Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 2, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:04 p.m. City Clerk Mrs. Gehlbach called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Also present were Fire Chief Miller, City Engineer Mr. Mathon, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Palmer, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, and Recording Secretary Mrs. Riggs.

 

There was a Moment of Silence in memory of former Mayor Edward Malerich.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

Fire Chief Miller honored Assistant Fire Chief Dunovsky with the Life Saving Award for an event on March 12, 2012.

 

Mayor Snyder swore in Chad Kern as a Fire Fighter having finished his probationary period.

 

City Treasurer Mr. Conzo talked about activities for the 4th of July, parade at 10:00 a.m., water fight later, and other festivities. Fire Chief Miller worked with Chief Letterle are standing by to shoot the fireworks and keep everyone safe. Fire Chief Miller gave a warning of being careful with fireworks at home.

Approve minutes of the June 4 & 18, 2012 Regular City Council Meetings

Approval of petition from Living Dreams Tattoo Studio to block three parking spaces at 520 Broadway Street for a live radio broadcast on July 6, 2012

Approval of sidewalk petition at 602 N. McLean Street by Joseph & Carlita Edmonson with work to be done by and at the expense of the City

 

Alderman Anderson moved to approve as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

New Business/Communications:

Approval of final plat for Rolling Prairie Subdivision

 

Alderman O'Donohue moved and Alderman Tibbs seconded it. Mrs. Doolin passed out a rendition of what it might look like. Alderman Neitzel said it would be a good asset. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

 

Bids:

Award material bids for 2012 MFT General Maintenance

 

Alderman Neitzel moved to accept the bid of Louis Marsch, Inc. for 63,500 gallons of bituminous materials (seal coat) in the sum of $134,302.50 and PH Broughton for 200 tons of bituminous patching material (M17-08) in the sum of $18,810.00 and Alderman O'Donohue seconded it.

 

Mr. Mathon said there were actually four items for bid but only two items received bids. The two items that did not receive bids bids were seal coat aggregate (CM16) and Class SI concrete.

 

Alderman Hoinacki said they could save $200,000.00 by fixing the streets instead of seal coating. Mr. Mathon said this is for maintenance of streets. Mr. Jackson said they would put a chemical on the rock so the dust wouldn't be so bad.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), one nay (Alderman Hoinacki), and none absent; motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

New Business/Communications:

Approval of emergency purchase of Fire Apparatus

 

Alderman Horn moved to approve the emergency purchase of a fire apparatus at the discretion of the Fire Chief not to exceed $368,008.00 and Alderman Anderson seconded it. There were several that thought it should have been tabled. City Clerk Mrs. Gehlbach called the roll call. There were three yeas (Alderman Anderson, Alderman Horn, and Alderman Tibbs), seven nays (Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert), and none absent; motion failed.

 

Approval of hiring a Police Officer from the lateral hiring list

 

Alderman Hoinacki moved to approve to hire a police officer to replace an officer and Alderman Tibbs second it. Police Chief Greenslate said the replacement officer will not begin until the current officer is off the books. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Advise and Consent to Mayor Appointments

 

Alderman Horn moved to appoint City Treasurer Mr. Conzo to the Lincoln Fire Pension Board and Alderman Neitzel seconded. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Announcements

 

Announcements were handed out and included the Viaduct painting and a calendar with electric aggregation.

Alderman Wilmert said he and Alderman O'Donohue would finish installing the anti-virus on the laptops.

 

Alderman Tibbs talked about the viaduct painting.

 

Alderman O'Donohue set a meeting for July 10 at 6:00 p.m. to discuss the trailer issue and possibly video gambling.

 

Alderman Neitzel moved to adjourn and Alderman O’Donohue seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.
