Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 2, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby). Also present were Fire Chief Miller, City Engineer Mr. Mathon, EMC Manager Mr. Palmer, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

 

Mayor Snyder asked for a moment of silence for Evelyn Logan who was a long term resident of Lincoln, served on District 27 school board for 18 years and was a proud member of Ward 3 and wife to Ed, mother to Lee, Roy and John who passed away last week.

 

Those present recited the Pledge of Allegiance.

 

Public Participation:

Public Acknowledgment of Carroll Catholic School’s support of the community gardens

 

Mayor Snyder said the cans that are decorated were done by the kids at Carroll Catholic and was done for the community gardens. They are cans they can put around vegetables, pour the water in, get water down to the vegetables and would be used by the folks that use the community garden this year. They wanted everyone to see them and thank Carroll Catholic for their efforts in painting the cans and they look really great. They will spruce up the community gardens and there are other schools in town doing that as well.

 

Lincoln Economic Development Partnership

 

Mr. Mike Maniscalco said he wanted to say hi and report a couple of things to the City Council. First of all, everybody has probably seen this that Dunkin Donuts is looking at both Lincoln and Logan County for setting up a shop here but they need some investors. If anyone knows of any investors, they have had some interested individuals so far but there hasn’t been the right mix or skills and finances and all the other things that come into play. Please contact the partnership office if anyone knows anybody that would be interested.

 

Mr. Maniscalco said secondly the partnership has actually been able to work with the Western Illinois University Rural Development on the feasibility study for their business incubator project. They have a $100,000.00 grant from the USDA that they need to use in the development of a business incubator. In an effort to try to figure out the best way to do that business incubator and make sure that it works the best, fits in the best, and figure out the best way to do the business incubator.

Lincoln Economic Development Partnership

 

Mr. Maniscalco said the Partnership has commissioned the feasibility study with the University. He saw a draft version of part of the feasibility study came out and it is very interesting. There are a lot of numbers and data that they are moving on to the second portion of the actual study which will seek out public participation. They have a bunch of contact names, numbers, and will be reaching out to individuals in the next two to three weeks to start collecting more personal, public experience and kind of what the people want to do in terms of the business incubator.

 

Mr. Maniscalco said finally, he knew everyone had been getting questions about electric aggregation. He answered a couple of questions for Alderman Horn a little bit earlier. The Partnership has been trying to put the paperwork together, working, and hopefully you will see more progress in the coming weeks. He asked if there were any questions.

 

Alderman Wilmert said on the incubator is that just new business or help with ones that want to relocate here.

 

Mr. Maniscalco said they are leaving all the options open at this point while the feasibility study is going through and was sure they would make some determination in the future. He has gone out and checked out a few incubators himself, specifically one in Macomb and they usually used their incubator as part of an enticement to bring Pella Windows to their community. Pella Windows is a very large factory there. They housed the Pellow Windows administration in the incubator during the period that they were putting up their building.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the March 5, 2012 & March 19, 2012 Regular City Council meetings

Petition to permit posting of signs from April 20, 2012 thru April 27, 2012 for the Kony 2012 movement by Blake Burris and Gabe Coleman

Petition by David Lanterman to permit the installation of three commercial benches on Kickapoo Street in front of Lincoln Theater 4 with installation to be completed by the City

Amendment of petition approved on 2/21/12 to change date of collection of donations from May 19, 2012 to July 21, 2012 for St. Jude’s

Approval of block party application

Mayoral appointment of Don Vinson to Board of Fire & Police Commissioners

 

Alderman Anderson said moved to approve the Consent Agenda with clarification No. 5 the date was July 21, 2012 not July 12, 2012 and that No. 6 the approval of the block party application is actually a new form, it is not actually an application for an actual party and Alderman Horn seconded it. Mayor Snyder said two clarifications his numeric dyslexia kicked in there. Mayor Snyder asked if there was any discussion.

Consent Agenda by Omnibus Vote

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

 

Bids:

 

Acceptance of bid for 2008 or newer SUV for Fire Department

 

Alderman Horn made a motion to table and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

There were no Reports to come before the City Council.

 

New Business/Communications:

 

Permission to go out for bids for grinding of yard waste

 

Alderman Neitzel made a motion to obtain permission to go out for bids for grinding of the yard waste with the bids to be in by April 24, 2012 and to be awarded May 7, 2012 and Alderman Bacon seconded it. Mayor Snyder asked if there was any discussion on this. Alderman Neitzel thought they were going to get that done for nothing. Mr. Jackson said they decided to clean up their own yard and keep their business there.

 

Mayor Snyder said he did have a conversation just this evening with one of the partners of that group. They would like to come and take another look at our situation, perhaps even this week. That may have an impact on what their bid might be.

Permission to go out for bids for grinding of yard waste

 

Mr. Jackson said his begging must have done some good. Mayor Snyder said what he got from the conversation was that they probably, they may be able to do something in terms of moving something here later in the year. It sounded like they wanted the City’s yard waste. They made temporary arrangements with Decatur.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Petition by Allen Kruger for sidewalk at 621 N. Hamilton Street with work to be done by and at the expense of the City

 

Alderman Armbrust made a motion to remove it from the agenda and Alderman Wilmert seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Announcements

 

Mayor Snyder asked if there were any announcements to be made. Mayor Snyder thanked the kids of Carroll Catholic again for the cans and their artwork.

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

The City Council Meeting was adjourned at 7:14 p.m.
