Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 21, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby). Also present were Fire Chief Miller, City Engineer Mr. Mathon, Street Superintendent Mr. Jackson, Ms. Cori Wendell for Safety and Building Office, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

New Business/Communications:

Approval of Steering Committee recommendation for planning and design of Downtown Revitalization and Redevelopment Plan    

 

Alderman Neitzel made a motion to Approve of Steering Committee recommendation for planning and design of Downtown Revitalization and Redevelopment Plan and Alderman Bacon seconded it. There was no discussion. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Authorize the City to enter into a contract with Prairie Engineers as primary consultant to work under the guidance of the City of Lincoln Steering Committee to complete the planning and preliminary design portions of the Downtown Revitalization Grant

 

Aldermen Neitzel made a motion to authorize the City to enter into a contract with Prairie Engineers as primary consultant to work under the guidance of the City of Lincoln Steering Committee to complete the planning and preliminary design portions of the Downtown Revitalization Grant and Alderman Bacon seconded it. Alderman Neitzel said she considers Lincoln lucky to have Prairie Engineers stationed here in Lincoln. Mayor Snyder said he agreed and they have been very good to work with and very gracious in going above and beyond the call. Alderman Neitzel believed they had donated time that the City was not billed for and very easy to talk with and approach and all good assets for our town.

Authorize the City to enter into a contract with Prairie Engineers as primary consultant to work under the guidance of the City of Lincoln Steering Committee to complete the planning and preliminary design portions of the Downtown Revitalization Grant

 

Mayor Snyder said these dollars came to the City from the State Department of Commerce and Economic Opportunity and are not general fund dollars that the City is spending. The planning will not be only for this grant but also for future grants. Work will be planned that will be used hopefully for the streetscape work down the road as well as many other items with revitalizing the downtown.

 

Alderman Neitzel also wanted to say that the citizens of Lincoln do not realize that we have to go according to the structure of the grant. So many dollars have to used for planning and the rest will be used for implementation. The City is going according to the guidelines of the grant and try to utilize the money the best the City can.

 

Mayor Snyder said if this motion were to pass. Mayor Snyder will work with the City Attorney’s office to get the contract developed and bring it back so you can all look at it. This gives the City the authorization to get the contract in place and move forward.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the April 16, 2012 Public Hearing, April 16, 2012 and May 7, 2012 Regular City Council meetings

Petition by Lincoln Area Music Society to place a banner in the vacant lot at the corner of Pekin and North Kickapoo streets during the months of June and July, 2012

Resolution 2012-258 to resubmit prior application for the Illinois Transportation Enhancement Program Grant for 2012

Resolution 2012-259 for the approval of the 2012 MFT General Maintenance assistance program

Petition by Stan Parker for sidewalk at 925 Decatur Street with work to be done by and at the expense of the City

Petition by Robert Coombs Sr. for sidewalk at 1219 Delavan Street with work to be done by and at the expense of the City

Consent Agenda by Omnibus Vote:

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. There was no discussion. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance 2012-744 amending the structure of the Fire Pension Fund and   Police Pension Fund Boards in order to comply with the Illinois Statutes

 

Alderman O’Donohue moved to adopt the Committee Report for Ordinance 2012-744 amending the structure of the Fire Pension Fund and   Police Pension Fund Boards in order to comply with the Illinois Statutes and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried. Alderman O’Donohue moved to approve Ordinance 2012-744 amending the structure of the Fire Pension Fund and Police Pension Fund Boards in order to comply with the Illinois Statutes and waives second reading and Alderman Hoinacki seconded it.   City Clerk Mrs. Gehlbach called the roll call. Ordinance 2012-745 amending the appropriation for FY 11/12

 

Alderman O’Donohue moved to adopt the Committee Report for Ordinance 2012-745 amending the appropriation for FY 11/12 and Alderman Anderson seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried. Alderman O’Donohue moved to approve Ordinance 2012-745 amending the appropriation for FY 11/12 and waives second reading and Alderman Anderson seconded it.   Alderman Anderson said there were no changes in the overall total appropriations or there were no changes in the total for each department. Alderman Anderson said occasionally there will be lines that go over the appropriation so the City has to move funds within that department and there was no increase in actual expenditures.

Ordinance 2012-745 amending the appropriation for FY 11/12

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Bids:

 

Acceptance of bid for 2008 or newer SUV for Fire Department

 

Alderman Horn moved to table and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for April, 2012 and the report is also on file.

 

Mayor Snyder said in the Announcements that he handed out to the Aldermen relates to State revenue matters.

 

City Clerk’s Report for April 2012 is on file. City Clerk Mrs. Gehlbach gave an update on the sewer accounts.

 

The written reports from Department Heads for April 2012 are on file.

 

New Business/Communications:

Approval to hire a Police Officer from the lateral hire list to replace Officer Robert Rawlins

 

Alderman Hoinacki moved to approve to hire a Police Officer from the lateral hire list to replace Officer Robert Rawlins and Alderman Tibbs seconded it. Police Chief Greenslate said the first person on the list is Paul Cooper and is not from this area. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

Approval of work for emergency repair of sewer on College Avenue

 

Alderman Neitzel made a motion to approve the work for emergency repair at the corner of College Avenue and Pekin Street to Petersburg Plumbing in the amount not to exceed $15,500.00 and Alderman Anderson seconded it. Alderman Neitzel the other quote was almost twice as much. Mr. Mathon said the work would begin within the next week and when the work begins there will be a notice on the City’s website and run ad in newspaper.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

Mayoral appointments to Council committees and community organizations

 

Mayor Snyder wanted to keep the committee alignment the same. This summer the City will have to redistrict the City into 4 Wards instead of 5. Mayor Snyder handed out suggestions for new Alignment which has only 8 Aldermen. This will require an ordinance change since they are spelled out in the Ordinance. The new names reflect where the City is currently not necessarily some committees that maybe made sense years ago and the City has transitioned past that.

 

The process for redistricting next year all eight (8) seats would be up but the first step would be to redraw the Ward lines. Everybody would have to run, 2 Aldermen from each Ward then first organizational meeting next May you would have to draw by lots with one Alderman from each Ward getting a two (2) year term and the other getting a four (4) year term.

 

Mayor Snyder gave the following assignments to Aldermen:

Economic Development Partnership – Alderman Horn

Main Street Lincoln – ex officio Alderman Tibbs

Chamber of Commerce – ex officio Alderman Neitzel

FAQ from the Police Department

 

Police Chief Greenslate reminded motorists to be aware of bicyclists and other forms of transportation besides cars but also wanted to speak to those using the other forms of transportation. The rules of the road still have to be followed, stay close to the side of the road when there is no walk, be safe and careful and after dark need lights. Downtown, no bicycles on sidewalks or skateboards.

Alderman Anderson mentioned there had been meetings today with the retirees for health insurance options and half of those present took advantage of this. The option is not required.

 

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

 

The City Council Meeting was adjourned at 7:43 p.m.
