitzel); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 9:35 p.m.
