City Council Committee's Meeting

April 24, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, April 24, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:09 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she had purchased 9 windows with the rest of her budget.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby deferred to Vice Chairman Alderman Neitzel. Alderman Neitzel said she did not have a report.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Mayor Snyder reminded everyone of the City wide cleanup. April 28, 2012 7:00 a.m. to noon for those residents West of Union Street. May 5, 2012 7:00 a.m. to noon for those residents East of Union Street. There are copies downstairs in the Clerk’s office.

Street Superintendent Mr. Jackson said the street department will be doing the second round of brush pickup.

Streets and Alleys:

Chairman Alderman Neitzel the City had a letter of intent from IDOT regarding Hickox Drive. There was a handout from Mr. Mathon. Alderman Neitzel asked to have the Resolution for Hickox Drive on the agenda.

Ordinance and Zoning:

Chairman Alderman O’Donohue said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had a petition for a curb break at 402 N. Kickapoo St. by Brad Fanale. Alderman Armbrust asked to have this on the agenda.

Alderman Armbrust also had a sidewalk petition for 305 N. Kickapoo St. by and at the city’s expense by Sam Redding. Alderman Armbrust asked to have this on the agenda.

Mr. Jackson said they did not receive any bids for the brush grinding.

Sewers

Mayor Snyder said they were asked by Logan Lanes to put something on the sewer bill cards for a free game of bowling. Mayor Snyder said he and City Clerk Mrs. Gehlbach thought if they had a stack of cards or something they could keep in the Clerk’s office and people come to pay their bills and give them a free game of bowling.

Alderman Neitzel thought there would be a lot of problems with that and liked Mayor Snyder’s suggestion. Alderman O’Donohue asked what happens when someone else wants to do so something similar. Alderman Anderson said as long it wasn’t something that would not create more work for the Clerk’s office and if it is a benefit to our citizens that is great. Alderman Anderson said putting something on the cards would not work. Alderman Hoinacki said limit the time. Mr. Bates thought Alderman Anderson had a good point because it could encourage theft out of mailboxes. Mayor Snyder said if they were comfortable to do it then they would set a time on it.

Mayor Snyder said there was a situation with a balance left on a sewer account. City Clerk Mrs. Gehlbach said they had a customer that left a balance around $60.00 on their account. This customer is on the list to be disconnected. Everyone agreed that unless it was paid in full it will be disconnected.

Mayor Snyder said that the Ordinance adopting the plan and Resolution giving Mayor Snyder authority to execute the agreement when all the RFP’s are set for the electric aggregation need to be on the agenda for the May 7, 2012 meeting. There will be 2 public hearings in the ballroom at the Lincoln Rec center on May 3, 2012 at 2:30 p.m. and 7:30 p.m.

Mayor Snyder asked to have the agreement for legal services on the agenda.

Sanitation/Technology:

Chairman Alderman Wilmert said he was still working on the laptops. There is a product out called Open Office which is technically free. Alderman Wilmert will look into that and it will allow them to read documents that were composed in Word and Excel. It might be nice to make a donation to the organization that sponsors that. Alderman Wilmert felt they should invest money in 25 user license of anti-virus software.

Alderman Wilmert said people have been stopping him about the Kony 2012 signs.

Alderman Wilmert asked to have the animal control contract on the agenda.

Insurance:

Chairman Alderman Bacon did not have a report.

Mayor Snyder said he would like on the agenda the Advice and Consent of City Council department heads.

Mayor Snyder passed out a copy of a survey for sales tax receipts to the Aldermen.

Mayor Snyder said he sent via email the RFP for the Economic Development Partnership. The city needs to give a response to the RFP for the Business Incubator.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 7:43 p.m.
