City Council Committee's Meeting

June 12, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, June 12, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Deputy City Clerk Mrs. Fulk.

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

Pledge was said by all.

Andi Hake of the Lincoln/Logan County Chamber Office spoke about about the Prairie Engineers hosting a business after hours and want to make a mini block party. They wanted the City of Lincoln, Heartland and the Lincoln Public Library. Prairie Engineers was not looking for a contribution but would like the street to be closed from the Library alley to the stoplight intersection to be closed at 4:00 p.m. Mayor Snyder said they could put the street closure on the Consent Agenda.

Ms. Hake said the street closures for the Art & Balloon Festival had been sent in. Everything is the same as in the past with an addition.

Mayor Snyder said the intersection of Kickapoo St. from half of Pekin Street intersection to half of Clinton Street intersection. McLean from half of Pekin Street intersection down half of the Clinton Street intersection. Mayor Snyder it would close all of Pulaski from McLean to Kickapoo and also Broadway from McLean to Kickapoo.

Ms. Hake said part of the reason is for safety concerns and also convenience since the festival is expanding. The barbecue competition is looking at bringing in 50 competitors.

Mayor Snyder said he and Fire Chief Miller had discussed this and Fire Chief Miller felt they could plan for getting the vehicles out and be able to respond to emergencies. Ms. Hake said they are offering the trolleys with tractor shuttles. Mayor Snyder said they would again be working around the Post Office's schedule with their trucks, particularly Saturday morning and Friday morning.

Ms. Hake said last year they didn't let some of the businesses know in advance that those streets were going to close or they would close earlier and the Chamber will either call or personally let them know about the street closures. The request also includes the parade route.

Mr. Mathon asked if the parade route was the same as far as using North Kickapoo St. to the airport. A Resolution requesting permission to use N. Kickapoo Street needs to be on the agenda.

It was put on the Consent Agenda. Ms. Hake said she would be coming back to the City Council to share more information that will be coming to the festival at a later date.

Mayor Snyder shared information about the electric aggregation. There were five bidders with the most favorable bid coming from Integrys with a 24 month bid. Integrys will prepare a mailing that will go to every resident and will layout the rates and will give them the option to opt out. Ameren will also be sending the local residents a letter. Every resident will have two options to opt out. The savings will begin in August or September.

Alderman Neitzel asked for a presentation for the City Council at the June 18, 2012 meeting.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said department heads who have not gotten her their appropriation numbers get them to her ASAP. Even if the department heads don't have any appropriations let her know.

Alderman Anderson said for any City employee, elected official or department head, if you are turning in a bill to be paid by the city to be reimbursed the only way you will get paid is with a receipt.

Alderman Anderson said the financial report is now being duplexed and the next meeting there will be a tutorial on it.

Alderman Anderson said the electric rates with the costs at the Water Treatment plant and there is one year left on the current contract. Ask current consultant to look into rates, see what it would cost for the consultant to do that, and see if the rates would be cheaper to break current contract.

City Treasurer Mr. Conzo said they have shortened the financial report from 98 pages to 48 pages and Deputy City Clerk Mrs. Fulk suggested to duplexing which would cut it down to 28 pages.

Alderman Busby said everyone should have received their property taxes forms 57% of the City's taxes go to the Pension Fund.

Fire/Water & ESDA:

Chairman Alderman Horn said Fire Chief Miller passed out a paper with the price of a new pumper (demo with stainless steel tank).

Fire Chief Miller said after much discussion the problem came up with 5104's tank ruptured again. It is 21 years ago and it was repaired just short of a year ago. His recommendation would be to look for another truck. There are companies that have emergency purchase trucks. The truck has to fit in a 10 foot door, not longer than 30 feet, and that is a big hurdle for the department. There has been no word on the 0% interest loan.

City Attorney Mr. Blinn Bates said they could approve with 2/3rds vote without going out for bid but he would check to make sure.

City Attorney Mr. Conzo said they had received the money from the State of Illinois grant to reimburse the City for the $156,000.00 for the roof loan today.

Fire Chief Miller said he would go to inspect the trucks to see if they meet the specs and if they can be modified to meet those specs.

Alderman Anderson said she knew they had to address this issue but was not comfortable with putting it on the agenda at this point. She felt they needed to have a better idea of how the City is going to fund this.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs asked Mr. Mathon asked about the cost to remove the flagpole from the rooftop.

Mr. Mathon said when Top Quality gave their bid to do the roof their bid was $1,800.00 for the removal of the flagpole which included doing it while they were here doing the work. He had received an update of $3,000.00 to do that. He would follow up with the firm to see when they would be available.

Alderman Anderson said the thermostat is not working properly.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby asked Alderman Neitzel if they had a report. Vice Chairman Alderman Neitzel said there is some road work, sewer work over by Thornton's but nothing that needs to be on the agenda. It appears there is a private line on Logan Street.

Police:

Chairman Alderman Hoinacki had the following requests:

Alderman Hoinacki said there was also a request by Kathy Vinyard to block the passage of the viaducts for the street art on West Kickapoo and 1st and College on June 29 and 30 from 8:30 to 6:00 and asked to have that on the Consent Agenda.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have a report.

Ordinance and Zoning:

Chairman Alderman O’Donohue set another meeting of the Ordinance Committee for June 26, 2012 at 6:00 p.m. for more clarification.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not a report.

Sanitation/Technology:

Chairman Alderman Wilmert said he would be distributing anti-virus software and batteries.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Fire Chief Miller said he received a call from a citizen in Mayfair about the storm siren at Northgate & Kickapoo. Citizen was told about the weather radios that could be purchased for inside their homes.

Police Chief Greenslate said the 17th annual Dare Golf Outing at the Elks on Friday, June 15, 2012.

Mayor Snyder said he was contacted by Will D'Andrea about holding meetings with the school districts about the Enterprise Zone.

Mayor Snyder said he and City Attorney Mr. Blinn Bates have had conversations with the Illinois Municipal League about redistricting. State law is confusing. Redistricting has to be done so many days before the filing period.

The Lincoln Logan Partnership Luncheon is at 11:30 a.m., Wednesday, June 13th.

14th of June is Flag Day, please fly your flags. There will be a disaster training drill.

City Clerk Mrs. Gehlbach said July 1, 2012 the Clerk's office will be raising the Death and Birth Certificate additional copy fee to $6.00 per copy.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:20 p.m.
