Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 4, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman Hoinacki). Also present were Fire Chief Miller, City Engineer Mr. Mathon, Street Superintendent Mr. Jackson, Safety and Building Officer Mr.Lebegue, EMC Manager Mr. Palmer and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

Boy Scouts from Troop 111 were present regarding the Scout Sweep Day on June 16, 2012 from 8:30 a.m. to noon.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the January 24, 2012 Special Joint Committee Meeting with the Logan County Board Members, January 24, 2012, February 14, 2012 and May 15, 2012 Committee as a Whole Meetings and the May 21, 2012 Regular City Council meeting

Authorization of petition to allow Logan County Relay for Life to display ribbons and signs in downtown for event on June 15 & 16, 2012

Authorization of Boy Scout Sweep Day on June 16, 2012

Approval of petition by First Presbyterian Church to have the 300 block of Pekin Street one way going east on Wednesday, July 18, 2012 between 4:00 p.m.-7:00 p.m.

Petition by First United Methodist Church for sidewalk at 302 Broadway St. and on N. Kankakee side of church with work to be done by and the expense of the City

Petition by James Houchin for sidewalk at 1108 6th St. with work to be done by and at the expense of the owner

Petition by Laura Williams for sidewalk at 816 4th St. with work to be done by and at the expense of the City

 

Alderman Anderson moved to approve the Consent Agenda as presented with the exception of two credit card bills, one in the amount of $676.87 and the other $63.58 because there were no receipts and Alderman Horn seconded it. There was no discussion. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

New Business/Communications:

Approval of letter of engagement with Rabin & Meyers and Prairie Engineers of Illinois, P.C. for TIF feasibility study

 

Alderman O’Donohue moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Ordinances and Resolutions

Ordinance 2012-746 authorizing the preparation of a feasibility study for a proposed redevelopment project area

 

Alderman O’Donohue moved to accept committee recommendation for said Ordinance and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried. Alderman O’Donohue moved to approve Ordinance 2012-746 authorizing the preparation of a feasibility study for a proposed redevelopment project area and waives second reading and Alderman Tibbs seconded it.   City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Bids:

Acceptance of bid for 2008 or newer SUV for Fire Department

 

Alderman Horn moved to take off the table and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried. Alderman Horn moved to approve the acceptance of the bid for a 2008 or newer SUV for the fire department by Graue Chevrolet and Alderman Tibbs seconded it. Alderman Horn believed that Chief Miller had answered everyone’s questions and concerns. Alderman Anderson asked if there was the possibility of getting a less expensive older vehicle and thought they needed to explore that option and then make a comparison. Fire Chief Miller did look into a vehicle and found a 2004 vehicle similar size and capacity with 4 wheel drive at $9,600.00 with 124,000 miles.

Acceptance of bid for 2008 or newer SUV for Fire Department

 

This would come from the G.O. Bond. Mr. Jackson said he had purchased a vehicle 3 years ago with 88,000 miles. City Treasurer Mr. Conzo said the cash for clunkers took a lot of used vehicles off the market. The vehicle is not on the lot. Alderman Tibbs said the Fire Chief needs a correct vehicle and not to cut short with junk. Mr. Conzo felt that Fire Chief Miller had done a good job with the compelling case and urged the Aldermen to approve the request. Alderman Anderson agreed with Mr. Conzo. Mayor Snyder said they would need six votes to approve. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Armbrust, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), two nays (Alderman Bacon and Alderman Wilmert), and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

New Business/Communications:

Approval of new cell phone use policy

 

Alderman Anderson moved to approve the new cell phone use policy and procedure for the policy and procedure manual as presented to everyone last week and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Approval to hire a Police Officer from the lateral hiring list

 

Alderman Tibbs moved to approve to hire a Police Officer from the lateral hiring list and Alderman Horn seconded it. Alderman Armbrust said this was not replacing someone but a new addition to the roster. Police Chief Greenslate said yes. Alderman Anderson said this was budgeted. Mayor Snyder said this was funded for 10 months out of the year. Police Chief Greenslate said this is an additional officer to help bring the police department back where it was 10 years ago. Alderman Armbrust would like to see the street department where it was three years ago. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

Approval of petition for a 4 way stop sign at the intersection of Clinton & LaDue Streets by Melissa Graham

 

Alderman O’Donohue moved to approve. There being no second the motion died.

 

Approval to solicit bids for 2012 infrastructure projects

 

Alderman Neitzel moved to approve and solicit bids for 2012 infrastructure projects with the exception of Pulaski Street with the bids being due July 24, 2012 and Alderman Bacon seconded. Mayor Snyder said this includes the Oglesby Avenue Bridge removal, Lincoln Avenue reconstruction via sewer street slip lining, and the overlay projects for Brainerd’s Branch Bridge, approach work and the alley behind St. John’s United church of Christ. Mr. Mathon said there are some things that have to be coordinated between a couple of these projects and sufficient time for the bidders to solicit bids for each. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Announcements

 

Mayor Snyder handed out to Aldermen the announcements.

 

There will not be a raid on municipalities for funds from the state.

Brinshore Development has passed the first hurdle. The full application is due at the end of July.

From the Ground Up will be working on Wednesday at 5:30 p.m.

The electric aggregation has been put off for a bit.

College Avenue work should start tomorrow.

 

Mr. Palmer apologized for the delay in the College Avenue work. He was led to believe it begin last week.

 

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

The City Council Meeting was adjourned at 7:36 p.m.
