Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 18, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Anderson and Alderman Busby). Also present were Fire Chief Miller, City Engineer Mr. Mathon, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public Participation

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the May 29, 2012 Committee as a Whole Meeting

Approval of block party application for the Chamber of Commerce on June 28, 2012 from 5:00 p.m. to 7:00 p.m.

Petition by Lincoln/Logan County Chamber of Commerce to use City property and streets during the 2012 Lincoln Art and Balloon Festival on August 23, 2012 through August 26, 2012

Resolution 2012-260 for the Lincoln/Logan County Chamber of Commerce Balloon Fest Parade on August 23, 2012

Petition by Vienna Purdue to hold the 3rd annual Lawn Mower run on June 23, 2012 with all proceeds going to the Lincoln Logan Food Panty

Petition by Lincoln Park District for street closings on Wednesday, July 4, 2012 from 8:30 a.m. to 11:00 a.m. for the 7th Annual Old Fashioned Children’s Walking parade

Petition by Kathy Vinyard to block passage of the viaducts at 1st & College and W. Kickapoo Street for the painting of “Street Art” on the viaducts on Friday, June 29, 2012 & Saturday June 30, 2012 from 8:30 a.m. to 6:00 p.m. each day (rain dates are Friday, July 13, 2012 & Saturday, July 14, 2012)

 

Alderman Horn made a motion to approve as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Anderson and Alderman Busby); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for May, 2012 and the report is also on file.

 

City Clerk’s Report for May 2012 is on file. City Clerk Mrs. Gehlbach gave an update on the sewer accounts.

 

The written reports from Department Heads for May 2012 are on file.

 

New Business/Communications:

There was no New Business/Communications to come before the City Council.

Happy 46th Anniversary to Alderman (Johnie) and Harry Tibbs

GO Bond Expenditure Update

Thank you to Fire Chief Miller and Deputy Chief Geriets for the emergency drill. Also thanked Street Superintendent Mr. Jackson and City employees and Alderman Anderson.

Mayor Snyder received an email from Norm & Yvonne Horn regarding May 20, 2012 rain out to be rescheduled for Sunday August 12, 2012 which would cause racing on Friday and Sunday that weekend. There were no concerns from the Aldermen.

There was a short power point presentation regarding the electric aggregation.

 

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel and 5 ILCS 120/2(c)(2) to discuss collective bargaining and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Anderson and Alderman Busby); motion carried. The meeting adjourned to Executive Session at 7:27 p.m.

 

The meeting returned to regular Session at 7:44 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Anderson and Alderman Busby). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn and Alderman O’Donohue seconded it. There were eight yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Anderson and Alderman Busby); motion carried.

 

The City Council Meeting was adjourned at 7:47 p.m.
